Analysing the Diversity of Water Pricing Structures: The Case of France   总被引:1,自引:1,他引:0  
This paper presents the results of a 2003 national survey of urban water pricing structure implemented by 429 district level water utilities. After providing some background elements on the diversity of existing water pricing structures, the paper shows how each structure can be used to achieve different management objectives (water allocation efficiency, costs recovery, and equity). It then describes the structures adopted by French water utilities, showing that flat rate are rarely adopted; declining blocks frequently used; and increasing blocks pricing which should be used to promote water use efficiency remain extremely rare. A statistical clustering is then conducted and a typology of situations elaborated. The paper concludes with highlighting that current pricing structures are influenced by past practices and that the dominant objective of water utilities is to cover costs.  相似文献

Zn and Zn–Ni alloy coatings were electrodeposited on mild steel from sulfate-based bath containing Sn as additive. The effect of Ni content on the microstructure, morphology, microhardness and the tribological behavior of these coatings were studied and discussed. Adding Sn in the sulfate bath had a significant effect on the surface morphology, particularly on the Zn–8 wt% Ni coatings. By increasing the Ni concentration from 8 to 14 wt%, the X-ray patterns showed that the phase structure of Zn–Ni alloy coatings was changed from η-phase Ni3Zn22 to γ-phase Ni5Zn21. The plastic deformation and delamination were found to be wear mechanisms for the investigated coatings. While the Zn–14 wt% Ni alloys had the best wear resistance, Zn films had the most severe wear volume loss and the highest friction coefficient.  相似文献

This paper describes industrial aspects of combined inventory management and routing in maritime and road-based transportation, and gives a classification and comprehensive literature review of the current state of the research.The literature is contrasted with aspects of industrial applications from a constructive, but critical, viewpoint. Based on the status and trends within the field, future research is suggested with regard to both further development of the research area and industrial needs. By highlighting the industrial aspects, practitioners will hopefully see the benefit of using advanced decision support systems in complex situations related to combined inventory management and routing in their business. In addition, a classification and presentation of the research should help and motivate researchers to further focus on inventory management and routing challenges.  相似文献

This paper addresses the robust vehicle routing problem with time windows. We are motivated by a problem that arises in maritime transportation where delays are frequent and should be taken into account. Our model only allows routes that are feasible for all values of the travel times in a predetermined uncertainty polytope, which yields a robust optimization problem. We propose two new formulations for the robust problem, each based on a different robust approach. The first formulation extends the well-known resource inequalities formulation by employing adjustable robust optimization. We propose two techniques, which, using the structure of the problem, allow to reduce significantly the number of extreme points of the uncertainty polytope. The second formulation generalizes a path inequalities formulation to the uncertain context. The uncertainty appears implicitly in this formulation, so that we develop a new cutting plane technique for robust combinatorial optimization problems with complicated constraints. In particular, efficient separation procedures are discussed. We compare the two formulations on a test bed composed of maritime transportation instances. These results show that the solution times are similar for both formulations while being significantly faster than the solutions times of a layered formulation recently proposed for the problem.  相似文献

The purpose of this paper is to describe industrial aspects of combined fleet composition and routing in maritime and road-based transportation, and to present the current status of research in the form of a comprehensive literature review. First, presents a classification of problems, and then focuses on a basic definition of combined fleet composition and routing: the fleet size and mix vehicle routing problem. A basic mathematical formulation from the literature is presented. Further, the literature of extended and related problems is described and categorized. Surveys of application oriented research in road-based and maritime transportation conclude the review. Finally, we contrast the literature with aspects of industrial applications from a critical, but constructive stance. Major issues for future work are suggested.  相似文献

A mutant of D ‐fructose‐6‐phosphate aldolase (FSA) of Escherichia coli, FSA A129S, with improved catalytic efficiency towards dihydroxyacetone (DHA), the donor substrate in aldol addition reactions, was explored for synthetic applications. The kcat/KM value for DHA was 17‐fold higher with FSA A129S than that with FSA wild type (FSA wt). On the other hand, for hydroxyacetone as donor substrate FSA A129S was found to be 3.5‐fold less efficient than FSA wt. Furthermore, FSA A129S also accepted glycolaldehyde (GA) as donor substrate with 3.3‐fold lower affinity than FSA wt. This differential selectivity of both FSA wt and FSA A129S for GA makes them complementary biocatalysts allowing a control over donor and acceptor roles, which is particularly useful in carboligation multi‐step cascade synthesis of polyhydroxylated complex compounds. Production of the mutant protein was also improved for its convenient use in synthesis. Several carbohydrates and nitrocyclitols were efficiently prepared, demonstrating the versatile potential of FSA A129S as biocatalyst in organic synthesis.  相似文献

Amyloid fibrils are pathological hallmarks of various human diseases, including Parkinson's, Alzheimer's, amyotrophic lateral sclerosis (ALS or motor neurone disease), and prion diseases. Treatment of the amyloid diseases are hindered, among other factors, by timely detection and therefore, early detection of the amyloid fibrils would be beneficial for treatment against these disorders. Here, a small molecular fluorescent probe is reported that selectively recognize the fibrillar form of amyloid beta(1–42), α-synuclein, and HET-s(218–289) protein over their monomeric conformation. The rational design of the reporters relies on the well-known cross-β-sheet repetition motif, the key structural feature of amyloids.  相似文献

A new early warning system for monitoring the quality of water was developed using the information conveyed by the continuous electric organ discharges of the tropical fish Apteronotus albifrons (Gymnotiformes, family Apteronotidae). The principle is based on the time characterisation of the electric signal emitted by the fish and uses the fact that the frequency and the form of the signal vary as a function of the physico-chemical quality of the ambient water. Eight test fish were individually confined in a heat-proof test chamber in which a continuous water current, thermo-regulated at 27°C, was maintained. The electric signal sampled over 1 s periods were amplified. The computer processed the signals and their frequencies and determined the coordinates of the points where the temperatures were recorded. The results of the A. albifrons electrical activity were then visualised on a visual display unit. Subsequent mathematical processing helped to detect unusual electrical behaviour (crossing of lower and upper bounds). To illustrate the principle of this new early warning system, the electric response of the A. albifrons exposed to cyanide was tested and compared with the detection thresholds of other biological early warning systems. A. albifrons is able to detect a cyanide concentration of 34.6 μg l−1 in less than half an hour. The recorded results suggest that this new biomonitor corresponds very well with the requirements of warning stations for surface waters subject to cyanide pollution.  相似文献

Little is known concerning the effects of essential oils (EOs) against lactic acid bacteria (LAB), either of the human gastrointestinal microflora or those involved in industrial processes. GC and GC/MS analysis of Melaleuca armillaris EO resulted in the identification of 68 compounds comprising 99.6% of the oil. Eucalyptol (1,8-cineole) was the major compound (68.9%) and the composition was largely dominated by the oxygenated monoterpenes fraction (77.3%). The anti-LAB activities of the EO were first checked by the disc diffusion assay. In a second phase, time-survival kinetics of each strain incubated with increasing concentrations of the EO (0.25, 2.5, 5 and 25 μg/ml) were established using an automated microtiter assay (Bioscreen C). Bacteriostatic or bactericidal effects were noticed depending on the studied strain and on the applied concentration of the EO. The mathematical modelling of the kinetics showed that in presence of increasing concentrations of M. armillaris EO, the lag phases of growth were extended (0.69%–97.5%) and both the growth rate and final cell density were reduced. Internal noise, which means fluctuation of input factors around their set values, is common in many experiments in the physical and engineering sciences. Existing methods for response surface optimization in the presence of internal noise typically adopt a two-step approach: (a) fitting a response model as a function of the set value and (b) using Monte Carlo methods to account for internal noise while optimizing the response. In this article, motivated by a problem in optimizing alignment of carbon nanotubes (CNT), we propose a Bayesian approach for response surface optimization in the presence of internal noise. A unit-free and interpretable measure to quantify the strength of internal noise is proposed. Suitable objective functions or performance measures consistent with the overall goal of optimizing the response function are identified, methods for estimating them from available experimental data are suggested, and simulations are conducted to compare them with respect to their ability to account for internal noise in the optimization problem. The loss accrued by ignoring the internal noise in the optimization problem is quantified and studied via simulation. The proposed method is demonstrated through its application in the CNT alignment problem.  相似文献
