Control model for the alignment of the quality assessment of scientific documents based on the analysis of content-related context

A control method is proposed for the construction of a quality assessment of scientific and technical documents in natural languages based on the formalization of the perceptions of a document’s content-related context. A method is provided for using the models of documents characterizing their subject and content alongside bibliometric and scientometric data and indicators to identify both the objective and subjective (authors’ and readers’) content-related context of the analyzed document. An outlook is given as to how the context analysis of scientific and technical documents, taking into account quantitative measures of quality (information capacity, significance, and independence of content), as well as traditional bibliometric and scientometric indicators (the document’s citation index and the journal’s impact factor) provides for an objective assessment of the document’s quality¹.     

Methods of computational analysis of semantic models for quality assessment of scientific texts

The aim of this work is to construct computer methods for objective quality assessment of scientific documents (science and technical papers, dissertations, reports on R&D and design projects, application documents to hold them, patent documentation, etc.). Unlike computer programs, databases, handbooks of physical constants and other documents written in a specially structured formal language, such documents are unstructured. To objectify procedures for quality assessment of scientific texts written in natural languages, an approach is proposed that leverages computational analysis of semantic models of individual documents and collections of documents.     

Mathematical model of power system management in conditions of a competitive wholesale electric power (capacity) market in Russia

A mathematical model for optimized operation of the Russian unified power system is constructed by selecting loading modes of power-generating equipment on the basis of price bids by generating companies. The optimization is supposed to be conducted according to the criterion of the least cost subject to network limitations and conditions of flow distribution in the electric power system. The main stages of management decision making and their interrelation are considered. A nodal model of electric power pricing in this scheme is presented. The influence of different stages on the uniform nodal prices is investigated. The operation of the wholesale electric power (capacity) market model in Russia is described for the period starting July 1, 2008.     

The control model for the selection of reference collections providing the impartial assessment of the quality of scientific and technological publications by using bibliometric and scientometric indicators

This paper presents a method for the impartial assessment of the quality of scientific and technological natural language documents and their collections by using bibliometric and scientometric indicators. The method of computational document search and design of document collections that are adequate for calculating reference values to assess the quality of the documents and document collections is formulated. This method is based on the mathematical modeling of natural language texts. Examples of the obtained assessments are presented.

Models and technologies for the extraction of aggregated knowledge to control processes of the retrieval of non-structured information

To control the retrieval and to arrange the retrieval of non-structured information in large-scale collections of texts in natural languages, crucially new models of aggregated representation of knowledge about their topic and content (semiotic and semantic characteristics of the text) are proposed. Based on the proposed models, techniques of computational extraction and use of knowledge about the topic and content of text collections are developed. The proposed models and techniques are based on formation of secondary information resources characterizing the topic and content of particular texts in natural languages.
