Keeping it simple? A case study into the advantages and disadvantages of reducing complexity in mega project planning

There are many articles discussing time and cost overruns in mega projects. This research, however, looks at a case that was successful in managing these aspects: a metro extension in the Rotterdam Region in the Netherlands. The literature identifies several causes for overruns and the question thus becomes what prevented these causes from occurring? The answer in Rotterdam's case seems to be a strict focus on reducing complexity, or in other words to keep it simple. Therefore, the main focus in this article is on the reduction of complexity and its effects on the planning of mega infrastructure projects. Are there only advantages to this approach or do certain facets of this approach have negative consequences? Using a case study method with interviews, this article shows the conditions under which the reduction of complexity is beneficial or detrimental.     

Impact of organisational climate and demographics on project specific risks in context to Indian software industry

Software development in an organisation is often delimited with a number of risks at both macro and micro level. Numerous researchers have focused on abrogating these risks by advocating various mitigation strategies at organisational and technological levels. However, the understanding of how demographics and organisation climate factors can reduce the software risks is largely anecdotal. It is a well known fact, that organisation climate influences the individual's ability in perceiving the risks affecting the software projects. The present study conducted on 300 software practitioners, aims to identify organisational climate dimensions and risk dimensions in Indian software industry through factor analysis. It also establishes empirical relations between the two dimensions with the help of regression analysis. This research is useful for both academicians and practitioners who are struggling to ensure success of the project by developing novel approaches for mitigating risks in software projects.     

Transferring knowledge about knowledge management: Implementation of a complex organisational change programme

Companies around the globe are facing issues associated with an ageing workforce. One of the most significant of these issues is how the knowledge of a workforce that may be close to retirement can be effectively transferred to less experienced generations. Despite the importance of this issue, surprisingly few articles examine the implementation of knowledge management and ageing workforce organisational change programmes.     

多个可重构智能表面辅助的双向通信系统中断概率分析

可重构智能表面(RIS)可以智能地改变无线传播环境来显著提高通信性能,被视为6G的潜在关键技术之一。为了进一步提升RIS辅助通信系统的性能,该文提出一种双向RIS选择方案,通过引入全双工技术和自干扰消除技术,有效提高了系统传输效率。研究了所提方案在瑞利衰落信道下的中断性能,推导了所提系统的中断概率的闭合表达式,得到了系统中断概率与系统中RIS反射单元的数量、RIS个数等系统参数之间的函数关系。最后,蒙特卡罗仿真验证了推导的准确性和所提方案的性能优势。     

Managing emerging technology and organizational transformation: An acculturative analysis

From 1992 to 2005 Singapore National Library Board (NLB) successfully incorporated IT into its working procedures and customer service. The organization has adopted RFID and other technology applications; transformed its operating routines and provided access to millions of publications for its library users. A key issue in this transformation was how the organization managed its cultural change and took advantage of emerging technology. The success can be considered remarkable since, in the past, public libraries in Singapore have carried the stigma of traditional public sector organizations in tending to resist new technology. We examined the cultural changes resulting from introduction of IT in order to show how the Singapore National Library Board managed its employees’ adaptation to the new technology. A number of key factors emerged; these show how an organization can manage this type of cultural adaptation.

Improving project outcomes through operational reliability: A conceptual model

The work reported here is part of an on-going research effort concerned with developing a methodology to improve the outcomes of projects involving complex information systems. To facilitate the study, previous research concerned with high reliability organisations (HRO) is examined. An analysis of this literature is used to develop a conceptual model that explains how highly reliable operational capabilities are achieved and maintained. Cases of catastrophic failures are evaluated using this paradigm to illustrate its utility as an analytical research tool and its potential as a systemic framework for evaluating the operational capability of organisations prior to project initiation.
