A negotiation support system for resolving an international trans-boundary natural resource conflict
Post-Soviet legal governance regime of Caspian Sea – the largest inland body of water on earth – remains a source of conflict among the five coastal states of Azerbaijan, Iran, Kazakhstan, Russia, and Turkmenistan. Although different division methods have been suggested for sharing the sea and its valuable resources, the actual gain of the countries is unclear as the proposed methods focus either on the oil and gas or the areal share of the parties. The Caspian Sea Negotiation Support System (Caspian Sea NSS) is developed in this study to delineate optimal boundaries for sharing the sea through simultaneous consideration of the countries' areal and resource shares under different sharing methods. This NSS is a complex optimization model, with a solver engine that provides reliable results with a reasonable computational effort using a heuristic method. The model is run under different division scenarios to evaluate the sensitivity of each party's gain and locations of nautical boundaries to the division rules and the economic values of the resources. Results show a high sensitivity of the optimal nautical boundaries to the division rules and an indirect relationship between the allocated area and resource shares. The findings highlight the necessity for considering utility shares in negotiations as opposed to adopting areal division rules which ignore the utilities and might result in unfair resource allocation. The main policy implication of the study is that clarification of the countries' resource and areal gain under any suggested legal regime for governing the Caspian Sea is essential to the success of the negotiations. 相似文献

The objective of the study was to evaluate effects of complexity on cognitive workload in a simulated air traffic control conflict detection task by means of eye movements recording. We manipulated two complexity factors, convergence angle and aircrafts minimum distance at closest approach, in a multidimensional workload assessment method based on psychophysiological, performance, and subjective measures. Conflict trials resulted more complex and time-consuming than no conflicts, requiring more frequent fixations and saccades. Moreover, large saccades showed reduced burst power with higher task complexity. A motion-based and a ratio-based strategy were suggested for conflicts and no conflicts on the basis of ocular metrics analysis: aircrafts differential speed and distance to convergence point at trial start were considered determinant for strategy adoption.Relevance to industryEye metrics measurement for online workload assessment enhances better identification of workload-inducing scenarios and adopted strategy for traffic management. Traffic geometry is a factor that contributes to cognitive complexity in air traffic control. In conflict‐detection tasks, geometry can affect the attentional effort necessary to correctly perceive and interpret the situation; online measures of situational workload are therefore highly desirable. In this study, we explored whether saccadic movements vary with changes in geometry. We created simple scenarios with two aircraft and simulated a conflict detection task. Independent variables were the conflict angle and the distance to convergence point. We hypothesized lower saccadic peak velocity (and longer duration) for increasing complexity, that is, for increasing conflict angles and for different distances to convergence point. Response times varied accordingly with task complexity. Concerning saccades, there was a decrease of peak velocity (and a related increase of duration) for increased geometry complexity for large saccades (>15°). We address the problem of abnormal behaviour recognition of the inhabitant of a smart home in the presence of unreliable sensors. The corner stone of this work is a two-level architecture sensor fusion based on the Transferable Belief Model (TBM). The novelty of our work lies in the way we detect both unreliable sensors and abnormal behaviour within our architecture by using a temporal analysis of conflict resulting from the fusion of sensors. Detection of abnormal behaviour is based on a prediction/observation process and the influence of the faulty sources is discarded by discounting coefficients. Our architecture is tested in a real-life setting using three heterogeneous sensors enabling the detection of impossible transitions between three possible postures: Sitting, Standing and Lying. Ambient intelligent systems such as Home and Building Automation Systems (HBAS) are becoming evermore accepted and capable of actuating automatically on behalf of users to fulfil their requests or enable activities. However, when multiple users interact with such systems, the requirements of activities often interfere resulting in conflicting actuations which HBAS ought to automatically detect and resolve. Yet, despite recent advances in HBAS, no ambient intelligent solution has been reported that is adequately grounded on knowledge analysis.The contributions of this article are twofold. First, it reviews relevant literature on Ambient Intelligence, conflict detection, conflict resolution and knowledge representation in HBAS. Second, it proposes and validates an ontological framework for conflict detection and resolution backed by knowledge-based analysis. In this paper, we propose a novel methodology to define and estimate a surrogate measure. By imposing a hypothetical disturbance to the leading vehicle, the following vehicle’s action is represented as a probabilistic causal model. After that, a tree is built to describe the eight possible conflict types under the model. The surrogate measure, named Aggregated Crash Index (ACI), is thus proposed to measure the crash risk. This index reflects the accommodability of freeway traffic state to a traffic disturbance. We further apply this measure to evaluate the crash risks in a freeway section of Pacific Motorway, Australia. The results show that the proposed indicator outperforms the three traditional crash surrogate measures (i.e., Time to Collision, Proportion of Stopping Distance, and Crash Potential Index) in representing rear-end crash risks. The applications of this measure are also discussed. 相似文献
