政府管制:公共建筑强制保险的制度安排——“5·12”汶川特大地震引起的反思

由于公共建筑致害的特殊性,民法通则与国家赔偿法在很多时候并不能提供有效的救济,受害人的损失如果无人问津,将会产生极大的负面影响。因此,有必要在已有的法律救济类型上进行扩张,使公共建筑致人损害救济除了主要依据现有的民事救济外,还可以通过责任保险制度以及公共建筑质量工程保险的建立,来完善公共建筑致人损害的救济体系。其中,政府管制的介入和推动将是非常关键的一个环节。     

Navigating politics, policy, and procedure: A firsthand perspective of advocacy on behalf of the profession.

Psychology's expertise as a behavioral science is essential to effectively address society's most pressing concerns. Advocacy for clients and the public good--and in turn, for the profession of psychology--occurs on multiple levels through active participation in local and federal legislatures, agencies, foundations, and nonprofit organizations that influence implementation of regulations and policies. The authors offer a number of observations and recommendations from their cumulative past experience to argue that presence, persistence, and long-term vision are absolutely essential for the ultimate success and advancement of professional psychology. 浅析行政三分制

深圳市政府的行政改革试验“行政三分制“即将实行这一新的组织模式是在我国传统的部门行政体制的背景下出台的,它对于改革部门行政的专权、利益部门化的严重问题将会产生重要的影响。但是从这一理论假设合理性基础角度对这一制度未来命运进行思考,就可以发现这一模式仍然是理性行政的调试,然而这一模式的试行仍需克服重重阻力。     

Using strategic management practices to promote participatory democracy in Australian local government

Strategic management was introduced as a critical component of Australian local government reform during the 1990s. In addition to encouraging efficiency and effectiveness of operation, it was also intended to promote participatory democracy within local authorities. The paper explores the extent to which this objective has been achieved through an analysis of twenty-five New South Wales municipalities. Discussion concludes that while strategic management has enhanced community involvement in local governance, it cannot be a substitute for traditional democratic processes.

分析了西安市下岗职工再就业中存在的问题,提出了解决再就业问题的对策,包括下岗职工应转变就业观念,管理层应发展技术培训,发展民营经济等,其中特别强调了政府在考虑经济增长的同时能够提供更多的就业机会,是解决这一问题的关键。     

Perceived risks, counter-beliefs, and intentions to use anti-/counter-terrorism websites: An exploratory study of government–citizens online interactions in a turbulent environment

This study examines the relationships between various risks, beliefs, and behavioral intentions that are related to citizens' use of anti-/counter-terrorism e-Government websites. The data was collected through two surveys within a one-year interval — before and after the Iraqi regime was expelled by the US coalition army. The results suggest that perceived privacy risk from an anti/counter-terrorism authority is the major obstacle in citizen-to-government anti/counter-terrorism information flow, while citizens' belief in the authority's domain competence greatly influences citizens' dependence on anti/counter-terrorism website information. Other findings and implications are discussed, and directions for future research are suggested.

目前，乡镇债务已成为一个重大的政治经济问题，它影响着农村的稳定和进一步发展，影响到中华民族伟大复兴战略的顺利进行，已经到了非解决不可的地步。它的产生有着深刻的政策原因：财税体制改革中的财权与事权的错位、农村改革后期出现的经济相对萎缩、农村工业政策的变迁及后期乡镇企业的衰退等。这些政策造成的乡镇债务，是长期政策变化的结果，它是我国不同时期经济、政治变化的产物。因此，从乡镇债务的形成机理上分析，要想彻底解决乡镇债务问题，应着力于政策适时调整，使政策与我国的经济、政治相适应，方法上应注重循序渐进，微调各种既得利益。
