Participatory modelling to improve partnership schemes for future Community-Based Forest Management in Sumbawa District, Indonesia

As part of its Community-Based Forest Management (CBFM) Programme, the local government of Sumbawa District in West Nusa Tenggara Province of Eastern Indonesia initiated a partnership programme between the Forestry District Agency and tree grower cooperatives in 2002. The partnership scheme aims to reduce illegal logging and forest encroachment on abandoned state plantations initially developed in 1986. However, the cooperatives have no secure full rights to harvest the mature teak trees (Tectona grandis) inside the plantations, as important incentives to maintain their commitment. This paper aims to explore the potential benefits of different scenarios, as the basis for convincing the Ministry of Forestry (MoF) to give full secure rights to the local communities. In this study, we used a participatory modelling approach, to identify problems and to define future scenarios of partnership arrangements with the local key stakeholders. This research used the concept of system dynamics modelling, which included the two concepts of systems thinking and resilience. As a management tool, the visualisation of the management alternatives and their associated impacts had stimulated the community's awareness of the importance of protecting the teak plantations from illegal logging and forest encroachment. The simulation results have also shown how granting local communities a full secure access to manage the state forest does not necessarily reduce the revenue for the government at all levels.

从合约精神及行政法学的角度对PPP合同的合同性和行政性进行了研究和探讨,并以台湾BOT项目、深圳梧桐山、香港东区海底隧道为例进行了剖析,探讨了PPP合同应该遵循的原则,对PPP模式在我国基础设施中的应用有重要的参考价值.     

建筑施工企业战略管理信息化研究

分析了我国当前施工企业的战略管理及其信息化需求 ,应用最新的智能信息处理技术 ,建立基于数据挖掘和数据仓库的战略决策支持系统 ,提出了将施工企业的战略管理信息化与企业综合信息管理相结合的整体架构 ,完成了施工企业战略管理信息系统的框架设计。     

“高煤价”下战略成本管理提升煤炭企业竞争力

近年来,随着原油价格的不断上涨,导致煤炭价格也随着不断上涨。因此,高煤价对煤炭企业既是机遇也是挑战,高煤价使得煤炭获得巨大利润的同时,也面临着煤炭资源开采规模的不断减小以及开采成本不断提高的压力。本文以陕西煤业集团韩城矿业公司为研究对象,通过对高煤价下煤炭采选项目的生产成本研究,指出高煤价下企业生产成本所面临的巨大压力。在此研究的基础上,提出实施战略成本管理是提高煤炭企业竞争力的有效途径,最后指出通过转变经营观念,建立健全成本控制机制以及依靠先进的科学技术等手段,来实施战略成本管理的建议和对策。     

中俄油气合作的战略差异及前景分析（增刊）

本文梳理了中俄油气合作的发展历程,分析了双方油气合作的性质,阐述了中俄双方在能源安全利益、战略规划、对能源价格的认识、双边与多边关系以及文化等方面的战略差异,提出双方在战略合作上要取得突破,需要博弈思维和智慧。最后,对中俄在原油贸易、合作领域等方面的前景进行了展望,并提出了合作建议。     

The learning organisation: toward a paradigm for mutually beneficial strategic construction alliances

Strategic alliances are becoming an important means of survival for managing construction organisations. Such alliances are a compromise between organisations doing business in isolation and in mutual partnership with another organisation(s). The key to competitive advantage and improving customer satisfaction lies in the ability of organisations to form learning alliances; these being strategic partnerships based on a business environment that encourages mutual (and reflective) learning between partners. Well-designed, successful alliances enhance co-operation and a high level of trust and commitment. A learning framework is presented to foster successful co-operative strategic alliances between construction organisations. A case study is highlighted based on Rameses Associates and Lloyds TSB Insurance of the UK, to illustrate the advantages of the thesis proffered.     

新时代我国矿产资源安全的总体态势

矿产资源是国家经济和社会发展的物质基础,矿产资源安全是新时代国家安全体系中重要的非传统安全领域,因此必须谨防战略性、颠覆性错误。本文从我国历史发展和现实国情出发,梳理了我国自然资源安全观的三个发展阶段及其时代特色,指出当前我国矿产资源安全形势趋于复杂严峻,国内重要矿产资源产业链、供应链仍面临核心技术受限和结构性短缺等问题,国际矿产资源权益受贸易保护主义影响和霸权主义遏制。根据世界各国矿产资源安全战略措施和实践经验,提出我国应以科技自立自强为支撑,实施产业链、供应链双链协同驱动的矿产资源安全战略,从加强国内地质找矿力度、构建矿产资源循环经济产业链、完善国家战略矿产资源储备体系、拓展国际矿产资源市场、重视矿产资源安全监测预警等五个方面防范抵御我国矿产资源安全风险。     

工程总承包供应链体系构建探讨

工程总承包供应链体系建立在总承包企业基础之上,要从总承包企业的内部系统和外部系统两方面进行构建,包括:工程总承包企业的经营思想,采用相适应的工程总承包企业的组织模式,建立与管理工程总承包供应链体系合作伙伴数据库,建立供应链管理实施效果的考核与评价标准,基于信息沟通与交流平台的项目管理信息的集成化,同步化,并需要解决目标相容、信任、沟通交流和合作成本等关键问题.     

河北省矿产资源可持续发展战略研究

在分析大量资料的基础上，定量的探讨了河北省矿业对社会经济发展的支撑度；对未来20a河北省的矿产资源需求状况进行了定量预测；对河北省主要矿产资源的最优耗竭量进行分析计算；应用生态占用空间的环境评价模型和模糊综合评判模型，定量分析了矿业活动对环境承载力的影响、现状与发展趋势；确定了河北省未来一定时期内矿产资源的总体战略和总体目标，并提出了具体的战略措施。对确保河北省经济快速增长、社会稳定，实现矿产资源配置、矿业开发与环境保护协调提供了科学依据。
