Indoor Air Quality: Exploring Policy Options to Reduce Human Exposures

Deciding between the different policy approaches available for reducing human exposures to indoor pollutants is an exceptionally complex task. These options can range from waiting until more definitive information is available to enacting regulatory standards, with many variations in between. This paper presents some of the factors policy-makers must consider in establishing indoor air quality policies, and the role researchers should play in ensuring that indoor air policies are based on the best available scientific information.     

Communications on energy: Fighting London's cold war

This communication illustrates the work of the London Energy and Employment Network. LEEN has the twin aims of promoting a rational energy policy for London and, in the process, generating much needed employment. In cooperation with Hackney, one of Britain's poorest boroughs, LEEN organized Hackney's Cold War — a series of initiatives showing the practical measures, informational back-up and funding sources necessary for a local energy policy. LEEN intends to repeat this project in other London Boroughs, with the eventual aim of helping to persuade central government to adopt a more comprehensive approach to energy conservation nationally.     

Energy conservation in the industrial sector of developing countries

This paper begins by examining the most energy-intensive industries and methods by which fuel efficiency can be improved. Next the author analyses the economics of energy conservation using specific case studies drawn from India. It is shown that investing in energy efficiency is more economical Btu per Btu than investing in the enhancement of domestic energy resources. The author also assesses changes in the economics of conservation for private firms when there are government incentives. Finally government policies that can overcome economic and non-economic disincentives for investing in energy conservation are examined.

计算机网络的发展日新月异。下一代计算机网络（NGN）的探讨、研究已经成为当前的潮流。下一代网络是目前电信、互联网运营商和设备厂商都在讨论的热点技术，国内外许多网络运营商都在探讨，并正在或考虑建设试验网进行更深入的研究。本文介绍了NGN的定义、主要特点、分层结构和关键技术。     

高素质人才加入公务员队伍的制约因素和对策研究

治国重在治吏,善治来于"善吏",政府的社会作用是通过全体公务员的有效工作体现出来。随着我国公务员制度的逐步完善,公务员的素质已有所提高,但高素质人才占公务员总体的比例仍然不高,这与我国的人才外流、公务员制度运行及人才服务体系不健全等现象也有一定关系。本文通过对我国公务员队伍现状的分析,指出了阻碍高素质人才加入公务员队伍的原因,并相应地提出了吸引和激励更多高素质的人才加入到公务员队伍对策。     

Estimation of access failure probability in D2D underlaid cellular networks

Device-to-Device (D2D) communication can reduce the mobile devices' energy consumption and increase the spectral efficiency in D2D underlaid cellular networks. However, D2D users will interfere with co-channel cellular users, which can lead to cellular communication access failures. There are two reasons for cellular communication access failures: (1)D2D interference and (2)insufficient spectrum resources. To address the absence of research on the performance of cellular services' access in D2D underlaid cellular networks, this paper defines the new services' access failure probability and handoff services' access failure probability to evaluate the effect of both D2D interference and limited resources on cellular communication access. Based on the stochastic geometry and stochastic process, a random network model is presented to estimate the access failure probabilities, which can provide guidelines for network design to ensure cellular services' access. The accuracy of the estimated access failure probability is validated through extensive simulations.     

信息安全策略实施困难的原因与对策分析
