服务型政府视角下的政策制定过程研究

公共政策制定是政府行政的动态体现,它集中反映了政府的管理理念、价值取向和行政效率。我国在建设服务型政府中政策制定过程呈现崭新的特征,它表现在对问题构件的敏感、积极和主动,议程建立主要由政府外部力量推动,政策方案规划的群策群力和政策抉择的公共利益导向。     

电子政务中时态信息的研究

随着计算机技术和网络技术的发展，电子政务在我国开始全面实施。但是其中存在着诸如对信息时效性不能很好地处理等问题，这使其推广受到阻碍。通过分析目前电子政务中信息处理方法的不足，结合时态数据库的理论和方法，提出了一个解决电子政务中信息有效性的处理模型。

淮河流域水资源紧缺,污染严重,节约与保护已经成为流域水资源可持续开发利用的最有效途径.针对淮河流域节水现状及存在的问题,分析了淮河流域节水型社会建设的难点,提出政府推进是关键,完善机制和节水技术推广应用是重点的观点,应因地制宜地推进淮河流域节水型社会建设.     

政府投资项目代建制实施问题初探

针对代建制应用过程中遇到的一些问题,分析了问题存在的原因,提出了解决问题的对策,指出代建制作为一种新型的项目管理模式,有其先进性及合理性,应进一步加快推广。

针对政府机关的实际需求，结合电子政务和办公自动化的要求，综合考虑Intranet应用技术以及应用上的功能划分等，阐述了对政府机关网络系统进行整体设计和研究的基本过程。     

基于本体面向政府采购的知识管理研究

目前，各级政府为了有效地发挥政府采购的功能，纷纷建立起了面向政府采购的平台或网站，但是这些平台并不能科学地将海量的信息转化为知识，进而完善政府采购的功能。为了克服现有的缺陷，文章结合本体理论知识，提出了基于本体面向政府采购行为的知识管理模型，使政府采购能更好地满足公共需要。     

建设工程招投标中的寻租行为分析

介绍了租金和租金理论的创立，运用寻租理论分析了建设工程招标投标中政府官员的寻租行为，并探讨了这种活动带来的政府行为故意无效率的结果，以提高人们对工程招投标寻租行为的认识。     

Good psychologists must also be good citizens.

In the United States, the wealthiest nation in history, our nation, 43 million of our fellow citizens, including more than 6 million children, have no health insurance. Of those who do have insurance, the vast majority do not have mental health benefits. Among those who have insurance, increasing numbers are insured by for-profit HMO and managed care plans that limit provider selection, dictate patient care, and seem far more interested in the profits of shareholders and the compensation of CEOs than the well-being of patients. The average citizen, and, for that matter, the average professional acting individually, probably feels he or she has little direct ability to affect these and other issues facing our country. I want to dispel that notion and insist that individual psychologists, and psychology as a profession, are, in fact, influencing policy every day in Congress and in state legislatures. But there is much more to be done. The message of this article is that good psychologists, for their own benefit and for the benefit of their patients and their nation also must be good citizens. Ecologically sustainable local area planning: A framework to enhance integration of community workers and environmental planners

Recent case study research in local government authorities in northern Australia illustrated that ecological sustainability in land use planning is difficult to address while community work and environmental planning, as central ecological sustainability components, are marginalised in the planning process. Emanating from that study, the framework proposed in this paper advocates a planning approach that is inclusive, participatory and discursive and recognises the diverse knowledge and skills of all local government practitioners.

农产品现、期货竞价交易系统、信息发布和配送等采用电子化手段取代传统方式，通过网络及时将粮食信息反映给政府管理部门，在突发事件来临时起到预警作用。本文以南方粮食交易市场为背景，探讨了粮食竞价交易电子商务系统的业务流程，提出粮食竞价交易软件应具有的基本功能。
