对"十一五"规划中电力通信业务发展的几点思考

电力通信专业所面临的业务分流、队伍知识老化、规范管理难以纳入企业主流专业管理模式等问题,是造成通信专业可能不断被边缘化的因素,建议通信“十一五”规划中应该突出专业规范化、标准化建设,同时做好主流业务向IP技术发展的规划工作,提前引导维护人员做好知识储备,顺利实现人员的技术转型,从管理、技术、队伍3方面的建设提高专业地位,使通信专业发挥更大作用。     

关于我院学生工作的几点思考

党的十八大以来,全国各省区地矿局系统转企改制加速推进。“脱胎”于事业体制、诞生于新时代的国有地矿企业,要在激烈的市场竞争中站稳脚跟,需要按企业机制补短板、强弱项,其中,人力资源开发与管理便是一个急需补齐的短板。为做好这方面工作,本文从国有地矿单位历史与现实、当前和未来的视角,在对人力资源开发与管理对地矿企业的重要性和紧迫性、地矿企业人力资源开发与管理存在的主要问题进行分析思考的基础上,提出了必须紧扣企业战略目标抓好人力资源规划、围绕留才用才聚才抓好员工职业生涯管理、着眼可持续发展抓好人力资源管理创新,迅速补齐地矿企业人力资源开发与管理短板的建议。

在总结近年来新疆维哈柯文信息技术标准化工作所取得的成绩及经验的基础上,研究探讨了少数民族信息技术标准化工作的特点规律、工作思路及政策思考。     

CONTROL STRATEGY FOR ELECTRO-HYDRAULIC POSITION SERVO SYSTEM WITH GENERALIZED PULSE CODE MODULATION

A hybrid control strategy has been designed and developed for the electro-hydraulic posi-tion servo control system with generalized Pulse code modulation (GPCM), which is suitable for the area where the work condition is poor and a large flow rate is required. It is difficult to control the GPCM system because the system is discrete. With consideration of the stability and speediness of the GPCM position servo control system, a control strategy is developed through the theoretical and ex-perimental analyses. The control strategy integrates the merits of Bang-Bang control, PID control and fuzzy control. With this hybrid control strategy, the electro hydraulic control system has good per-formances, and the servo control is carried out with GPCM through on-off valves.     

南水北调中线干线工程变更与索赔管理的思考

工程变更与索赔在水利工程建设中不可避免,工程变更与索赔管理是工程建设管理的一项重要内容,对投资控制至关重要。南水北调中线干线工程建设特点导致工程变更与索赔管理成为工程建设管理工作中的一个重点和难点。通过对中线干线工程变更与索赔管理工作存在的问题进行分析,针对加强中线干线后续工程建设过程中的工程变更与索赔管理工作。提出了几点思考。     

南水北调济平干渠工程建设与环境协调工作思考

南水北调济平干渠工程是国务院确定的南水北调2002年12月底首批开工项目,也是山东南水北调建设管理机构尚未成立时开工的第一个工程,还是山东省水利厅直接作为项目法人负责工程建设的首个项目。由于该工程的许多特殊性和国家近期土地等政策因素影响,使得工程建设出现了很多新情况和困难,但即便如此,该工程仍按期建成通水。结合工程建设模式和主要措施,对工程建设中的建管机构、建管机制、征地迁占等问题进行了讨论。     

Excipients in parenteral formulations: selection considerations and effective utilization with small molecules and biologics

Excipients form a major component of pharmaceutical formulations and are classified as any ingredient other than the active ingredient which is included within the product formulation to improve drug product performance. Functional uses of excipients include improving solubility and stability, safety and efficacy, as bulking agents in lyophilized formulations, tonicity agents, and aiding in controlled or prolonged drug delivery. Parenteral formulations are sterile, pyrogen-free; free of particulate matter and by-pass the body’s natural defense mechanisms. Excipients may demonstrate a synergistic effect when combined with an active ingredient but may also lead to unwanted reactions with the drugs and packaging components. Ideal excipients are required to be considered safe, inert and multifunctional. Contrary to the past, safety of excipients needs to be well established in order for their use in the pharmaceutical formulations. Therefore, careful consideration should be given while selecting an excipient. This review article provides an overview of the excipients used exclusively in small molecule and biological parenteral products including solutions, suspensions, and lyophilized formulations, information on the possible drug-excipient and drug-packaging interactions and the regulatory requirements for the use of pharmaceutical excipients. The readers will be able to have a comprehensive understanding of the excipients used in parenteral formulations.
