21世纪中国水价、水权与水市场建设研讨会召开

“21世纪中国水价、水权与水市场建设研讨会”于2001年3月20日在广西壮族自治区北海市开幕.在为期两天的研讨会上，有来自全国各地的近170位水行业的代表讨论和交流了中外水权和水价问题. 开幕式由主办方代表刘思政主持，广西壮族自治区水利厅副厅长陈中宁首先发表讲话，他代表广西对代表的到来表示欢迎，随后他向代表们介绍了广西的水价以及在水市场方面的情况.他说，此次研讨会的召开对广西水市场工作有指导意义. 参加会议的领导还有：中国水利经济研究会理事长陈美章、水利部经调司领导魏炳才、太湖流域管理局副局长叶寿仁、江苏省水利厅副厅长徐俊仁、湖南省水利厅副厅长皮颂妥、珠江水利经济研究会常务副理事长李志远. “21世纪中国水价、水权与水市场建设研讨会”引起了各新闻媒体的关注，水信息网、中国水利报、水利水电技术杂志、三联生活周刊、中国环境报等都派驻记者进行报道. 贵港航运枢纽工程通过交工验收

广西西江航运建设二期贵港航运枢纽工程交工验收会于2001年1月10日至12日在贵港举行。 　　本次验收工作由区交通厅主持，参加单位有工程指挥部、监理部、设计单位、施工单位及运行单位。在验收会上，各方代表对广西电力院的设计工作给予了很高的评价。区交通厅质量监督站对本工程的质量等级核定为优良。经过一年多试运行考验，所有设备运行指标均达到设计要求。1999年2月1日至2000年11月30日发电量已达9.16亿kW*h，创电费收入2.437亿元，开始发挥巨大的工程效益。 　　 (撰稿　刘益祥)     

Using previous models to bias structural learning in the hierarchical BOA

Estimation of distribution algorithms (EDAs) are stochastic optimization techniques that explore the space of potential solutions by building and sampling explicit probabilistic models of promising candidate solutions. While the primary goal of applying EDAs is to discover the global optimum or at least its accurate approximation, besides this, any EDA provides us with a sequence of probabilistic models, which in most cases hold a great deal of information about the problem. Although using problem-specific knowledge has been shown to significantly improve performance of EDAs and other evolutionary algorithms, this readily available source of problem-specific information has been practically ignored by the EDA community. This paper takes the first step toward the use of probabilistic models obtained by EDAs to speed up the solution of similar problems in the future. More specifically, we propose two approaches to biasing model building in the hierarchical Bayesian optimization algorithm (hBOA) based on knowledge automatically learned from previous hBOA runs on similar problems. We show that the proposed methods lead to substantial speedups and argue that the methods should work well in other applications that require solving a large number of problems with similar structure.     

Human motion retrieval from hand-drawn sketch

The rapid growth of motion capture data increases the importance of motion retrieval. The majority of the existing motion retrieval approaches are based on a labor-intensive step in which the user browses and selects a desired query motion clip from the large motion clip database. In this work, a novel sketching interface for defining the query is presented. This simple approach allows users to define the required motion by sketching several motion strokes over a drawn character, which requires less effort and extends the users’ expressiveness. To support the real-time interface, a specialized encoding of the motions and the hand-drawn query is required. Here, we introduce a novel hierarchical encoding scheme based on a set of orthonormal spherical harmonic (SH) basis functions, which provides a compact representation, and avoids the CPU/processing intensive stage of temporal alignment used by previous solutions. Experimental results show that the proposed approach can well retrieve the motions, and is capable of retrieve logically and numerically similar motions, which is superior to previous approaches. The user study shows that the proposed system can be a useful tool to input motion query if the users are familiar with it. Finally, an application of generating a 3D animation from a hand-drawn comics strip is demonstrated.     

Mathematical modeling of the heart using magnetic resonance imaging

A hybrid three-dimensional solid mathematical model of cardiac ventricular geometry developed using magnetic resonance (MR) images of an in vivo canine heart is discussed. The modeling techniques were validated using MR images of an ex vivo heart and direct measurements of cardiac geometry and mass properties. A spin-echo MR sequence with in-plane resolution of 1.0 mm was used to image the canine heart in eleven short-axis planes at contiguous 5-mm intervals. Contour points on the epicardial, left ventricle (LV), and right ventricle (RV) boundaries were selected manually at each slice level. A boundary representation geometric model was constructed by fitting third-order nonuniform rational B-spline surfaces through each set of surface points. Compared to the anatomic specimen (AS), volume errors of the ex vivo model were 0.3, 1.5, and 5.8% for the LV cavity, RV cavity, and total enclosed volumes, respectively. Comparison of cross-sectional areas of the AS and the model at ten levels demonstrated mean model errors of 4.1, 2.5, and 2.9% for the LV, RV, and epicardial boundaries, respectively     

改进东方红54型汽缸体表面质量的研究

我厂生产的东方红54型拖拉机汽缸体(铸件重274公斤,湿型浇注,大量生产)长期以来表面夹砂及粘砂缺陷十分严重,夹砂废品率最高时曾达到5．3%。在生产量小的手工造型工厂中,常用的防止铸件表面缺陷的措施,机器造型生产时往往不能采用,因此夹砂和粘砂缺陷就成为汽缸体长期存在的质量问题。
