征信过程中个人信用信息隐私权的法律保护

征信机构在征集、利用个人信用信息的过程中,由于对个人信息的披露易给个人权益造成损害。如何避免个人隐私受到侵犯,是个人征信建设必须要考虑的问题。文中在分析信用立法较完善国家的经验的基础上,对我国征信过程中个人信用信息隐私权的立法提出建议。     

A new model and its numerical method to identify multi credit migration boundaries

In this paper, valuation a corporate bond with multi credit rating migration risks is considered under the structure framework by using a free boundary model. The establishment, analysis and calculation of the model are presented. Numerical scheme, stability of the numerical algorithm and convergence order are discussed. Calibration of the parameters and numerical examples are also suggested. Furthermore, the relationship between the value function, the free boundaries and different parameters is shown and analysed.     

National Standards System of Social Credit Established

正A batch of basic and general social credit standards which are in urgent need have been successively released and implemented,indicating the primary results achieved in the the construction of credit information standards system underlined in the Planning Outline for Social Credit Standards System Construction of the State Council(the Outline for short).So far,the standards system of social credit is built to consist of 18 national standards and 19 national standards proposals which can be classified into four types:basic credit standards,credit information standards,credit service standards and credit management standards.So the social credit standards system has been preliminarily structured,laying the foundation for completing the Outline’s requirements of"developing uniform standards for credit information collection and standards for classification management,and unifying the specifications for credit index contents and construction."     

Thermal performance and embodied energy analysis of a passive house – Case study of vault roof mud-house in India

This paper investigates thermal performance of an existing eco-friendly and low embodied energy vault roof passive house (or mud-house) located at Solar Energy Park of IIT Delhi, New Delhi (India). Based on embodied energy analysis, the energy payback time for the mud-house was determined as 18 years. The embodied energy per unit floor area of R.C.C. building (3702.3 MJ/m²) is quiet high as compared to the mud-house (2298.8 MJ/m²). The mud-house has three rooms with inverted U-shape roof and remaining three rooms with dome shape roof. A thermal model of the house consisting of six interconnected rooms was developed based on energy balance equations which were solved by using fourth order Runge Kutta numerical method. The predicted six room air temperatures were found in good agreement with the experimental observed data on hourly basis in each month for one year. The annual heating and cooling energy saving potential of the mud-house was determined as 1481 kW h/year and 1813 kW h/year respectively for New Delhi composite climate. The total mitigation of CO₂ emissions due to both heating and cooling energy saving potential was determined as 5.2 metric tons/year. The annual carbon credit potential of mud-house was determined as € 52/year. Similar results were obtained for the different climatic locations in India.     

风电容量可信度研究综述与展望

风电容量可信度定义为等可靠性前提下风电机组可以替代的常规机组的容量占风电装机容量的比例,是衡量风电对电力系统充裕度贡献的重要指标。随着我国风电的大规模并网,风电容量可信度将成为电力规划中电力平衡的重要指标。综述了风电容量可信度的定义与主要计算方法,总结了风电容量可信度的影响因素,分析了风电容量可信度的变化机理,展望了未来有待进一步研究的方向。     

基于用电信息采集系统的用户缴费预警方法与应用

供电企业及时获知客户的经营情况,快速评价客户的缴费信用,在实际工作中具有重要的意义。基于用户上月和以往缴费信用进行评估客户缴费信用评估,其时效性较低。利用用电信息采集系统中的用户实时用电信息对客户的生产经营情况进行评估,可对评估预警的用户及时采取措施,避免用户欠费。     

考虑外源融资的资金约束供应链物流策略

为研究物流自营和物流外包模式对于资金约束供应链运作的影响,探讨了物流均衡策略。在考虑外部银行信贷融资渠道的基础上,构建了生产商、第三方物流服务商和资金短缺零售商组成的供应链系统,研究了物流自营和物流外包情形下资金约束供应链中成员的最优订货定价决策,并从供应链中领导者角度探讨了物流均衡策略,最后通过数值算例进一步分析了生产成本等参数对供应链系统利润以及零售商融资金额的影响。研究结果表明:供应链中成员的订货定价决策以及期望利润受物流成本等参数影响。当生产成本和自营物流成本较低时,物流均衡策略为自营;当生产成本和自营物流成本较高时,物流均衡策略为外包。     

聚酯/聚醚型聚氨酯互换膜材的制备与应用

为了优化聚氨酯(PUR)包膜尿素控释性能,采用多亚甲基多苯基异氰酸酯分别与聚酯和聚醚多元醇按不同配比混合,依照不同次序先后喷涂在尿素颗粒表面制备聚酯型和聚醚型PUR互换层包膜尿素并利用分光光度法研究其控释性能。通过接触角、热重分析和扫描电子显微镜对膜材的润湿性、热稳定性和形貌进行了表征,并采用傅立叶变换红外光谱分析了尿素释放过程中膜层的结构变化。结果表明,聚酯型PUR的疏水性弱于聚醚型PUR,但热稳定性高于后者;两者的包覆次序影响PUR包膜尿素的控释效果,聚酯型PUR为外层、聚醚型PUR为内层时控释性能优良,当两者包覆比例(质量比)为1.5∶1.5时,释放期最长可达84 d。

本文论述了统一社会信用代码在国民经济建设中的重要地位、作用及应用,作为“国民经济的基础信息”的统一社会信用代码在国民经济建设中应如何和利用代码信息资源,建设代码信息网络,实现系统互联、信息共享以及代码网络系统的改造更新、推广应用等方面进行探讨和分析。     

统一社会信用代码在网络电子地图中的应用研究

统一社会信用代码数据库应该是一个动态的数据库,每天都有大量数据变化,随时新增、变更、注销数据信息,应用统一社会信用代码的网络电子地图可以保证数据的新鲜程度。利用统一社会信用代码应用于网络电子地图系统的这一模式,可以在不涉密的情况下实现统一社会信用代码数据的商业化运用。进一步提高统一社会信用代码的知名度,给我国登记制度改革提供有效助力。
