On May 29, 1970 a special convocation was held at the University of Manitoba to celebrate the formal opening of the new $6,600,000 Psychology-Zoology Building. At this convocation, which was held in conjunction with the 31st annual meeting of the Canadian Psychological Association, the honorary degree of doctor of laws was conferred upon two distinguished Canadian psychologists: Dr. Robert B. Interlocutory Injunctions in Construction Cases in Hong Kong: Revisiting American Cyanamid Principles

Interlocutory injunctions in construction litigation cases are not uncommon, in particular, in construction nuisance cases. Despite its importance, there are only a few written materials dealing with this topic. With the public increasingly aware of their legal rights, it is anticipated that the number of interlocutory injunction applications will remain high in the foreseeable future. It is now timely and a worthwhile exercise to revisit those principles governing the courts’ discretion in granting and rejecting interlocutory injunctions. This paper discusses those factors that are relevant in exercising that discretion and how they should be assessed. It also examines the principles established by Lord Diplock in the landmark case “American Cyanamid,” i.e., how this case influenced judgments in recent Hong Kong construction cases. The paper concludes by summarizing the overriding principles in interlocutory injunction applications.     

Decision Analysis Applied to Tunnel Exploration Planning. II: Consideration of Uncertainty

Tunnel exploration is a classic problem of decision making under uncertainty. This paper, Part II, dealing with the exploration problem, discusses the sources of uncertainty in tunnel exploration, and provides techniques to formally incorporate uncertainties into the exploration planning. Part I described the state of uncertainty in geology and exploration reliability using assigned probabilities. These probabilities are, however, uncertain. Construction costs are also uncertain. This paper presents tools with which the decision maker is able to assess the effects of these uncertainties on exploration decisions. Decisions are therefore made based on the value of collecting new, uncertain information through “virtual” exploration prior to actually exploring.

本文以渭河流域为研究对象,对流域水沙关系进行了分析研究。选择咸阳以下四个水文站研究流域水沙关系的变化,结果表明:年径流量和输沙量呈正相关关系,在径流序列发生第一次变异之前,水沙关系优于第一次突变之后,即在1970年后,受人类活动的影响,水沙关系朝着不协调的方向发展。     

Case Study: Retrofitting Large Bridge Piers on the Nakdong River, South Korea

The Gupo Bridge crosses the Nakdong River near the city of Busan, South Korea. During Typhoon Maemi in 2003, the old Gupo Bridge collapsed due to excessive pier scour. More recently, the highway construction on the left-bank floodplain required right-bank channel widening to restore the channel flood-carrying capacity. This 7?m deep floodplain excavation is expected to cause significant local scour around the 8–10?m wide and 3?m thick spread footings of Piers 11 and 12 of the Subway Bridge and Piers 15 and 16 of the Gupo Bridge. Three design options are examined for retrofitting floodplain bridge piers with massive spread footings. A solution with sheet piles and riprap was recommended in 2006 as the most appropriate design, but Plan III with a conical riprap structure around the footings was ultimately constructed in 2007 for economic reasons. Laboratory experiments also highlight the need to place gravel and synthetic filters under the designed riprap.
