社区和居家养老是我国当前和未来的主要养老模式,然而,与机构养老设施相比较而言,我国社区居家养老服务设施的发展明显滞后,具体表现为设施的建成基础薄弱、空间资源的配置要素模糊、规范和管控手段缺位等。在概述现状与问题的基础上,系统地探讨了我国社区层面养老服务资源的配置主体、配置对象和配置思路。针对养老服务需求和供给主体日益多元化的挑战,提出结合社区实际情况灵活配置服务模块的建议,采用总量控制和复合设置的规划手段落实配建,从而实现服务设施综合效益最大化的建设目标。 相似文献

Artificial bee colony (ABC) algorithm, one of the swarm intelligence algorithms, has been proposed for continuous optimization, inspired intelligent behaviors of real honey bee colony. For the optimization problems having binary structured solution space, the basic ABC algorithm should be modified because its basic version is proposed for solving continuous optimization problems. In this study, an adapted version of ABC, ABCbin for short, is proposed for binary optimization. In the proposed model for solving binary optimization problems, despite the fact that artificial agents in the algorithm works on the continuous solution space, the food source position obtained by the artificial agents is converted to binary values, before the objective function specific for the problem is evaluated. The accuracy and performance of the proposed approach have been examined on well-known 15 benchmark instances of uncapacitated facility location problem, and the results obtained by ABCbin are compared with the results of continuous particle swarm optimization (CPSO), binary particle swarm optimization (BPSO), improved binary particle swarm optimization (IBPSO), binary artificial bee colony algorithm (binABC) and discrete artificial bee colony algorithm (DisABC). The performance of ABCbin is also analyzed under the change of control parameter values. The experimental results and comparisons show that proposed ABCbin is an alternative and simple binary optimization tool in terms of solution quality and robustness. 相似文献

目的 系统地研究景区解说设施评价体系,建立合理完善的评价方法,为景区解说设施的优化升级提供科学的理论支撑.方法 选取泉州市崇武古城的解说设施为研究对象,以SERVQUAL(服务质量)模型为基础建立解说设施满意度评价体系,借助主成分分析、模糊综合评价以及IPA分析法3种方法,探索景区解说设施满意度及其影响因素.结论 研究表明,构成景区解说设施满意度评价体系的一级指标主要为有形性(UA)、保证性(UB)、移情性(UC)、可靠性(UD),四者的权重由大到小依次为UB>UA>UD>UC;泉州崇武古城景区解说设施满意度评价结果为良好,基本达到旅游解说要求.但是解说设施的有形性方面亟待提升,在视觉效果上的满意度相对较低,影响游客对古城景区的满意度. 相似文献

A network prototype for integrated production-distribution planning with non-multi-functional plants
This paper proposes a two-echelon network prototype for integrated production and distribution planning where non-multi-functional plants supply multiple types of products with limited quantities to the customers via capacitated warehouses. Four variations of the prototype, formulated as individual mixed integer programming models, are solved using the branch and bound algorithms by numerical experiments to examine the cost implications of production-distribution strategies involving single-sourcing constraints on different levels of the supply chain. Further discussions on the practicality and versatility of the proposed prototype (i.e. its ability to consider different facility locations, specialised capabilities of individual plants, safety stock levels and demand characteristics) illustrate the usefulness of the prototype to industry practitioners when making strategic and/or tactical decisions. 相似文献

The improvement of an irregular three-shift system with anti-clockwise rotation of workers of a disabled persons' facility covering 42 h a week was a subject for management-labour debate. Workers were complaining of physical fatigue, high prevalence of low back pain, sleep shortages associated with short inter-shift intervals, and irregular holidays. With the co-operation of trade union members, an educational and intervention programme was designed to analyse, plan, and implement improved shift rotation schemes. The programme consisted of (a) a group study on the existing system and effects on health and working life; (b) joint planning of potential schemes; (c) communication and feedback (d) testing and evaluation; and (e) agreement on an improved system. The group study was undertaken by means of time study, questionnaire and physiological methods, and the results were jointly discussed. This led to the planning of alternative shift schemes incorporating more regular, clockwise rotation. It was agreed to stage a trial period with a view to shorter working hours. This experience indicated the importance of a stepwise intervention strategy with frequent dialogues and a participatory process focusing on the broad range of working life and health issues. 相似文献

We study a new robust formulation for strategic location and capacity planning considering potential company acquisitions under uncertainty. Long-term logistics network planning is among the most difficult decisions for supply-chain managers. While costs, demands, etc. may be known or estimated well for the short-term, their future development is uncertain and difficult to predict.A new model formulation for the robust capacitated facility location problem is presented to cope with uncertainty in planning. Minimizing the expectation of the relative regrets across scenarios over multiple periods is the objective. It is achieved by dynamically assigning multi-level production allocations, locations and capacity adjustments for uncertain parameter development over time. Considering acquisitions for profit maximization and its supply-chain impact is new as well as the simultaneous decision of capacity adjustment and facility location over time. The solution of the novel robust formulation provides a single setup where good results can be achieved for any realized scenario. Hence, the solution may not be optimal for one particular scenario but may be good, i.e. the highest expected profit to gain, for any highly probable future realization. We show that robust mixed-integer linear programming model achieves superior results to the deterministic configurations in exhaustive computational tests. This dynamic robust formulation allows the supply-chain to favorably adapt to acquisitions and uncertain developments of revenue, demand and costs and hence reduces the potential negative impacts of uncertainty on supply-chain operations. 相似文献

A survey was conducted on Colorado dairies to assess attitudes and practices regarding Dairy Beef Quality Assurance (DBQA). The objectives were to (1) assess the need for a new handling facility that would allow all injections to be administered via DBQA standards; (2) establish if Colorado dairy producers are concerned with DBQA; and (3) assess differences in responses between dairy owners and herdsmen. Of the 95 dairies contacted, 20 (21%) agreed to participate, with a median herd size of 1,178. When asked to rank the following 7 traits—efficiency, animal safety, human safety, ease of animal handling, ease of operation, inject per Beef Quality Assurance (BQA) procedures, and cost—in order of priority when designing a new handling facility, human and animal safety were ranked highest in priority (first or second) by the majority of participants, with ease of animal handling and efficiency ranked next. Interestingly, the administration of injections per BQA standards was ranked sixth or seventh by most participants. Respondents estimated the average annual income from the sale of cull cows to be 4.6% of all dairy income, with 50% receiving at least one carcass discount or condemnation in the past 12 mo. Although almost all of the participating dairy farmers stated that the preferred injection site for medications was the neck region, a significant number admitted to using alternate injection sites. In contrast, no difference was found between responses regarding the preferred and actual location for intravenous injections. Although most participating producers are aware of BQA injection guidelines, they perceive efficiency as more important, which could result in injections being administered in locations not promoted by BQA. Dairy owners and herdsmen disagreed in whether or not workers had been injured in the animal handling area in the last 12 mo. Handling facilities that allow for an efficient and safe way to administer drugs according to BQA guidelines and educational opportunities that highlight the effect of improved DBQA on profitability could prove useful. Dairy producers play a key role in ensuring that dairy beef is safe and high quality, and just as they are committed to producing safe and nutritious milk for their customers, they should be committed to producing the best quality beef. 相似文献
