信息社会世界峰会是根据ITU的相关决议,在ITU的大力倡导下,在联合国和其他国际组织、国际机构的支持和配合下促成的。峰会的目的旨在通过召开尽可能高级别的会议,就信息社会建设问题达成全球共识,通过利用信息通信技术潜力。推动实现联合国《千年宣言》所确定的目标,促进全人类的进步。峰会的整个进程分为两个阶段,第一阶段于2003年12月在日内瓦举行,第二阶段于2005年在突尼斯举行。目前,峰会的主要议题和安排已基本确定,各国,尤其是发达国家和发展中国家在对信息社会的认识和未来的一些做法上还存在明显分歧。  相似文献

Psychology has traditionally placed more emphasis on the negative than positive aspects of human behavior. The positive psychology movement, since its beginnings in 1999, has made major advances toward correcting this imbalance. Research inspired by the movement now spans an impressive range of topics, including many that are absolutely essential to a comprehensive psychological understanding of human nature. The present special issue provides a sampling of some of the best work in the area. All but the first and last articles come from presentations at the Second International Positive Psychology Summit, held in 2003 in Washington, DC. In this study, super-smooth surfaces of oxygen-free high-conductivity copper mirrors obtained by single point diamond turning were characterized with an atomic force microscope from the three-dimensional (3D) point of view. The machining conditions were also studied. A program developed in this study for a unified approach to 3D surface finish assessment proposed by the Commission of European Community was used to obtain the 3D parameters. The feed rate was changed from 0.2 to 2.0 μm per revolution and 0.3-3.0 μm per revolution, respectively, in two experiments. By 3D roughness characterization of these surfaces, the optimal feed rate was found to be 1.4 μm per revolution when cutting depth was 1 μm or 0.9-1.2 μm per revolution at a cutting depth of 2 μm, where an Sq of 2.6 and 2.3 nm could be obtained, respectively. The suggested 3D roughness characterization parameters may include Sq, Ssk, Sku, Str, Sal, SΔq, and one functional parameter, such as Sbi.  相似文献

Many countries have implemented various policies for renewable energy development ranging from setting power purchase agreements and the legislation of renewable energy requirements to providing incentives and imposing carbon taxes. The evaluation of the effectiveness of such policies, however, is fragmented, which raises a need for a comprehensive analysis. This paper aims to assess whether and how policies promoting renewable energy investment have achieved the intended goals. It employs five broadly defined criteria - market, uncertainty, profitability, technology, and financial resources - to build an index to assess respectively if such policies have helped create a market for renewable energy, maximize potential profits, reduce risks relating to the investment, develop and adopt new technologies, and improve the access to financial resources. Each criterion is reflected by three indicators. Values of each indicator are converted into ordinal values for analysis. The index not only scans comprehensively all relevant renewable energy investment policies in the East Asia Summit countries, but also provides systematic and quantitative measures to compare the effectiveness of policies in these countries with respect to the creation of market, the degree of uncertainty, the potential of profitability, the development and adoption of technology and the accessibility of financial resources.  相似文献

Recent demographic trends in super aging societies, such as Japan, is leading to severe worker shortage. Service robots can play a promising role to augment human workers for performing various household and assistive tasks. Toilet cleanup is one such challenging task that involves performing complaint motion planning in a constrained toilet setting. In this study, we propose an end-to-end robotic framework to perform various tasks related to toilet cleanup. Our key contributions include the design of a complaint and multipurpose end-effector, an adaptive motion generation algorithm, and an autonomous mobile manipulator capable of garbage detection, garbage disposal and liquid removal. We evaluate the performance of our framework with the competition setting used for toilet cleanup in the Future Convenience Store Challenge at the World Robot Summit 2018. We demonstrate that our proposed framework is capable of successfully completing all the tasks of the competition within the time limit.  相似文献

The World Robot Summit is a competition held to realize a world where humans and robots can cooperate and coexist. The WRS Service Categories are competitive events which, with ‘cooperation between human and robot’ as their important theme, present robot technology competitions designed, mainly, to enable people and robots to cooperate with and complement each other, as they will be required to do so in homes, shops, and other living spaces.
