Under the sponsorship of the U.S. National Science Foundation, CHI Research, Inc. developed the bibliometric indicators for the U.S. National Science Board'sScience Indicators Reports starting withScience Indicators 1972. In the work reported here, for the Commission of the European Communities, CHI has extended the Science Indicators techniques and database to a study of publication, coauthorship and citation within 28 scientific fields related to various European Community programs.Perhaps the most important finding of the research was that internationally coauthored papers — papers authored by scientists affiliated with institutions in more than one EC country — were cited two times as highly as papers authored by scientists working at a single institution within a single country. These EC-EC internationally coauthored papers were cited as highly as EC-Non EC and Non-EC papers. This indicates that the internationally linked European science is of as high impact as any other science in the world.A second key finding was that, after compensating for national scientific size, the degree of international coauthorship did not appear to be particularly dependent upon size. However, linguistic and cultural factors were found to be very strong. The patterns of coauthorship amongst the European countries are far from homogeneous, and are quite heavily affected by linguistic, historical, and cultural factors.Finally, it was found that international coauthorship is increasing steadily, both within and outside of the Community, with some evidence that international cooperation is increasing more rapidly in scientific fields that have been targeted by the Commission.This work has been sponsored by the MONITOR programme of the Commission of the European Communities.  相似文献

The 2019 novel coronavirus disease (COVID-19), with a starting point in China, has spread rapidly among people living in other countries and is approaching approximately 101,917,147 cases worldwide according to the statistics of World Health Organization. There are a limited number of COVID-19 test kits available in hospitals due to the increasing cases daily. Therefore, it is necessary to implement an automatic detection system as a quick alternative diagnosis option to prevent COVID-19 spreading among people. In this study, five pre-trained convolutional neural network-based models (ResNet50, ResNet101, ResNet152, InceptionV3 and Inception-ResNetV2) have been proposed for the detection of coronavirus pneumonia-infected patient using chest X-ray radiographs. We have implemented three different binary classifications with four classes (COVID-19, normal (healthy), viral pneumonia and bacterial pneumonia) by using five-fold cross-validation. Considering the performance results obtained, it has been seen that the pre-trained ResNet50 model provides the highest classification performance (96.1% accuracy for Dataset-1, 99.5% accuracy for Dataset-2 and 99.7% accuracy for Dataset-3) among other four used models.

In the almost 40?years since we wrote Evaluative bibliometrics enormous advances have been made in data availability and analytic technique. The journal impact factor of the 1960s has clearly not kept up with the state of the art. However, for both old and new indicators, basic validity and relevance issues remain, such as by what standard can we validate our results, and what external use can appropriately be made of them? As funding support becomes more difficult, we should not lose sight of the necessity to again demonstrate the importance of our research, and must keep in mind that it is the relevance of our results that count, not the elegance of our mathematics.  相似文献

In this study, a failure analysis was performed on the location axle (brace axle) of a blade on a tracked tractor used in agricultural areas. The analysis included evaluation of the macrostructure of the damage and the microstructure of the material, as well as a chemical analysis of the material. A commercial finite element method software package was used to determine the behavior of the location axle under the defined boundary conditions. After all the examination steps were completed, the main reason for the damage was determined to be manufacture and material error despite the presence of fatigue tracks in the damaged area. In addition, a heat treatment was carried out with the specimens taken from the damaged area and microstructure was re-examined. The experimental and simulation evaluation results provide a technical basis for suggestions to prevent future damage to the location axle.  相似文献

Patent indicators are used in the evaluation of industrial research at many different levels of aggregation. They are used in policy-level applications to look at industrial research capability from a national or regional viewpoint comparing, for example, EU regional technology with that of Japan and North America. They are used in strategic-level applications to look at industrial research from a company viewpoint. For example, CHI Research, Inc. has used them to compare auto company research output company-by-company and technology-by-technology. They are used in tactical-level applications, typically involving technology tracing—where the performance of research groups is measured against one another within the domain of a specific technology. At the tactical level these indicators can characterize industrial research in three planes or stages: The early Precursor Plane, the current Technology Plane and the future-oriented Successor Plane. Finally, at the most precise level of evaluation, patent indicator techniques are now beginning to be used in the United States in establishing the value of patent portfolios for cross-licensing purposes, and in patent infringement litigation, where citation techniques demonstrate the importance and utility of patented technology.  相似文献

An investigation of the relationship between NIH funding and biomedical publication output is reported for 229 major NIH supported institutions. A correlation of 0.95 was found between the amount of NIH funding and the number biomedical publications for 132 U.S. universities. For 52 hospitals a correlation of 0.89 was found. For all 229 institutions it was found that NIH provided 91% of the boimedical research support from major federal agencies, and more than half of the total extramural biomedical research support. There was no indication of either economies or diseconomies of scale in the number of publications produced by the institutions, which ranged from a few publications per year to over 700 per year.  相似文献

The purpose of this study was to test whether the distribution of citations from issued U.S. patents could be used to measure the science dependence and the foreign dependence of patented technologies. The citations considered were front page references from U.S. patents citing to U.S. and foreign patents, to research papers and to other publications. Rankings based on the number of citations per patent to the scientific literature were compared to peer rankings of the science dependence of the technologies. Rankings based on the number of citations to foreign origin material, including foreign origin U.S. patents, foreign patents and foreign priority statements, were compared to peer rankings of the foreign dependence of the technological areas.For the analysis a total of 24 technologies were chosen. Twelve of these were judged in advance to be science dependent and twelve were judged in advance to be foreign dependent. A peer group of 19 high level R&D managers was asked to rank all 24 technologies in terms of both their science and their foreign dependence. The bibliometric rankings of the technologies, based on their citations, were then compared with the peer rankings of the technologies.Overall, a high degree of agreement was found between the experts' opinion as to the science and foreign dependence of the areas and the corresponding bibliometric rankings. For example, the eight technologies judged most science dependent by experts averaged 0.92 cites per patent to scientific journal papers, while the eight technologies judged least science dependent had only 0.05 references per patent to journal papers. Similarly, large and statistically significant differences were found in the number of cites to foreign origin material for the eight technologies judged most foreign dependent by the experts when compared with the eight technologies judged least foreign dependent by the experts. These findings provide support for the hypothesis that patent citation data can be used in technological indicators development, and in technological policy analysis. They imply that citation-based location and analysis of science and foreign dependent technologies is a valid research tool when applied to the U.S. patent system.  相似文献

In this work, mesoscopic modeling via a computational lattice Boltzmann method (LBM) is used to investigate the flow pattern phenomena and the physical properties of the flow field around one and two square obstacles inside a two-dimensional channel with a fixed blockage ratio, β=1/4, centered inside a 2D channel, for a range of Reynolds numbers (Re) from 1 to 300. The simulation results show that flow patterns can initially exhibit laminar flow at low Re and then make a transition to periodic, unsteady, and, finally, turbulent flow as the Re get higher. Streamlines and velocity profiles and a vortex shedding pattern are observed. The Strouhal numbers are calculated to characterize the shedding frequency and flow dynamics. The effect of the layouts or configurations of the obstacles are also investigated, and the possible connection between the mixing process and the appropriate design of a chemical mixing system is discussed.  相似文献
