Beginning in the late 1970s and continuing into the early years of the next decade, feminists provided compelling evidence that under the existing rape laws a woman's sexuality was treated as "property" belonging to a man. They emphasized that rape was an aggressive invasion of a person's physical integrity and in 1983 rape was redefined in the Criminal Code as a form of assault. The use of physical assault as a metaphor had the effect of shifting the emphasis of the essence of sexual aggression away from a woman's sexuality as property to the coercive nature of the act. A decade later, the evidence suggests this was an ill-conceived change. Redefining rape as a sexual assault, and measuring the severity of the crime by the level of physical violence, has established the legal and social expectations that the woman must be injured to be a "legitimate" victim. This paper advances the proposition that treating a woman's sexuality as property, as did the old rape law, was correct, and that a more appropriate metaphor is robbery. The metaphor of robbery treats a woman's sexuality as property, but achieves reform by shifting ownership from the domain of a male to the woman herself. Robbery implies the use or threat of force, but, unlike assault, does not require harm to the victim as evidence of the robbery. The theoretical proposition that conceptualizing the essence of sexual aggression as "assault" has failed and that "robbery" may be more appropriate was evaluated by examined every case of sexual assault (n=50), physical assault (n=158) and robbery (n=82) that appeared before the Halifax Law Courts between 1983 and 1988. This legal profile of sexual assault was compared to the alternative profile created by examining every case (n=593) of sexual assault reported to the local sexual assault service during the same time period. Clinical performance measures, including dialysis dose, hemoglobin, albumin, and vascular access, are the focus of monitoring and quality improvement activities. However, little is known about the implications of clinical performance measures for hospital utilization and health care costs. We obtained clinical performance measures and hospitalization records for a national random sample of 10,650 hemodialysis patients and analyzed the relationship between changes in clinical performance measures and hospital utilization after adjustment for patient demographic and medical characteristics. Higher hemoglobin, higher albumin, and fistula or graft use were independently associated with fewer hospitalizations, fewer hospital days, and decreased Medicare inpatient reimbursement. For example, a 0.5 g/dL higher hemoglobin, a 0.25 g/dL higher albumin, fistula use, and graft use were associated with hospitalization rate ratios of 0.90 (95% confidence interval 0.85, 0.96), 0.64 (0.53, 0.77), 0.60 (0.52, 0.69), and 0.79 (0.71, 0.89), respectively. Moreover, there was a 2-3-fold variation in hospital utilization across end-stage renal disease networks that was still evident after adjustment for patient characteristics and clinical performance measures. Clinical performance measures, especially albumin and vascular access, are strongly associated with hospital utilization and health care costs. These results highlight the importance of targeting nutrition and vascular access in quality improvement efforts. The marked variation in hospital utilization across networks deserves further examination.  相似文献

The stimulus article in this special feature, by Stiles and Shapiro, presents an argument that the ingredients of psychotherapy do not necessarily (probably should not) correlate with outcome. They report a study that they consider to provide reasonable empirical support for their assertion. The study resulted in near-zero, nonsignificant correlations between process and outcome measures that, they claim, support their prediction. This article was originally rejected on the grounds that arguments that required the acceptance of a null hypothesis were not adequate within the scope of "normal science." However, the arguments presented by these reputable researchers were attractive, and their ideas were gaining some popularity in other journals as well as at professional meetings. Thus, a decision was made to present it as a special feature, with comments from two equally acclaimed researchers. Presenting these articles to a broader audience encourages the debate to continue, with the expectation that such provocation will promote improved methods or theories or both. There is a global shift in education from solely content-driven teaching to teaching that takes learning outcomes into account. This movement underpins much of the educational reform in the area of engineering education. Programme learning outcomes for degrees in engineering education are more commonplace as more and more professional accrediting bodies require fulfillment or compliance with prescribed learning outcomes. However, the students may not be presented with these learning outcomes as they are often “hidden” in documentation submitted by institutions for accreditation purposes and hence may not be divulged to students. Undergraduate students (2006–2008) taking the BE degree programme in Process & Chemical Engineering at UCC were first surveyed to assess their level of knowledge of the learning outcomes concept and of the degree programme learning outcomes. The contents of two documents used in applications for accreditation by professional accreditation bodies as well as professional Institution guidelines were reviewed to formulate the degree programme learning outcomes which were presented to the students. These students were then surveyed after the presentation. The results of the questionnaire completed by students demonstrated a major improvement in their knowledge of both the concept of learning outcomes and also of the degree programme learning outcomes. Due to the COVID-19 epidemic crisis, students from higher education institutions around the world are forced to participate in comprehensive online curriculums. In such a scenario, it is worth investigating how students perceived their learning outcomes and satisfaction based on this method of teaching and learning online. This study aims to explore the role of six factors, namely, system quality, course design, learner-learner interaction, learner-instructor interaction, learner-content interaction, and self-discipline, on university students' perceived learning outcomes and their effect on student satisfaction with online curricula during the COVID-19 epidemic. A structural equation modelling technique was used to assess survey questionnaires obtained from 457 validated students at a Public University in China. The results demonstrated that these determinants had a positive effect on satisfaction and learning outcomes, whereas learner-instructor interaction had no significant effect. Furthermore, the strongest determinant that affected not only students' satisfaction but also their learning outcomes was the learner-content interaction.  相似文献

Studies on public cooperation usually focus on its impact on the service costs experienced by service providers. However, engagement in public cooperation in service provision often seeks other outcomes, like service coverage (measured by the population served) rather than simply minimizing service expenditure. Moreover, public cooperation by local governments, as either ‘providers’ or owners, generates transaction costs arising from negotiation, monitoring, agency costs and the enforcement of cooperative agreements. However, to date, little empirical effort has been directed at determining the impact of transaction costs on service provision owners and service outcomes. This paper addresses this gap in the empirical literature by examining the relationship between cooperative agreements between Brazilian municipalities for water and wastewater provision and service coverage in the light of transaction costs. We find that transaction costs are higher for cooperative providers due primarily to low service coverage levels, especially in sewage services that demand high investment in assets with high specificity. However, lower expenditures may occur after initial up-front investment.  相似文献

Problem, research strategy, and findings: I question whether the strength of affordable housing policies in local comprehensive plans is associated with better affordable housing outcomes, which I measure as a decrease in the share of low-income households who spend more than 30% of their income for housing, otherwise known as cost-burdened households. I first assess the strength of affordable housing policies in 58 local comprehensive plans, counting the number of—and degree of coercion in—those affordable housing policies. I then analyze the relationship between the strength of affordable housing policies and changes in the share of low-income households with cost burden. I find that the strength of affordable housing policies is higher in the Atlanta (GA) metropolitan area than in the Detroit (MI) metropolitan area. I also find that the strength of affordable housing policies is positively associated with a decrease in the share of low-income households paying more than 30% of their income for housing in the Atlanta metropolitan area. I do not find a comparable relationship between plan strength and housing outcomes in the Detroit metropolitan area. I also find that the state role matters: Georgia provides more support and guidance for local comprehensive planning, and for affordable housing policies in those plans, than does Michigan.

Takeaway for practice: Planners should continually promote local comprehensive plans that include more and stronger affordable housing policies and advocate for greater state support for comprehensive planning and affordable housing policies because these appear to lead to a greater likelihood of implementing stronger plans.  相似文献

ABSTRACT

Many governments have begun to demand that large public facility agencies adopt and implement building information modelling (BIM) in their business processes. Some have published BIM guides. Most of these are technical specifications that are useful at the project level, but they provide no support for the organization-level adoption effort. On the basis of a literature review, action research and case studies of five large UK government facility agencies, a BIM adoption impact map (BIM AIM) is proposed. It describes a set of possible relationships between the actions taken by public facility agencies, the intermediate outcomes of their actions and the eventual achievement of value for the occupants of the facilities they build. BIM AIM can be used by public facility agencies with a wide variety of construction project types to analyse and visualize the strengths, weaknesses and opportunities in their BIM adoption efforts, potentially enabling them to focus on social impacts and outcomes rather than on the technological or management actions that intermediate stakeholders promote.  相似文献

We analyzed seven years of pre‐program and post‐program survey data to evaluate the Clarkson University Research Experience for Undergraduates (REU) Site Program in Environmental Science and Engineering, and evaluated whether our program was successful at meeting the intended outcome of increasing participants' likelihood of attending graduate school and pursuing a career in science or engineering research or education. We also evaluated how participant satisfaction in the program changed with the addition of a weekly seminar on environmental sustainability that was intended to improve participants' understanding of the societal value of their research projects. Participant satisfaction in the Clarkson REU Program was high, and increased after the addition of the sustainability seminar. Participants' intention to attend graduate or professional school increased after participating in the program, but their intention to pursue a career in science or engineering research declined. Over 60 percent of participants eventually attended graduate or professional school.  相似文献
