大凌河流域初始水权分配实践评价

结合大凌河流域初始水权分配实践,从分配范围、分配机制、分配原则、分配模型等方面,对现有研究成果进行全面梳理。在此基础上,结合大凌河流域特点,借鉴我国流域水资源配置评价指标体系,从公平性、效率性、可持续发展、政府宏观调控4个维度,设计了一套水权分配评价指标体系,进而构建了初始水权分配实践效果的耦合评价模型,并应用于大凌河流域。结果表明,在政府和大凌河流域水行政管理部门的宏观调控作用下,通过加强大凌河流域所在区域的政治民主协商,流域内各区域水权分配结果充分体现了与其社会经济发展之间的匹配性,且各区域之间的耦合协同发展效度均达到较高水平。     

A necessary and sufficient condition for the asymptotic idealness of the GRS threshold secret sharing scheme

The study of the asymptotic idealness of the Goldreich–Ron–Sudan (GRS, for short) threshold secret sharing scheme was the subject of several research papers, where sufficient conditions were provided. In this paper a necessary and sufficient condition is established; namely, it is shown that the GRS threshold secret sharing scheme is asymptotically ideal under the uniform distribution on the secret space if and only if it is based on 1-compact sequences of co-primes.     

Efficient multilevel image segmentation through fuzzy entropy maximization and graph cut optimization

The fuzzy c-partition entropy has been widely adopted as a global optimization technique for finding the optimized thresholds for multilevel image segmentation. However, it involves expensive computation as the number of thresholds increases and often yields noisy segmentation results since spatial coherence is not enforced. In this paper, an iterative calculation scheme is presented for reducing redundant computations in entropy evaluation. The efficiency of threshold selection is further improved through utilizing the artificial bee colony algorithm as the optimization technique. Finally, instead of performing thresholding for each pixel independently, the presented algorithm oversegments the input image into small regions and uses the probabilities of fuzzy events to define the costs of different label assignments for each region. The final segmentation results is computed using graph cut, which produces smooth segmentation results. The experimental results demonstrate the presented iterative calculation scheme can greatly reduce the running time and keep it stable as the number of required thresholds increases. Quantitative evaluations over 20 classic images also show that the presented algorithm outperforms existing multilevel segmentation approaches.     

基于动力有限元分析和神经网络技术的含分层复合材料层合板的损伤诊断

本文基于作者提出的含层间分层损伤层合板的动力有限元分析模型和方法,计算了分层长度和位置对含层间分层损伤层合板结构的固有频率的影响,然后应用MATLAB的神经网络工具箱建立了人工神经网络,通过典型结构的仿真结果比较,证明了采用有限元动力分析和BP网络技术相结合的方法是一种可用于复合材料层合板的分层损伤诊断的有效方法.     

基于多目标优化的黔中区水资源配置研究

以黔中水利枢纽一期工程为研究对象,开展水资源优化配置研究。在分析黔中水利枢纽工程概况及水资源优化配置原则的基础上,建立了黔中水利枢纽工程水资源优化配置模型,采用多目标规划对模型进行求解,得出了2007,2015年和2020年水平年黔中灌区、贵阳市区以及安顺市区的水资源优化配置结果;同时,对供需平衡、经济效益和污水排放量3个指标进行了对比分析。该模型分析结果为黔中区水资源的配置提供了科学合理的依据。     

基于电站最优维护信息系统的机组机械振动分析

葛洲坝水电站是我国在长江干流上自主设计的第一座大型水电站,共安装有2台单机容量为175 MW、19台单机容量为125 MW（改造前）、1台装机容量为20 MW的轴流转桨式水轮发电机组。从首台机组发电至今,葛洲坝电厂累计运行超过35 a。长时间的运行使机组出现老龄化的同时也存在着稳定性、安全性方面的隐患。基于电站最优维护信息系统(HOMIS),对葛洲坝电厂10号机组进行了状态检测,结果发现机组存在上导X/Y向摆度、水导X/Y向摆度过大的问题,为此,借助于HOMIS集成的快速傅里叶变换函数进行诊断,结果诊断出上导、水导摆度的主频为1 Hz,表明该现象为主轴或其附件引起的机械故障。依据机组诊断结论,经分析研究,提出了适宜的检修方案,并根据方案最终对磨损连杆进行了更换处理。最后,对检修前后的机组状态进行了对比,对比结果表明,检修质量达到了预期目标。     

“2016·7”清江流域洪水调度方案分析

2016年7月,清江流域发生了特大洪水,湖北省防汛抗旱指挥部认真研究、贯彻、落实防洪决策部署,把保障人民群众生命财产安全放在首位,反应迅速、调度灵活。经过对汛情进行研究分析,制定出了相应的措施,即采取预泄腾库迎洪、汛中错峰拦洪、汛末适时收水等,取得了清江特大洪水防御的阶段性胜利。对"2016·7"清江洪水调度方案及措施的制定、落实情况进行了总结分析,可为今后清江流域防洪调度工作提供借鉴与参考。     

提高100%无烟煤煅烧熟料早期强度的探索

1997年投产的国内首条100%燃无烟煤生产线——龙岩三德2000t/d熟料线的熟料3d强度一直偏低,平均仅为25.5MPa(新标准)。通过对3d强度因素及其相关性分析,排序为w(C2S)>熟料KH值>生料细度>入窑生料的w(Al2O3)。在此基础上,提出了调整配比,提高煤粉和生料细度质量指标以及提高石灰石和燃煤质量等一系列技术措施。     

A function-to-task process model for adaptive automation system design

Adaptive automation systems allow the user to complete a task seamlessly with a computer performing tasks at which the human operator struggles. Unlike traditional systems that allocate functions to either the human or the machine, adaptive automation varies the allocation of functions during system operation. Creating these systems requires designers to consider issues not present during static system development. To assist in adaptive automation system design, this paper presents the concept of inherent tasks and takes advantage of this concept to create the function-to-task design process model. This process model helps the designer determine how to allocate functions to the human, machine, or dynamically between the two. An illustration of the process demonstrates the potential complexity within adaptive automation systems and how the process model aids in understanding this complexity during early stage design.
