About Special Provilege--and Special Responsibility.

This issue of the American Psychologist presents a review of the controversy over psychological testing as it appeared in Washington in 1965. The controversy involved Congressional inquiry concerning the validity, reliability, and accuracy of psychological tests and psychiatric evaluations as methods for determining the fitness and suitability of applicants or employees for their jobs. Social status of industries.

A sample of students (68 male, 52 female) ranked a list of 29 industries in order of social status, a second sample ranked the status of an executive in each industry, a third sample ranked the status of a laborer in each. Men and women agreed markedly in their status rankings (rho of .9) regardless of method, and the influence of occupational level stereotypes was negligible (rho of .8-.9 between rankings for pairs of stereotypes). Neal Elgar Miller: National Medal of Science Recipient.

"On February 8, 1965 in the East Room of the White House, the President of the United States personally presented to Neal Elgar Miller the National Medal of Science. The citation read, For sustained and imaginative research on principles of learning and motivation and illuminating behavioral analysis of the effects of direct electrical stimulation of the brain." Miller has been President of the Eastern Psychological Association and the American Psychological Association. He was selected for the Distinguished Scientific Contribution Award of APA in 1959, was corecipient of the Cleveland-Newcomb prize of $1000 awarded at the 1956 meeting of the AAAS and received the annual Howard Crosby Warren Award of the Society of Experimental Psychology in 1954. (APA) Humane treatment of laboratory animals.

The statement of the Executive Officer of the American Psychological Association, who appeared before a congressional subcommittee in opposition to proposed legislation contained in H. R. 3556 and H. R. 1937 is presented. "In view of the long-standing and continuing concern demonstrated by psychologists, as well as our colleagues in other disciplines, for the welfare of their animal Ss, combined with our knowledge of present practices in laboratories throughout the nation, I am led to strongly state that there is no compelling evidence for the need for the proposed legislation." Community mental health centers "staffing" legislation.

"3 factors importantly affect the successful achievement of the objectives of the comprehensive community mental health center approach: (1) The centers must be free from restrictions which dampen or thwart the emergence of new patterns of service. (2) The centers must be free to take advantage of demonstrated leadership capability from whatever source it may come—medical or nonmedical. (3) Under these conditions of exciting new programs and challenging opportunities for leadership and service, the provisions of H.R. 2985 become the crucial 3rd factor in the success of the centers. Initial staffing support becomes the key ingredient. The 50 State Psychological Associations which are constituent parts of the national organization are intimately concerned with this new legislation." Report of the executive officer: 1965: Perspectives on APA.

Mentions several psychology highlights occurring over the last year. The article begins with a general overview of recent significant accomplishments that increased the recognition of psychology. Then the author offers that his primary purpose is to step back from the day-to-day activities of the American Psychological Association (APA) and to report on some of the fundamental activities from the perspective of the last 3 to 5 years. He speaks to the governance of APA, then discusses recent developments on the operational side of APA, and, finally, directs attention to the area of public affairs and APA's role. Phase Transition across Anisotropic NbS3 and Direct Gap Semiconductor TiS3 at Nominal Titanium Alloying Limit

Alloying selected layered transitional metal trichalcogenides (TMTCs) with unique chain-like structures offers the opportunities for structural, optical, and electrical engineering thus expands the regime of this class of pseudo-one-dimensional materials. Here, the novel phase transition in anisotropic Nb_(1−x)Ti_xS₃ alloys is demonstrated for the first time. Results show that Nb_(1−x)Ti_xS₃ can be fully alloyed across the entire composition range from triclinic-phase NbS₃ to monoclinic-phase TiS₃. Surprisingly, incorporation of a small concentration of Ti (x ≈ 0.05–0.18) into NbS₃ host matrix is sufficient to induce triclinic to monoclinic transition. Theoretical studies suggest that Ti atoms effectively introduce hole doping, thus rapidly decreases the total energy of monoclinic phase and induces the phase transition. When alloyed, crystalline and optical anisotropy are largely preserved as evidenced by high resolution transmission electron microscopy and angle-resolved Raman spectroscopy. Further Raman measurements identify Raman modes to determine crystalline anisotropy direction and offer insights into the degree of anisotropy. Overall results introduce Nb_(1−x)Ti_xS₃ as a new and easy phase change material and mark the first phase engineering in anisotropic van der Waals (vdW) trichalcogenide systems for their potential applications in two-dimensional superconductivity, electronics, photonics, and information technologies.     

Developmental planning for a graduate program in psychology.

Presents a flexible framework for an orderly developmental plan for a graduate program in psychology: (1) development of psychology as a scientific discipline, (2) "responsibility for the professional preparation of graduates to perform service functions in society," (3) application of psychological knowledge and methodologies to public affairs, (4) involvement of other disciplines in the psychology of research and instruction, (5) enhancement of the impact of graduate programs on undergraduate education, and (6) division of organizational structures and procedures to "provide effective operational mechanisms for the attainment of program objectives." The graduate program in psychology at Claremont Graduate School is viewed through all 6 criteria. 2 major objectives, involving conceptualization and investigation, and professional preparation are presented and discussed in relation to the past and present program of the department. Central office personnel.

Charles S. Gersoni has been appointed Associate Executive Officer and Director of Program Administration. "Gersoni has gained wide recognition as an administrator of psychological research and service programs in the Army." His BS and MS degrees were earned at the University of Virginia and the PhD at New York University; he is a Diplomate in Clinical Psychology. John J. McMillan has been appointed Administrative Officer, State and Professional Affairs in the Office of Program Administration. Joseph B. Margolin resumed his duties with the USPHS in December. Harley O. Preston joined the staff as Staff Officer, Public Affairs in the Executive Office. Lawrence N. Solomon has returned to the Western Behavioral Sciences Institute, La Jolla, California. Human Effectiveness.

In this Memorial Lecture, the author examines, briefly and at a somewhat abstract level, the social and cultural setting in which the psychology enterprise goes forward, to propose a social orientation for psychology's efforts, to illustrate the potential impact of such an orientation on psychological practice and research, and to suggest possible sources of psychology's leverage on human affairs.
