Bestehen ausreichende Anhaltspunkte für die Hochwassergef?hrdung, ist die Gemeinde verpflichtet, sich durch Nachforschungen Gewissheit über das Vorliegen oder Nichtvorliegen eines Hochwasserabflussgebietes gem § 38 Abs 3 WRG zu verschaffen. Liegt ein solches vor, hat sie gem § 12 Abs 1 Z 2 krnt GplG dieses im Fl?chenwidmungsplan ersichtlich zu machen. Erteilt die Gemeinde eine Baubewilligung ohne diese von der Erteilung einer wasserrechtlichen Bewilligung abh?ngig zu machen, haftet sie für die Kosten der Bauführung, die bei gesetzes-konformer Vorgangsweise unterlassen worden w?re.     

Mathematical modeling of falling liquid film evaporation process

A mathematical model of evaporation process from a laminar falling liquid film on a vertical plate of constant temperature is presented. The model is developed with and without interfacial shear stress due to the vapor flow at the liquid film surface. The vapor pressure drop, vapor exit velocity and cooling rate are calculated for different liquid mass flow values. It is shown that lower liquid mass flow produces higher cooling rate. The results also show that the interfacial shear stress has a considerable negative effect on the cooling rate. It is proved that there exists an optimum distance between the plates, which gives the maximum volumetric cooling rate.     

Heat and Mass Transfer Analogy Studies of Binary Liquid Mixture in Comparison with Eteanol-n-Heptane Evaporating to Air

An expenmental and theoretical study of heat and mass transfer analogy and a comparison of that to a binary liquid mixture evaporation is presented. Common organic solvents, ethanol and n-heptane, were used to form an alcohol - hydrocarbon mixture. Studies were carried out in a horizontal rectangular channel having air flow velocities of 0.2 - 0.9 m/s. Heat transfer coefficients were measured with a copper plate resistor and mass transfer coefficients with a square pool. The heat and mass transfer analogy is presented for a system having two evaporating compounds with a fixed value of air flow and verified by measuring and comparing mass transfer coefficients for distilled water with air flow velocities of 0.2 - 0.9 mls. An illustrative example of the use of the theory for industrial ventilation is presented.     

Robust channel prediction technique for decision directed RAKEreceivers

The authors describe a robust channel prediction technique for a direct sequence spread spectrum (DS-SS) system in a fast fading environment. Coherent diversity reception is employed for improved performance. To estimate the channel response, an FIR type linear prediction filter is employed for each RAKE tap. The stability of the decision directed receiver is achieved through differential encoding of the data bits. It is demonstrated through simulations that the performance of the proposed decision directed receiver is better than a receiver which relies on a pilot signal     

Instrumentation and techniques in equine fracture fixation

In recent years fracture fixation in the horse has changed significantly. New devices, mainly adapted from the human field, have been successfully introduced into large animal surgery. Examples of such implants include the DCS/DHS implant system, the self-tapping screw, the cannulated screw, and the pinless external fixator. However, new devices have also been developed exclusively for equine fracture management, including the interlocking intramedullary nail and the external skeletal fixation device. With these devices the surgeon has more options for repairing fractures in horses. Nevertheless, many problems are still unsolved. Indications exist that during the next few years new, exciting fracture fixation systems will be developed, providing further advancements in the quest for the ideal implant for horses. However, the development stages of these devices are such that mentioning the possibilities here is premature.     

Numerical investigation of 3-D constraint effects on brittle fracture in SE(B) and C(T) specimens

Specimen size and geometry effects on cleavage fracture of ferritic steels tested in the ductile-to-brittle transition region remain an important technological impediment in industrial applications of fracture mechanics and in the on-going development of consensus fracture testing standards. This investigation employs 3-D nonllinear finite element analyses to conduct an extensive parametric evaluation of crack front stress triaxiality for deep notch SE(B) and C(T) specimens and shallow notch SE(B) specimens, with and without side grooves. Crack front conditions are characterized in terms of J-Q trajectories and the constraint model for cleavage fracture toughness proposed previously by Dodds and Anderson. An extension of the toughness scaling model suggested here combines a revised in-plane constraint correction with an explicit thickness correction derived from extreme value statistics. The 3-D analyses provide effective thicknesses for use in the statistical correction which reflect the interaction of material flow properties and specimen aspect ratios, a/W and W/B, on the varying levels of stress triaxiality over the crack front. The 3-D computational results imply that a significantly less strict size/deformation limit, relative to the limit indicated by previous plane-strain computations, is needed to maintain small-scale yielding conditions at fracture by a stress-controlled, cleavage mechanism in deep notch SE(B) and C(T) speciments. Moreover, the analyses indicate that side grooves (20 percent) should have essentially no net effect on measured toughness values of such specimens. Additional new results made available from the 3-D analyses also include revised -plastic factors for use in experimental studies to convert measured work quantities to thickness average and maximum (local) J-values over the crack front. To estimate CTOD values, new m-factors are included for use in the expression 131-1.     

Molecular Mechanisms of Fetal Tendon Regeneration Versus Adult Fibrous Repair

Tendinopathies are painful, disabling conditions that afflict 25% of the adult human population. Filling an unmet need for realistic large-animal models, we here present an ovine model of tendon injury for the comparative study of adult scarring repair and fetal regeneration. Complete regeneration of the fetal tendon within 28 days is demonstrated, while adult tendon defects remained macroscopically and histologically evident five months post-injury. In addition to a comprehensive histological assessment, proteome analyses of secretomes were performed. Confirming histological data, a specific and pronounced inflammation accompanied by activation of neutrophils in adult tendon defects was observed, corroborated by the significant up-regulation of pro-inflammatory factors, neutrophil attracting chemokines, the release of potentially tissue-damaging antimicrobial and extracellular matrix-degrading enzymes, and a response to oxidative stress. In contrast, secreted proteins of injured fetal tendons included proteins initiating the resolution of inflammation or promoting functional extracellular matrix production. These results demonstrate the power and relevance of our novel ovine fetal tendon regeneration model, which thus promises to accelerate research in the field. First insights from the model already support our molecular understanding of successful fetal tendon healing processes and may guide improved therapeutic strategies.     

Towards computer game studies

It is relatively stress-free to write about computer games as nothing too much has been said yet, and almost anything goes. The situation is pretty much the same when it comes to writing about games and gaming in general. The sad fact with alarming cumulative consequences is that they are under-theorized; there are Huizinga, Caillois and Ehrmann of course, and libraries full of board game studies,in addition to game theory and bits and pieces of philosophy – most notably those of Wittgenstein – but they won't get us very far with computer games. So if there already is or soon will be a legitimate field for computer game studies, this field is also very open to intrusions and colonisations from the already organized scholarly tribes. Resisting and beating them is the goal of our first survival game in this paper, as what these emerging studies need is independence, or at least relative independence.
