The transition of urban-rural planning to public policy has become a common recognition in the planning fi eld. The new challenge is how to combine such a transition with legislation development. This paper reviews the disciplinary development and legislation of urban-rural planning, and analyzes the effects of the public policy transition on law implementation and administrative power from the perspective of the legal boundary. It points out that the defi nition of the legal boundary of urban-rural planning laws is signifi cant for identifying the impact of public policy, ensuring the implementation of regulations on administrative power, and scoping effective urban-rural spaces. It argues that the core of public policy legalization is to establish value judgments for public policy making, to specify authorization and restraint to administrative power, and to reduce confl icts between public policies and governments’ administrative actions in urban-rural spaces. Furthermore, this paper discusses some other relevant issues on how to complete the public policy legalization. 相似文献

Against a background of deepened globalization, the socio-spatial distribution characteristics of the employed population are one of the important perspectives that reflect the impact of globalization on urban social space. Based on data of the population census of Shanghai in 2000 and 2010, using location quotient and index of dissimilarity, this paper analyzes the residential differentiation evolution in Shanghai from 2000 to 2010. The results show that except the high-end service industry, the residential differentiation of the employees in the other three types of industries has intensified but is not serious. In addition, the proportion of employees in high-end service industry within the Middle Ring has increased, while that of employees in the middle-and low-end service industry beyond the Middle Ring has increased, which further proves that globalization has an increasingly obvious impact on the socio-spatial differentiation in Shanghai. However, the adjustment in spatial development made by the Shanghai municipal government in response to globalization makes the socio-spatial evolution of Shanghai greatly different from the suburbanization of social elites in the West. 相似文献

Based on a review on the social and cultural basis and the formation and evolution process of the urban-rural planning discipline in China, this paper summarizes the features of disciplinary development from the perspectives of development driving force, expression manner, knowledge characteristics and systemized development, etc. Then, aiming at the problems in the development of this discipline, the paper points out the direction for the future development. It emphasizes that, developing as an applied discipline, the urban-rural planning discipline should strengthen the production of its own disciplinary knowledge based on the comprehensive use of various relevant disciplinary knowledge, and proposes corresponding paths, means, and basic issues of knowledge production. The paper also points out that the output of the knowledge and achievements of China's urban-rural planning discipline to other disciplines and other countries is an important foundation for the further development of this discipline. 相似文献

This paper analyzes the function of a master plan and the growing emphasis on its public policy attribute, and argues that in terms of the current plan formulation, major disadvantages of current master planning lie in the physical spatial epistemology, the blueprint-oriented work method, and over-technical expression of the planning deliveries.
