Modeling emergency interregional electric power transfer

This paper describes a combined model of the U.S. power system that is the first to allow for emergency interregional transmission of electricity. The Interregional Transfer Model (INTRAN) is used with the Baughman-Joskow Regionalized Electricity Model (REM) to simulate the transshipment of emergency interregional electric power exchanges. REM-INTRAN is a tool to assist policy makers concerned with the reliability and adequacy of the U.S. bulk power system. It is the only model available that provides regional detail of the electricity sector and emergency interregional power transfer capabilities. REM-INTRAN considers generation plant mix and monthly load characteristics on a regional basis, and the limiting transfer capacities and costs of emergency interregional power transfers.     

Review of Canadian Children's Law: Cases, Notes and Materials.

Reviews the book, Canadian Children's Law: Cases, Notes and Materials by Nicholas Bala, Heino Lilies, and George Thomson (1982). This book contains a collection of articles, legal decisions, and comments on significant issues in relation to children. The authors divide the table of contents into two major groupings: Part I deals with child welfare and Part II deals with juvenile offenders. This book does not attempt to be exhaustive. For example, it does not cover legislation in other provinces, and the excerpts of articles are often too short to give an in-depth discussion of the issues. However, its greatest value is in raising questions that all mental health professionals should discuss within their own profession and with the legal profession and the judiciary so that a better working relationship can be achieved. National rehabilitation policy and rehabilitation psychology.

This article presents a summary of legislation that has influenced psychology’s role in the rehabilitation process since 1918, when the Soldier Rehabilitation Act was passed. The increasingly important role that psychologists have played in the rehabilitation process is detailed and implications for the role that psychologists must now play in the public policy arena are noted. The Involvement of the Psychologist's Family in the Establishment of a Public Image of the Profession.

Psychologists of late have been turning increasing attention to the problem of defining their profession (Amer. Psychologist, 1958, 13, 645-652; 1959, 14, 523-524) and outlining a public image (see record 2005-08103-001). The present writer applauds these efforts from the midst of the semantic battlefield upon which the psychologist's family finds itself when communicating with the public. A comparison of three animal welfare assessment programs on California dairies

Due to increased awareness of animal welfare issues by consumers, 3 voluntary programs were developed to assess animal welfare on commercial dairies in the United States. These programs include: 1) Humane Farm Animal Care (HFAC), with minimum standards and a third-party audit system; 2) Dairy Quality Assurance Center (DQAC); and 3) University of California-Davis (UCD) program with self-assessments. The objective of this article was to provide an overview of the similarities and differences in content and scope of these programs. Furthermore, to ascertain the practical application of these programs on commercial dairies, a study was designed to compare the rank order of compliance scores of each program on 10 commercial California dairies using a survey and personal interviews with dairy owners or managers. The survey combined 316 statements from the DQAC checklist, the UCD assessment, and the HFAC standards. The mean (+/-SD) percentage compliance for the DQAC, HFAC, and UCD programs was 83 +/- 8, 94 +/- 3, and 85 +/- 6%, respectively. A ranking order from 1 to 10 was assigned to each dairy using the compliance score for each assessment program. Comparisons of ranking order between programs were not significant, indicating that different indices were being measured by each program. All programs, however, identified the same 2 lowest-ranking dairies, which indicated that the programs were able to identify facilities with the weakest welfare practices. The survey results show that selection of the available assessment programs for animal welfare on the dairy is important in determining the outcomes.     

Toward More Public Relations.

The author informs that a note in the Comment section of the December 1953 issue of this journal described how the Eastern Psychological Association recorded much of the material that was presented at its 1953 meeting and broadcast part of it over an educational FM station. The author feels that any activity that brings to the public a true picture of what a psychologist is, and does, is a commendable activity, but all these activities should be properly evaluated. The Public Health Psychologist: An Ounce of Prevention Is Not Enough.

An increasing number of health service providers in psychology are working in non-mental-health areas in behavioral health and in community health programs. Much of the psychological work in prevention, wellness, and health promotion has ignored the contributions of public health. This article describes a joint MPH/PhD program recently established on two campuses of the University of Alabama system. The value of the dual perspectives is illustrated. An experimental study of the relation between nursing care and patient welfare.

4 experiments were conducted in an ongoing hospital setting to test the hypothesis that increasing the amount and quality of nursing care would produce improvements in patient welfare. Changes introduced on experimental wards consisted of increasing the size of the nursing staff, conducting inservice-education programs, and combining increased staffing and inservice education. With the exception of a reduction in patient complaints during 1 experiment, no improvement in patient welfare was produced. Results suggest that there is a limit to the contribution which nursing can make to patient welfare and that this limit is much closer to the existing level of care than was formerly thought.
