Designing a knowledge-based system for strategic planning: A balanced scorecard perspective

First developed by Kaplan and Norton [Kaplan R. S., & Norton D. P. (1992). The balance scorecard – measures that drive performance. Harvard Business Review, 70(1), 71–79], balanced scorecard (BSC) provides an integrated view of overall organizational performance and strategic objectives. BSC integrates financial measures with other key performance indicators to create a perspective that incorporates both financial and non-financial aspects. BSC has proven a powerful tool for strategic planning and communicating strategy that assists in strategy implementation. Successful strategy implementation is based on effective strategic planning. Owing to the strategic planning being a virtual necessity in business, this work proposes an integrated approach for the balanced scorecard tool and knowledge-based system using the analytic hierarchy process (AHP) method, and then develops an intellectual BSC knowledge-based system for strategic planning that sets or selects firm management or operational strategies based on the following perspectives: learning and growth, internal/business process, customer, and financial performance. This system can help determine specific strategy weights. The intellectual BSC knowledge-based system facilities efficient automated strategic planning.

纳米盘光子晶体增强Si+/Ni+离子共注入SOI的光致发光

报道了一种在Si⁺/Ni⁺离子共注入绝缘体上硅（SOI）基片上直接构筑纳米盘阵列光子晶体以实现SOI光致发光有效增强的方法。通过时域有限差分法（FDTD）设计出具有荧光增强效应的光子晶体结构金属膜,利用Langmuir-Blodgett（LB）方法在Si⁺/Ni⁺离子共注入SOI上排列一层聚苯乙烯（PS）小球,接着沉积一层Au薄膜,然后用电感耦合等离子体（ICP）蚀刻技术在SOI晶片顶部形成了纳米盘状的刻蚀Au光子晶体。光致发光（PL）实验表明光子晶体的引入有效增强了缺陷Si薄膜在近红外波段的发光效率。这种工艺简单、成本低且发光增益高的光子晶体在硅基集成光子学上具有重要的应用前景。     

Effects of Lycium barbarum extract on production and immunomodulatory activity of the extracellular polysaccharopeptides from submerged fermentation culture of Coriolus versicolor

Polysaccharopeptides (PSPs) from Coriolus versicolor have been used as immunomodulatory and anticancer agents. However, most studies have concentrated on the mycelial PSPs and not those in the fermented broth. On the other hand, Lycium barbarum fruit has been used as a traditional Chinese herbal medicine for two millennia. Its extract contains various nutrients, minerals, and also polysaccharide–protein complexes, which are proven to be bioactive. Herein we report the effects of L. barbarum fruit extract on the mycelial growth and extracellular PSP (ePSP) production of C. versicolor LH1 by using a submerged fermentation process in 20 l fermenters. Fermentation production of C. versicolor biomass and its ePSP were augmented in the presence of L. barbarum extract. The ePSP such obtained differs from those obtained with normal culture medium in terms of simple sugar composition and protein content but shows similar overall chemical structures as analyzed by Fourier transformed infrared spectroscopy. Moreover, the ePSP from C. versicolor cultured with supplementary L. barbarum extract exhibits significant immunomodulatory activity as judged by its effects on the production of nitric oxide and several cytokines by murine RAW264.7 macrophages.     

Developing strategic measurement and improvement for the biopharmaceutical firm: Using the BSC hierarchy

The balanced scorecard (BSC) provides an enterprise view of an organization’s overall performance. It integrates financial measures with other key performance indicators around customer perspectives, internal business processes, and organizational growth, learning, and innovation. The strategy planning is a virtual necessity for business activities, and this paper presents the use of the analytic hierarchy process (AHP) to prioritize all of the measures and strategies in a BSC framework. This study has found related strategies and objectives from four perspectives of balanced scorecard. This case illustrates selection or design of the most appropriate and helpful measures of the BSC in the pharmaceutical firm in an emerging market.     

A content-based approach for detecting highlights in action movies

Although detecting highlights in films is a trivial task for humans, previous studies have not determined whether a computer can be equipped with this capability. In this paper, we present a content-based system that automatically detects highlight scenes and predicts highlight scores in action movies. In particular, high-level image attributes and an early event detection approach are applied. Dissimilar to current learning-based approaches that model the relationship between the whole highlight and corresponding audiovisual features, the proposed system studies the temporal changes of a set of general features from a nonhighlight to a highlight scene. The experimental results indicate that achieving the highlight detection task is technically feasible. It also provides critical insights into understanding the feasibility of solving this challenging problem. For example, both audio and visual features are crucial and the filming style can be captured using high-level image attributes, which further improve the overall detection performance.     

Information behavior and value creation potential of information capital: Mediating role of organizational learning

This work draws on recent literature concerning information capital and organizational learning to explore how this may affect information behavior and value (IBV) of the healthcare industry in an emerging economy. Whether organizational learning mediates the relationships between information capital and both information behavior and information value (IBV) is also examined. Additionally, a parsimonious and plausible empirical model is proposed to examine the links among contextual variables. Data are collected from full-time medical staff of medical centers in Taiwan, including physicians and nurses. To clarify the relationships among these variables, structural equation modeling (SEM) is conducted to examine the model fit and three hypotheses. The SEM results clearly demonstrate the mediating role of organizational learning in the impact of information capital on both information behavior and information value. Consequently, organizational learning leads to appropriate information behavior and information value (that is, information sharing and information integrity, respectively) only when integrated with organizational learning and information capital for healthcare organizations.     

316L不锈钢基体氧化铝涂层的氢渗透性能

在316L不锈钢上采用金属有机化学气相沉积(MOCVD)法沉积了氧化铝涂层。使用XRD、SEM分析氧化铝涂层的物相和微观形貌, 采用气相氢渗透装置对涂层氢渗透行为进行表征。结果表明, 973 K退火处理后涂层为非晶氧化铝, 涂层均匀、完整, 厚度为190 nm。氧化铝涂层的氢渗透压力指数为0.56~0.78, 说明氢渗透过程机制为表面过程和体扩散过程共同控制。氧化铝涂层的表观氢渗透率为P = 1.99×10^-6 exp(-117×10³/RT) mol/(m·s·Pa^1/2)。氧化铝涂层的氢渗透激活能为117 kJ/mol, 远高于316L不锈钢的66.6 kJ/mol, 涂层对氢的渗透具有明显的阻挡作用。此外, 在873~973 K氧化铝涂层对316L不锈钢的氢渗透阻挡因子(PRF)为59~119, 涂层氢渗透阻挡性能优异。     

基于压缩感知的阅卷系统手写汉字识别算法

针对阅卷系统中手写汉字识别率和识别精度低的问题,文中提出一种基于压缩感知理论的阅卷系统手写汉字识别算法。该算法首先对阅卷系统手写汉字图像进行随机采样得到其特征;然后对其进行稀疏表示,并最小化其l1范数以得到样本的稀疏解;最后利用该稀疏解的系数判别测试样本的类别。该方法用对信号的随机采样替代了传统的特征提取方法,简化了算法的实现过程,同时用现有的训练样本组成训练字典,避免了复杂的训练过程。该算法在手写汉字数据库ETL9B上的识别率达到99.1%。
