1978年前我国高校工农阶层子女入学优惠政策研究

从高校招生的演变历史看，中国在1978年以前对工农阶层子女实行高校入学优惠政策主要源于国家对这一阶层的特殊偏好而实行平均主义分配政策所致。国家通过报考资格政策、优先录取政策和免试推荐入学政策人为地大幅度提高了工农阶层子女在高校大学生中所占的比例。从公平视角看，这项政策不仅违背了公平原则，而且降低了人才选拔的质量。     

国内3G网络共享问题之研究

随着国内3G时代的来临，3G网络共享问题越来越受到人们的关注。本文结合国内移动通信的现状，着重分析了3G网络共享的模式及经济效益，论述了3G网络共享的相应策略。     

裂缝性油气藏采收率：100个裂缝性油气田实例的经验总结

通过对世界上100个裂缝性油气藏的综合评价，研究储集层及流体本身的性质(包括孔隙度、渗透率、黏度、可动油比例、含水饱和度、润湿性及裂缝分布特征等)和驱动机制及油藏管理战略(优化日产量和采用不同类型的提高采收率技术)对其最终采收率的影响。将裂缝性油气藏分为4类：I类的基质几乎没有孔隙度和渗透率，裂缝是储存空间和流体流动的通道；Ⅱ类的基质有较低的孔隙度和渗透率，基质提供储存空间，裂缝提供流动通道；Ⅲ类(微孔隙)的基质具有高孔隙度和低渗透率，基质提供储存空间，裂缝提供流动通道；Ⅳ类(大孔隙)的基质具有高的孔隙度和渗透率，基质提供储存空间和流动通道，裂缝仅增加渗透率。对26个Ⅱ类油气藏和20个Ⅲ类油气藏的开采历史的研究表明：Ⅱ类油气藏的采收率受水驱强度和最优日产量控制，日产量过高会很容易破坏Ⅱ类油气藏，一些Ⅱ类油气藏如果管理得当，采收率可以很高，不需要二次或三次采油；Ⅲ类油气藏的采收率主要受岩石和流体本身性质的影响，特别是基质渗透率、流体重度、润湿性以及裂缝强度等，不进行二次或三次采油不可能完全开采，往往需要采用一些提高采收率的专门技术。以往将Ⅱ类和Ⅲ类裂缝性油气藏归为一类，认识它们的区别将有助于选择更好的开发策略。

会计政策选择类型在理论上大体可分为机会主义型和效率(或有效契约)型。会计政策选择具有效率性,但也为经理人员的机会主义行为打开了大门。在我国,由于企业缺乏一系列有效的激励约束机制,会计政策选择的机会主义仍然严重。为此,必须建立适合我国企业有效的激励约束机制。

Indoor Air Quality: Exploring Policy Options to Reduce Human Exposures

Deciding between the different policy approaches available for reducing human exposures to indoor pollutants is an exceptionally complex task. These options can range from waiting until more definitive information is available to enacting regulatory standards, with many variations in between. This paper presents some of the factors policy-makers must consider in establishing indoor air quality policies, and the role researchers should play in ensuring that indoor air policies are based on the best available scientific information.     

A Primal-dual Steepest-edge Method for Even-flow Harvest Scheduling Problems

The even-flow harvest scheduling problem arises when the forestry agency has evolved into a rigid non-declining even-flow policy. In this paper, we investigate model formulation and solution strategies for the even-flow harvest scheduling problem. A multiple-objective linear programming problem is formulated for even-flow harvest scheduling problems with multiple-site classes and multiple periods. The aim of this problem is to simultaneously maximize a desired harvest-volume per hectare for each period of planning horizon and the total economic return. A block diagonal constraint structure, with many sets of network sub-problems and a set of coupling constraints, is identified in this linear programming problem. A longest path method for each of network sub-problems and a primal-dual steepest-edge algorithm for the entire problem are developed. The developed algorithm has been coded in Borland C++ and implemented on a personal computer. An illustrative example is used to display the detailed procedure for the developed algorithm and a real-world case study is used to show the trade-off between desired even-flow harvest volume policy and total economic return. Results show the potential benefits of this approach.

本文对自８０年代初以来英国电信业改革和开放的主要历史阶段作一简要回顾，分析了英国电信业的两大电信公司，即英国电信（ＢＴ）与大东电信（Ｃ＆Ｗ）的发展历史以及不断演变的国际化战略。ＢＴ和Ｃ＆Ｗ的发展经验，对于力求在即将开放的全球化电信市场中占有一席之地的中国电信企业有一定的借鉴意义。     

A practical minimum distance method for syntax error handling

We present a method for recovering from syntax errors encountered during parsing. The method provides a form of minimum distance repair, has linear time complexity, and is completely automatic. A formal method is presented for evaluating the performance of error recovery methods, based on global minimum-distance error correction. The minimum-distance error recovery method achieves a theoretically best performance on 80% of Pascal programs in the weighted Ripley-Druseikis collection. Comparisons of performance with other error recovery methods are given.     

The Year 2015 Fusion Power Conversations

Assuming significant technical success in the ITER project by the year 2015, it is likely that governments will want to develop a more comprehensive plan for DT tokamak fusion power commercialization. To provide a glimpse into many of the related issues, we construct conversations between the director of the U.S. fusion program and three specialists key to commercial fusion success: an environment and safety regulator, an environmentalist, and an electric generation investor. The insights from these imagined conversations will hopefully be of value as tokamak fusion power proponents plan beyond ITER.
