Individuals’ computer skills have long been noteworthy for both education and the labor market. Although the support provided through curricula in schools develops these skills to a certain extent, digital divide still exists for individuals with different socio-demographic characteristics. The concept of digital divide, used to define individuals who do not have equal access to digital technologies, has started to be seen as a determining factor for digital competencies with its expanding scope. The current study aims to take a perspective to investigate the effect of socio-demographic variables, which may cause digital divide, on students' ICT literacy. With this study, it is sought to explain the effect of current inequalities regarding digital access on students' ICT skills. To this end, the socio-demographic characteristics of the students in the sample of Korea and Chile from the participating countries of the International Computer and Information Literacy Study (ICILS) were examined in the context of ICT literacy. The characteristics of the models created were compared for both countries. While parents’ level of education variable stands out for the Chilean model, the internet connection variable is remarkable for the Korean model. It is anticipated that the findings of the research will contribute to understanding the dynamics of the digital divide and its possible consequences, and can be a source for preventive policy steps to be developed.  相似文献

Access to information and resources via the Internet is an increasingly vital dimension of contemporary life. However, there can be several impediments to optimal Internet utilization in the form of access, skills, and motivation. Even when access is available, several digital inequalities arise as citizens often lack the skills and motivations to pursue those vital uses through the Internet to the best of their advantage. Digital inequalities in the hills of the Appalachian area of Ohio are often manifested in terms of social, cultural and geographic divides. Not only do the hills block wireless signals and make cables expensive to install, but regional poverty also drives away telecom investment. We conducted a survey of Appalachian Ohio to explore digital inequity issues and the determinants of online participation for things that matter. Through a number of analyses, we explore how Internet access and digital skills impact online contribution to the community in terms of services and resources considered to be basic social needs: health, employment, education, and social media. These social needs, what we have called Vital Internet Use (VIU) can determine citizens’ political and civic participation, societal contribution, and overall benefit to their communities. Centered on the concepts of digital access, Internet skills, and benefit outcomes, we extend knowledge in this domain and propose a comprehensive framework of VIU.  相似文献

ABSTRACT

This study was motivated to investigate social inequality in developed nations, by studying the impact of ICTs upon the vulnerable unemployed and under-employed in Singapore. First, drawing upon Amartya Sen’s capability approach, we operationalize the dependent variable as self-perceived employability, conceptualized as both a measure of well-being and a livelihood capability. Secondly, we used Neil Selwyn’s digital divide hierarchical impact assessment framework, to define and measure the ICT assets of access, usage, and appropriation. Primary data was gathered from 302 under-employed and unemployed workers in Singapore, a developed Asian economy. Regression analyses revealed that higher-order hierarchies of ICT usage and appropriation were associated with the dependent variable of employability, while access was not. We discuss the implications for development discourse in regions with ubiquitous access, advocating for policymakers to focus on ICT training. Further, we offer nuanced findings on vulnerability in developed economies as an enhancement to mainstream ICT4D scholarship, focused exclusively on poverty in developing countries.  相似文献

Digital inequality is one of the most critical issues in the “information age”, few studies have examined the social inequality in information resources and digital use patterns. In the rural areas, such information communication technology (ICT) facilities could not guarantee that users can easily access information technology and overcome the so-called “digital divide.” This research aims to discover the psychological factors that influence information and communication technology (ICT) adoption behavior, as well as confirm whether “information literacy” and “digital skills” have moderator effects in the research model. Using a survey of 875 participants and a structural equation modeling approach, we find that task characteristics and social interaction improve media richness, media experience, and media technostress, which in turn enhance ICT adoption behavior. The proposed theoretical model shows that the impact of ICT adoption behavior is moderated by information literacy and digital skills. The findings of this research can offer guidelines for policy makers and educators who evaluate a community's ICT adoption behavior so as to provide proper access to ICT and promote its visibility by incorporating ICT in educational activities.  相似文献

In the past 30 years, China has undergone unprecedented urbanisation: the country's urban population surpassed that of rural areas for the first time in 2011. Despite its soaring popularity, the urban–rural divide in e-commerce use has been persistent and striking. How to promote e-commerce use among the new urbanites to ensure its sustainable development and reduce the digital divide in China's rapid urbanisation context? Drawing on the diffusion of innovations theory and the Theory of Planned Behaviour, using data from a survey of a representative sample of China's urban population (N?=?1288), this study investigates the various effects of normative social influence on online shopping application and intention among urban residents, rural-to-urban migrants, and in-situ urbanised rural residents. Normative social influence is found to be significantly associated with actual online shopping application, particularly among in-situ urbanised rural residents. The research suggests that the new urbanities in China can benefit from e-commerce use if strategies focusing on expanding and strengthening normative social influence are promoted. Policies that intend to address the urban–rural digital divide in information and communication technology adoption should also consider approaching the issue by utilising the normative social influence.  相似文献

Although the Internet is widely used by students in both formal and informal environments, little is known about how and where youth spend their time online. Using Internet search and Web analytics data, this study discovered a large‐scale phenomenon associated with the poor performance of elementary school students in the USA that has been overlooked by educational researchers. This study found that approximately 10 million Internet users in the USA, many of whom are presumably youth, spend about 89 million hours in a year on a popular math game site that targets children. The number of game site users is equivalent to half of the K‐5 Internet population in the USA. However, there is little evidence that the math games on the website meet the criteria for effective instruction as described in the literature. This study found a significant negative correlation between search volumes for the game site in the 50 states in the USA and 4th grade students' performance in mathematics and reading. Moreover, Internet users in the states with greater numbers of low‐income families and fewer college graduates were more likely to search for the game site. The implications of these findings are discussed.  相似文献

In this article, a compact double‐layer microstrip ultra‐wideband (UWB) filtering power divider with high selectivity and isolation is proposed. The filtering power divider consists of a multimode resonator at the top layer coupled with a pair of branch lines at the bottom through a slotline in the middle ground. The slotline provides strong coupling between the two layers and equally distributes the power to two branch lines. The resistor loaded about a quarter‐wavelength away from the slotline achieves high isolation within UWB range. The UWB filtering properties with controllable transmission poles and zeros as well as power splitting with enhanced isolation have been analyzed. The adjustable transmission zeros of the filter unit enables the bandwidth control of the filtering power divider. Finally, a UWB filtering power divider operating at 3.1 to 10.6 GHz has been designed, fabricated, and measured. It achieves a compact size of only 26 × 28 mm2, high isolation about 20 dB, and good out‐of‐band suppression of 40 dB.  相似文献

In February 2010, Google challenged US cities to compete for being the site of its first attempt at building ultra-high-speed fiber-to-the-premises (FTTP) network, promising speeds up to one hundred times faster than pre-existing broadband services. More than 1100 cities applied. Kansas City, however, was announced as the winner of the competition. This paper explores the rollout of Google Fiber in Kansas City from three different perspectives. First, we provide a close examination of urban governance and the Fiber project – highlighting numerous regulatory concessions and incentives provided to Fiber during the construction phase. Second, we explore the ways in which pre-existing digital divides and socio-economic inequalities impacted the Fiber plan for Kansas City. Finally, in an effort to better understand the geographic intricacies of Fiber service, this paper uses a novel data mining technique and exploratory spatial data analysis to highlight the provision footprints for two counties in the Kansas City metropolitan area. We conclude with a discussion of the salient policy implications of projects like Fiber for urban governance, highlighting both the promises and stark realities of such ventures.  相似文献

To fully leverage the availability of the internet services in Kenya, all the citizens need to be able to access and use the internet and related services. The availability of 4G networks, cyber cafés and fiber connectivity in most residential areas of Nairobi has allowed many Nairobi residents to be part of its information-based society. But, as with the other existing social inequalities in Nairobi, many people residing in the city’s low-income areas lack access to the internet. This has a negative impact on the residents’ prospects as the governments and businesses are increasingly delivering their services online. Using a pre-tested questionnaire, data were collected from five hundred and fifty respondents on their internet access and digital literacy skills among the residents of the Mathare Slum. From the survey, the study found existence of limited digital literacy skills and lack of internet access among the residents of the Mathare Slum. The study then used the Community Technology Centers (CTCs) intervention approach to narrowing the digital divide by setting up a CTC in the Mathare Slum to offer free community internet access and digital literacy skills training. Eight cohorts, each of eighteen residents, were offered free digital literacy training for five weeks and free unlimited internet access for four months. The study then evaluated the trainees’ internet usage continuance intentions after four months of continued use of the internet at the CTC. The results indicate that perceived enjoyment, perceived usefulness, internet self-efficacy, and confirmation of expectations all significantly influence the participants’ satisfaction with use of the internet. The results also show that continuance intentions of the participants from low income household to continue using internet beyond the CTC can be predicted by perceived service cost, satisfaction, internet self-efficacy and perceived usefulness. The study demonstrates the effectiveness of CTCs as an intervention approach and a replicable model that can be used to bridge the urban digital divide among low income urban communities for the development of an all-inclusive information-based society. Implications and recommendations for policy, practice and research are provided.  相似文献

Despite considerable interest in online content creation there has been comparatively little academic analysis of the distribution of such practices, both globally and among social groups within countries. Drawing on theoretical frameworks used in digital divide studies, I outline differences in motivation, access, skills, and usage that appear to underlie and perpetuate differences in online content creation practices between social groups. This paper brings together existing studies and new analyses of existing survey datasets. Together they suggest online content creators tend to be from relatively privileged groups and the content of online services based on their contributions may be biased towards what is most interesting or relevant to them. Some implications of these findings for policymakers and researchers are considered.  相似文献
