The use of computer models offers a general and flexible framework that can help to deal with some of the complexities and difficulties associated with the development of water management plans as prescribed by the Water Framework Directive. However, despite the advantages modelling presents, the integration of information derived from models into policy is far away from being trivial or the norm. Part of the difficulties of this integration is rooted in the lack of confidence policy makers have on the incorporation of modelling information into policy formulation. In this paper we examine the reasons for this apparent lack of confidence and explore how some tools, presently in use, address this problem. We conclude that public confidence in models is highly dependent on the way uncertainties are addressed and suggest possible directions of action to improve the current situation. Four real case studies illustrate how computer models have been used in The Netherlands for carrying out management plans at regional and national scale. We suggest that the solution to integrate modelling information into policy formulation lies on both the modelling and the policy-making communities.  相似文献

Abstract.  While a large body of research exists on the development and implementation of software, organizations are increasingly acquiring enterprise software packages [e.g. enterprise resource planning (ERP) systems] instead of custom developing their own software applications. To be competitive in the marketplace, software package development firms must manage the three-pronged trade-off between cost, quality and functionality. Surprisingly, prior research has made little attempt to investigate the characteristics of packaged software that influence management information system (MIS) managers' likelihood of recommending purchase. As a result, both the criteria by which MIS managers evaluate prospective packaged systems and the attributes that lead to commercially competitive ERP software products are poorly understood. This paper examines this understudied issue through a conjoint study. We focus on ERP systems, which are among the largest and most complex packaged systems that are purchased by organizations. In a conjoint study, 1008 evaluation decisions based on hypothetical ERP software package profiles were completed by managers in 126 organizations. The study represents the first empirical investigation of the relative importance that managers ascribe to various factors that are believed to be important in evaluating packaged software. The results provide important insights for both organizations that acquire such systems and those that develop them. The results show that functionality, reliability, cost, ease of use and ease of customization are judged to be important criteria, while ease of implementation and vendor reputation were not found to be significant. Functionality and reliability were found to be the most heavily weighted factors. We conclude the paper with a detailed discussion of the results and their implications for software acquisition and development practice.  相似文献

With the ongoing challenge of successfully managing information technology (IT) projects, organizations are recognizing the need for greater project management discipline. For many organizations, this has meant ratcheting up project management skills, processes, and governance structures by implementing a project management office (PMO). While anecdotal evidence suggests that implementing a PMO can be quite difficult, few studies discuss the specific challenges involved, and how organizations can overcome them. To address this gap in existing knowledge, we conducted a Delphi study to (1) identify the challenges of implementing a PMO for managing IT projects, (2) rank these challenges in order of importance, (3) discover ways in which some organizations have overcome the top-ranked challenges, and (4) understand the role of PMO structure, metrics, and tools in the implementation of a PMO.We identified 34 unique challenges to implementing a PMO and refined this list to 13 challenges that our Delphi panelists considered most important. The top-three challenges were (1) rigid corporate culture and failure to manage organizational resistance to change, (2) lack of experienced project managers (PMs) and PMO leadership, and (3) lack of appropriate change management strategy. Through follow-up interviews with selected panelists, we identified a series of actions that can be taken to overcome these challenges including having a strong PMO champion, starting small and demonstrating the value of the PMO, obtaining support from opinion leaders, hiring an experienced program manager who understands the organization, bringing the most talented PMs into the PMO implementation team, adopting a flexible change management strategy, and standardizing processes prior to PMO implementation. The interviews were also used to better understand the role of PMO structure, metrics, and tools. In terms of PMO structure, we found that ‘light’ PMOs were more likely to be implemented successfully. Most organizations eschew formal metrics, instead relying on subjective indicators of PMO success. Lastly, it appears that PMO tools are difficult to implement unless a project management culture has been established.  相似文献

The present study aimed to examine affective modulation of the "attentional blink" effect during rapid serial visual presentation (RSVP). Pleasant, neutral, and unpleasant written verbs were used as a 2nd target (T2) in an 8.6-Hz RSVP paradigm. Pronounced effects of 1st target (T1)-T2 stimulus onset asynchrony (SOA) were found, showing reduced report accuracy for 232- and 464-ms SOAs. Affectively arousing (pleasant and unpleasant) T2s were associated with enhanced accuracy compared with neutral T2s specifically during short (232 ms) SOAs. In contrast, pleasant and unpleasant T2s rated low in terms of emotional arousal did not show this enhancement. These results suggest that affectively arousing information is selected preferentially from a temporal stream, facilitating processes such as working memory consolidation and action. In 2 cross-sectional studies, the authors examined age-related differences in the evaluation of emotional stimuli in 2 community samples, with participants ranging in age from young to older adulthood (18–81 years old). Pictures of the International Affective Picture System were used in Study 1, and written verbs were used in Study 2. Participants rated these stimuli along the 2 major affective dimensions of hedonic valence and emotional arousal, thus yielding a 2-dimensional affective space for each participant. Young adults showed the expected pattern of 2 distinct clusters of stimuli in this space, representing increasing pleasantness (appetitive activation) and unpleasantness (aversive activation) with increasing emotional arousal. In contrast, for older adults, emotional valence and arousal ratings were linearly related: Low-arousing stimuli were rated as most pleasant, and high-arousing stimuli were rated as most unpleasant. When regressed on age, these changes revealed a gradual decrease of appetitive activation (i.e., the relationship between pleasure and arousal) across adulthood and a linear increase in aversive activation (i.e., the relationship between displeasure and arousal). These results extend previous work on emotional development, adding information as to the role of emotional intensity for affective experience in different age groups. Abstract. In an increasingly dynamic business environment characterized by fast cycle times, shifting markets and unstable technology, a business organization’s survival hinges on its ability to align IT capabilities with business goals. To facilitate the successful introduction of new IT applications, issues of project risk must be addressed, and the expectations of multiple stakeholders must be managed appropriately. To the extent that users and developers may harbour different perceptions regarding project risk, areas of conflict may arise. By understanding the differences in how users and project managers perceive the risks, insights can be gained that may help to ensure the successful delivery of systems. Prior research has focused on the project manager’s perspective of IT project risk. This paper explores the issue of IT project risk from the user perspective and compares it with risk perceptions of project managers. A Delphi study reveals that these two stakeholder groups have different perceptions of risk factors. Through comparison with a previous study on project manager risk perceptions, zones of concordance and discordance that must be reconciled are identified.  相似文献

Three studies investigated the development of children's knowledge of conceptual distinctions (a) between the ontological categories of events and all physical objects (E-PO) and (b) between animals, plants, and other physical objects (A-P-PO). Ss in Exp I were 8 children each from kindergarten, Grade 1, and Grade 4 and 16 undergraduates; Ss in Exp II were 24 other children, in groups like those in Exp I, and the same 16 adults; in Exp III, another 16 1st graders participated. Two patterns of development were seen. In the E-PO case, a totally new distinction was discovered, which seemed to occur in an all-or-none fashion. In the A-P-PO case, no new distinction was learned and the pattern of development was the opposite of that in the E-PO case. It is argued that the 2 patterns reflect basic types of developmental change that are linked to the organization of knowledge at the ontological level. Observation of the oxidation–reduction processes occurring at the nanoelectrode–solution interface demonstrates how electrochemical behavior depends upon nanoelectrode size. The use of a modified form of pulsed laser ablation as an improved method to synthesize nanometer-scaled electrode materials easily and consistently is reported. This method of fabrication enables platinum metal nanoparticles averaging 3 nm in diameter and approximately 5.0 × 1011 particles/cm2 to be deposited onto silicon substrates using optimum ablation parameters. A platinum silicide phase exists at the interface of the platinum and silicon as a result of the ablation process. Electrochemical results demonstrate the presence of a large number of isolated platinum particles (1.1 × 107 particles/cm2), separated by an average edge to edge distance of 14 nm, which are electrochemically active nanoelectrodes.  相似文献
