Innovations with respect to technologies that contribute to environmental sustainability have emerged within national government laboratories, international agencies and within academic research institutes. Since each of these entities is understandably more focused on ab initio research, conceptual development and proofs of concept, the production level manufacturing and broad dissemination of such technologies require development of best management practices (BMPs) for effective partnerships with and/or technology licensure to private sector industry. Alternatively, certain technologies that address specific environmental sustainability needs within the developing countries can be and have been transferred directly, either through bi-lateral transfers or through multi-lateral agencies, serving as intermediaries. The appropriateness of such transfers is contingent upon host country environmental, cultural and socio-political conditions, the type of technology involved, the “terms of transfer” and the relationships established between the technology conceivers and the end-users. The authors select examples of identified modes of sustainable technology transmission and derive experiential BMPs, which may be of some utility for future sustainable technology transfer. Moreover, in providing these BMPs, the historical record and contemporary caveats with respect to unregulated technology transfer, whether sustainable or otherwise, to developing countries and the array of corresponding proposed codes of conduct are examined, given the normative objective that such technologies should ultimately contribute to ecologically benign and societally beneficial objectives, such as environmental sustainability, equitable growth and poverty alleviation. These issues and the need to establish BMPs would be broadly relevant with the new focus on climate change-related technology funds and associated regional impact projects evolving across the globe and within the developing countries in particular.  相似文献

A hybrid robust lossless data hiding algorithm is proposed in this paper by using the Singular Value Decomposition (SVD) with Fast Walsh Transform (FWT) and Slantlet Transform (SLT) for image authentication. These transforms possess good energy compaction with distinct filtering, which leads to higher embedding capacity from 1.8 bit per pixel (bpp) up to 7.5bpp. In the proposed algorithm, Artificial Neural Network (ANN) is applied for region of interest (ROI) detection and two different watermarks are created. Embedding is done after applying FWH by changing the SVD coefficients and by changing the highest coefficients of SLT subbands. In dual hybrid embedding first watermark is the ROI and another watermark consists of three parts, i.e., patients’ personal details, unique biometric ID and the key for encryption. Comparison of the proposed algorithm is done with the existing watermarking techniques for analyzing the performance. Experiments are simulated on the proposed algorithm by casting numerous attacks for testing the visibility, robustness, security, authenticity, integrity and reversibility. The resultant outcome proves that the watermarked image has an improved imperceptibility with a high level of payload, low time complexity and high Peak Signal to Noise Ratio (PSNR) against the existing approaches.

Streamflow simulation is often challenging in mountainous watersheds because of irregular topography and complex hydrological processes. Rates of change in precipitation and temperature with respect to elevation often limit the ability to reproduce stream runoff by hydrological models. Anthropogenic influence, such as water transfers in high altitude hydropower reservoirs increases the difficulty in modeling since the natural flow regime is altered by long term storage of water in the reservoirs. The Soil and Water Assessment Tool (SWAT) was used for simulating streamflow in the upper Rhone watershed located in the south western part of Switzerland. The catchment area covers 5220 km2, where most of the land cover is dominated by forest and 14 % is glacier. Streamflow calibration was done at daily time steps for the period of 2001–2005, and validated for 2006–2010. Two different approaches were used for simulating snow and glacier melt process, namely the temperature index approach with and without elevation bands. The hydropower network was implemented based on the intake points that form part of the inter-reservoir network. Subbasins were grouped into two major categories with glaciers and without glaciers for simulating snow and glacier melt processes. Model performance was evaluated both visually and statistically where a good relation between observed and simulated discharge was found. Our study suggests that a proper configuration of the network leads to better model performance despite the complexity that arises for water transaction. Implementing elevation bands generates better results than without elevation bands. Results show that considering all the complexity arising from natural variability and anthropogenic influences, SWAT performs well in simulating runoff in the upper Rhone watershed. Findings from this study can be applicable for high elevation snow and glacier dominated catchments with similar hydro-physiographic constraints.  相似文献

The effects of Nb addition,individually and in combination with Ti,were evaluated over a range of coiling temperatures.Coiling temperature influences the ratio of soluble and precipitated Nb in the hot rolled steel containing 0.08 % C and 2.2 % Mn.Nb bearing precipitates can co-precipitate on TiN and impact the microstructure and mechanical properties of the steel after annealing treatment.Microstructure characterization revealed that recovery and recrystallization processes preceded austenite formation.The effects of Nb on austenite formation in cold rolled steels during heating and isothermal holding and on austenite decomposition during subsequent cooling were investigated using dilatometry.The addition of Nb retarded ferrite recrystallization starting temperature,but had no significant effect on the starting temperature of austenite formation during heating.The Nb addition also accelerated austenite formation once the transformation started,and was beneficial for the formation of a finer and homogeneous microstructure.  相似文献
