Empirical comparison of image retrieval color similarity methods with human judgment

It is important to verify assumptions and methods of image retrieval against actual human behavior. A study was conducted to compare similarity methods of color histograms against human assessment of similarity. The similarity methods tested include basic histogram intersection, center histogram matching, locality histogram matching, and size-weighted histogram matching. 161 subjects participated in the empirical study. The findings, based on Spearman correlation analysis, showed that both the basic histogram intersection method and size-weighted histogram are very close to human assessment of similarity (Spearman correlation coefficient of 0.915). The other two are not close to human judgment on similarity. This study illustrates an alternative approach to evaluating matching algorithms. Unlike the usual measures of recall and precision, this approach emphasizes human validation. Fewer images are required with the use of statistical testing.

鱼雷的研制费用在鱼雷整个寿命周期费用中所占比系不大，但研制阶段决定了鱼雷寿命周期费用的绝大部分，闪此对鱼雷研制费用的研究可供鱼雷武器管理和决策者作经费计划综合平衡时参考。文章基于Vague集，提出了Vague集模糊熵的构造方法，进而提出了运用Vague集模糊熵进行鱼雷研制阶段年度投资强度分配的新模型。实例表明，该方法具有实用价值。     

应用PIMS选油模型实施进口原油优化选购

应用AspenTech公司PIMS软件，模拟炼油企业生产经营过程，综合考虑原油成本、产品价格以及长岭分公司炼油厂加工流程特点和产品质量等要求，建立了适用于该厂的原油选购模型。利用该模型对该企业2002年第三季度进口原油品种进行优化选择，对综合效益好的原油实施采购。实际生产数据表明，该模型比较准确。     

Power sector development in India with CO2 emission targets: Effects of regional grid integration and the role of clean technologies

The power sector in India at present comprises of five separate regional electricity grids having practically no integrated operation in between them. This study analyses the utility planning, environmental and economical effects of integrated power sector development at the national level in which the regional electric grids are developed and operated as one integrated system. It also examines the effects of selected CO₂ emission reduction targets in the power sector and the role of renewable power generation technologies in India. The study shows that the integrated development and operation of the power system at the national level would reduce the total cost including fuel cost by 4912 million $, total capacity addition by 2784 MW, while the emission of CO₂, SO₂ and NO_x would be reduced by 231.6 (1.9%), 0.8 (0.9%), 0.4 (1.2%) million tons, respectively, during the planning horizon. Furthermore, the study shows that the expected unserved energy, one of the indices of generation system reliability, would decrease to 26 GWh under integrated national power system from 5158 GWh. As different levels of CO₂ emission reduction targets were imposed, there is a switching of generation from conventional coal plants to gas fired plants, clean coal technologies and nuclear based plants. As a result the capacity expansion cost has increased. It was found that wind power plant is most attractive and economical in the Indian perspective among the renewable options considered (Solar, wind and biomass). Life cycle cost analysis of alternative vehicles and fuels in Thailand

High crude oil prices and pollution problems have drawn attention to alternative vehicle technologies and fuels for the transportation sector. The question is: What are the benefits/costs of these technologies for society? To answer this question in a quantitative way, a web-based model (http://vehiclesandfuels.memebot.com) has been developed to calculate the societal life cycle costs, the consumer life cycle costs and the tax for different vehicle technologies. By comparing these costs it is possible to draw conclusions about the social benefit and the related tax structure. The model should help to guide decisions toward optimality, which refers to maximum social benefit. The model was applied to the case of Thailand. The life cycle cost of 13 different alternative vehicle technologies in Thailand have been calculated and the tax structure analyzed.
