Conflict resolution effectiveness on the implementation efficiency and achievement of business objectives in IT programs: A study of IT vendors

ContextThe information technology (IT) field presents a unique context for the management of multiple projects because of the variety of stakeholders involved, the complexity of interdependencies among projects, and the frequent use of external vendors. In practice, IT vendors typically employ advanced project governance techniques such as program management to work effectively with the numbers and variety of clients while still pursuing the benefits of a single oversight. These structural features lend themselves to conflict across teams with individual requirements. However, little research exists on program management, much less in the IT context, that represents conflict across IT project teams.ObjectiveIn this study, the effectiveness of conflict resolution on the implementation efficiency and fulfillment of business objectives is studied through the lens of constructive controversy theories. A number of hypotheses are derived by tailoring the constructive conflict resolution concepts to IT context and making a comprehensive literature review to identify the mediator and dependent variables. A model is developed to consider the management of conflict across multiple projects combined into a single program.MethodA quantitative questionnaire related to the program environment was developed for five variables to include conflict resolution, cognition-based trust, interpersonal cooperation, business objectives and implementation efficiency. The hypotheses were tested by performing a survey study, where a number of well-established measures in the literature were used. 92 paired responses from program teams in 38 organizations located in India were obtained and represent a variety of individual characteristics, and program sizes.ResultsThis study identified the composite role of constructive conflict resolution and cognition-based trust in improving interpersonal cooperation. The impacts of constructive conflict resolution on business objectives were not fully mediated by cognition-based trust and interpersonal cooperation, although implementation efficiency is fully mediated.ConclusionThe management of conflict promotes trust and interpersonal cooperation necessary to improve the efficient completion of the program and benefits to the organization.

针对多传感器协同跟踪中无源传感器对雷达的目标指示问题进行了深入分析,重点研究了目标的指示交接需求及其触发机制.分析了协同跟踪中的目标指示交接需求,同时依据无源与有源传感器协同特性建立顺序处理结构的多传感器融合跟踪模型.在此基础上,采用协方差控制思想设定无源传感器对雷达的目标指示触发准则.通过仿真对触发准则进行了验证,并讨论了目标指示触发时机的影响因素,确保传感器间的目标指示能够自发进行.

Territorial targeting in EU private law

In a series of rulings given in the last few years, the Court of Justice of the European Union (EU) has made use of the concept of targeting by a trader of a particular territorial market as a device for determining the scope of European legislation on private law. The concept is of particular importance in the context of trading activities conducted by means of the Internet, though its significance is not confined to such activities. In particular, the European Court has used the concept of targeting for the purpose of restricting the substantive ambit of intellectual property rights created or harmonised by EU legislation. On the other hand, it has avoided use of the concept of targeting in the context of EU legislation allocating jurisdiction between the courts of the Member States, even in respect of disputes involving intellectual property, except where a legislative text specifically invokes such a concept. The instant paper endeavours to review the position as currently established by the European case-law, and to predict the likely further developments.     

Fair relay selection in decode-and-forward cooperation based on outage priority

The opportunistic cooperation schemes,where only the "best" relay is selected to forward the message,have been widely investigated recently for their good performance in terms of outage probability.However,the unfair selections of relays may cause unbalance power consumptions among relays,which reduces the lifetime of energy constrained networks.In this paper,we introduce a novel concept of outage priority based fairness(OPF),aiming at improving the selection fairness among relays appropriately without outage performance deterioration.Then,a cooperation scheme is proposed to meet this concept,and corresponding theoretical analysis is also provided.Afterward,based on OPF,the achievable upper bound of the fairness is derived,and an optimal cross-layer designed scheme is also provided to achieve the bound.Numerical simulations are carried out finally,which not only validate the theoretical analysis,but also show that taking advantages of the proposed schemes,the fairness among all relays,as well as the network lifetime,can be greatly improved without any loss of outage performance,especially in high SNR regime.
