《关于加强嫩江松花江近期防洪建设的若干意见》论证概要

水利部《关于加强嫩江松花江近期防洪建设的若干意见》近期已由国务院办公厅批转有关省、自治区和国务院有关部门执行。本文简单介绍了《关于加强嫩江松花江近期防洪建设的若干意见》编制过程中对设计洪水、防洪标准、工程布局和非工程措施的论证情况和主要结论。     

中国的主要水问题及水文学的机遇

从水资源开发利用与保护、水旱灾害防治等方面论述中国当前存在的主要水问题：水危机和水浪费同时存在、水污染日趋严重、防洪减灾任重道远、生态环境破坏严重、全球气候变暖产生不利影响；进而论述水文学研究面临的新课题：水文现象的不确定性、人类活动对水文的影响、水位频率计算、水资源开发利用的最佳效应、水资源供需分析、农业节水灌溉机理及水旱灾害的防治，并指出必须加强对这些新课题的研究

通过九江市１９９８年汛情特点的分析，及抗击这次超历史洪水各项措施的总结，进行了深刻的反思     

Time-Space Label Switching Protocol (TSL-SP)—A New Paradigm of Network Resource Assignment

In this paper we propose a new protocol called time-space label switching protocol (TSL-SP) in optical burst switching (OBS), and define the terms time-space label (TSL) and time-space routing (TSR). An important concept of response time is introduced in the time label mechanism. The TSL-SP is a new technology that can quickly and efficiently forward data with a label on the optical networks. A two-dimension label switched path (TD-LSP) can be set up, that is maintained and deleted by the TSL-SP. For clearly illuminating the operation principles of the TSL-SP, we propose a new approach of orthogonal time-space coordinates in which the vertical coordinate is the space label and the horizontal coordinate is the time label. The proposed TD-LSP can dramatically reduce the routing failure probability and greatly improve the link network efficiency compared with other signaling protocols. Moreover, we define the time-space label control plane that can achieve the higher efficiency. When the TSL-SP is applied to networks, switching performance can be improved by two orders compared to the switching performance with the conventional OBS signaling protocols. The fundamental goal of TSL-SP is to band the signaling and routing functions together closely. Also, the TSL-SP can reduce the complexity of the network, support automatic service offering, and provide traffic engineering.     

焦化加热炉爆管故障分析与预防

焦化加热炉炉管内的物料通常为有杂质容易结焦的混合渣油,如果设计不合理、操作控制不当、运行周期过长等,极易造成炉管爆管事故。以2005年9月大庆石化分公司炼油厂焦化加热炉爆管故障为例,阐述了焦化加热炉的爆管原因、故障处理及预防措施,认为注水量小、渣油中含催化剂、负荷偏离设计工况、烧焦周期和烧焦速度不当等引起严重结焦是爆管的主要原因。     

山岭重丘区公路工程技术方案的选择

对高填方与高架桥和深路堑与隧道两个典型技术方案，进行了费用分析，寻找方案选择的工程临界值，以提高工程设计的经济性和合理性。重点提出了工程可替代方案间填挖高判断值，对工程可行性研究阶段山岭重丘区的公路工程技术方案的选择有一定参考价值。     

Applicability of the flood‐pulse concept in a temperate floodplain river ecosystem: thermal and temporal components

Annual growth increments were calculated for blue catfish (Ictalurus furcatus) and flathead catfish (Pylodictis olivaris) from the lower Mississippi River (LMR) to assess hypothesized relationships between fish growth and floodplain inundation as predicted by the Flood‐Pulse Concept. Variation in catfish growth increment was high for all age classes of both species, and growth increments were not consistently related to various measures of floodplain inundation. However, relationships became stronger, and usually direct, when water temperature was integrated with area and duration of floodplain inundation. Relationships were significant for four of six age classes for blue catfish, a species known to utilize floodplain habitats. Though similar in direction, relationships were weaker for flathead catfish, which is considered a more riverine species. Our results indicate the Flood‐Pulse Concept applies more strongly to temperate floodplain‐river ecosystems when thermal aspects of flood pulses are considered. We recommend that future management of the LMR should consider ways to ‘recouple’ the annual flood and thermal cycles. An adaptive management approach will allow further determination of important processes affecting fisheries production in the LMR. Copyright © 2006 John Wiley & Sons, Ltd.     

纳秒级上升时间的高压脉冲群电源

按照IEC 61000-4-4/GB 17626.4—1998的要求，首先应用PSPICE仿真确定电路中各元件的参数值，然后基于拉普拉斯变换用MATLAB求解二阶电路验证各元件参数。在此基础上研制了一台以开关电源作为高压直流电源、以氢闸流管作为主控开关的脉冲群电源。该电源体积小、重量轻、效率高、成本低廉。试验结果表明，其输出信号符合标准要求，可用于快速瞬变脉冲群抗扰度试验。
