农村税费改革背景下推进农业水价改革的政策建议和工作要点

一、两点政策建议 1.整合财政资源,改变补助方式,加大对农田水利基础设施的投入力度,建立可以持续提高农业综合生产能力的"惠农"长效机制 中央对解决"三农"问题的决心很大,近几年来财政支农资金如农业综合开发、水利建设、水土保持、粮食补贴和良种补贴等中央和各级财政对农村、农民和农业生产的补贴与支持的力度逐年加大.

第29届奥林匹克运动会青岛国际帆船中心（以下简称“青岛国际帆船中心”）为奥运国际投标项目。在竞标中澳大利亚COX设计集团及北京市建筑设计研究院联合体中标，并共同完成初步设计及施工图设计，项目正处于施工中。     

Energy Confinement of both Ohmic and LHW Plasma on EAST

Study on the characters of energy confinement in both ohmic and Lower Hybrid Wave (LHW) discharges on EAST is conducted and the linear ohmic confinement (LOC), saturated ohmic confinement (SOC) and improved ohmic confinement (IOC) regimes are investigated in this paper. It is observed that an improved confinement mode characterized by both a drop of Dα line intensity and an increase in line average density can be triggered by a gas puffing pulse.     

Primary research of heat flux deposition pattern on the surface of HT-7 movable limiter

This paper presents a method of characterizing the heat flux deposition pattern on HT-7 movable limiter, a new component in the spring experimental campaign of year 2006. A new modeling establishment combines with heat transfer simulation with ANSYS code, and a shot of long pulse discharge is chosen with small radius 265 mm of movable limiter, which is 5 mm smaller than that of the main toroidal limiters. Both parallel and perpendicular heat flux are taken into account and different ratios of them are also tested in simulations. The simulation temperature values match well with the results of the IR-camera. Temperature distribution shows that ?_||/?_⊥ = 5 is quite suitable in HT-7 device, and the maximum heat flux is about 10 MW/m² and average heat flux is about 5 MW/m² on the movable limiter. This method can be also used in other tokamak devices with limiter configuration and circular cross-section shape.

一、我国农业装备发展趋势、市场分析及预测 1.我国农业装备发展需求 目前,我国农业生产正处在传统与现代技术并存且向现代农业转变的加速期,农业机械化进入快速发展的战略机遇期,总体进入工业反哺农业、加速建设现代农业的新阶段.国家实行了一系列积极有效的惠农政策,对农业和农机的重视、支持、保护,力度加大.     

基于LabVIEW的PREKY回路测控系统的设计与实现

针对FDS团队建造的PREKY液态高温铅铋回路测控系统的需求,在Lab VIEW2009开发环境下,利用PXI系列数据采集卡实现了对回路温度、压力和液位信号的实时测量,并由上位机完成对实验数据的在线分析和保存。同时,利用虚拟仪器技术研制了一套具备远程监控、故障诊断和报警功能的液态铅铋回路测控系统,并对回路电磁泵出口压力测量结果进行了误差分析。     

液氮温度下JX-6型椰壳炭的性能测试

活性炭是NBI低温吸附泵吸附面的关键组成部分,其性能是决定NBI低温泵抽气性能的关键因素之一.本文选取JX-6型椰壳活性炭,用全自动比表面积及孔径分析仪(ASAP2020)在液氮温度下对其性能进行了测试,并对实验数据进行了分析.实验结果表明,该活性炭具有良好的孔隙结构和较强的吸附性能,其最大吸附量达到252 cm3/g STP.为进一步研究NBI低温泵的低温吸附抽气提供了理论依据.     

Peaked density profiles and MHD activity on FTU in lithium dominated discharges

Density profiles become broader, as the line averaged density is increased. At higher density, change of the trend is associated with the appearance of the MARFE. Lithium coated wall extends the maximum density accessible at low current (well above the Greenwald density limit) and can produce profiles with very high density gradient. At higher current the effect on the density limit can be exceeded only if the magnetic field is raised too. A comparison of successive similar discharges before and after wall conditioning with lithium showed a reduction of the MHD activity.
