Canada’s constitutional separation of (wind) power

This paper investigates the impact that a federal government structure has on strategic selection of renewable energy policy instruments. The context for this study centers on wind power development in Canada. Canada is a nation that is blessed by all the attributes necessary to catalyze global leadership in installed wind power capacity. Unfortunately, the constitutional separation of powers that underpins Canada’s federal system impedes the creation of a national wind power development strategy because Canada’s provinces have constitutional authority over electricity governance. The insights gleaned from the case study are used to develop a conceptual framework for understanding the impact that federal structure has on policy instrument selection and efficacy under areas of federal, regional and concurrent policy jurisdiction. Finally, this framework is re-applied to identify specific approaches the Canadian federal government could take to resolve what currently amounts to be a fragmented, ineffective approach to wind power development planning.

Ecologically sustainable local area planning: A framework to enhance integration of community workers and environmental planners

Recent case study research in local government authorities in northern Australia illustrated that ecological sustainability in land use planning is difficult to address while community work and environmental planning, as central ecological sustainability components, are marginalised in the planning process. Emanating from that study, the framework proposed in this paper advocates a planning approach that is inclusive, participatory and discursive and recognises the diverse knowledge and skills of all local government practitioners.

Blueprint for Energy Reserves

The government is drafting a strategic reserve blueprint to ensure energy security-the move coming close on the heels of the construction of four oil reserve bases, according to Ma Fucai, deputy director of the Office of the National Energy Leading Group. ＂The blueprint will focus on building strategic reserves for key resources ranging from natural gas and coal to uranium, but the top priority is to build strategic oil reserves, which are almost complete,＂ Ma told the news media in mid-March, adding that ＂the reserve system will then be expanded to other key energies.＂     

A Conceptual Note on Scale Economies, Size Economies and Scope Economies in Australian Local Government

The notion that 'bigger is better' has underpinned municipal structural reform policy in Australia and led to its heavy reliance on amalgamation. Several advantages are believed to flow from larger councils, including scale economies and scope economies. However, a surprising feature of the debate over amalgamation is not only the paucity of empirical evidence supporting the idea that 'bigger is cheaper', but also the marked degree of conceptual confusion between size economies, scale economies and scope economies. This article seeks to ameliorate this confusion by carefully distinguishing between these theoretically distinct concepts in the institutional context of Australian local government.
