Scaling Kernel-Based Systems to Large Data Sets

In the form of the support vector machine and Gaussian processes, kernel-based systems are currently very popular approaches to supervised learning. Unfortunately, the computational load for training kernel-based systems increases drastically with the size of the training data set, such that these systems are not ideal candidates for applications with large data sets. Nevertheless, research in this direction is very active. In this paper, I review some of the current approaches toward scaling kernel-based systems to large data sets.     

International river basin organizations: variation,options and insights

Permanent international river basin organizations (IRBOs) come in many shapes and sizes, ranging from those which are mainly facilitative in nature to those empowered to act on their own. Although differences in IRBO types may have important impacts on transboundary water resources management, systematic analysis of variation in their structure and responsibilities is scant. This paper synthesizes and applies a typology to determine the structural composition, abundance, spatial distribution, scale and in-basin configurations of the different forms of IRBOs. The results provide a set of options for future IRBOs, and serve to ground-truth and nuance theoretical divisions between different types of organizations in transboundary basins.     

关于加强和改进基层党委中心组学习的几点思考

党委中心组学习是本级党委组织本级领导班子成员开展以党的理论和路线方针政策为主要内容的有目的、有意识、有创新的学习活动。对新时期、新形势下的基层党委中心组学习的内涵、地位、作用和基本经验做了分析和思考,并对如何改进当前基层党委中心组学习取得实效提出看法和建议。     

群体决策视角下的党政联席会议制度思考

院(系)党政联席会议制度的实施,体现了党组织在院(系)工作中的领导地位,加强了院(系)党政之间的沟通、融合,促进了党政决策的科学性与民主化,提升了院(系)领导班子的整体能力。但从群体决策的视角看,目前在该项制度的落实上,仍然存在着决策效率低、执行差别大、决策目标偏离、科学化程度不高等问题。必须从加强院(系)领导班子建设、完善配套制度、加强内部信息沟通、促进民主决策等方面着手,推进党政联席会议制度的进一步贯彻落实。     

评标过程中自由裁量权的存在空间及控制路径

针对评标委员会运用手中的自由裁量权违规评标的社会现象,借鉴行政法学中关于行政自由裁量权的相关理论,界定评标过程中自由裁量权的内涵和特征,考察其存在合理性和滥用可能性,从立法、程序、监督层面和评标委员会的主观原因分析运行失控的原因并对其控制路径作出选择研析。     

Exploring the roles of portfolio steering committees in project portfolio governance

Governing project portfolios engages different actors in organizations including portfolio managers, portfolio officers, top managers, and others who may team up as portfolio steering committees. While portfolio steering committees play a regular role in project portfolio governance, their role is still unclear. Through an in-depth multiple case study in three Danish companies, the roles of portfolio steering committees were explored. The results showed that portfolio committees may play three distinct roles in portfolio governance: a) communication and consolidation role, b) negotiation role, and c) decision making role. The results challenged the notion that portfolio committee meetings are the place and time to make collective decisions on the portfolio, rather, portfolio steering committees might unintentionally become or intentionally be used for other purposes than decision making. The empirical evidence of the study proposes that these three roles might be related to two governance design factors: frequency and duration of committee meetings.     

带有预验证机制的区块链动态共识算法

委员会共识和混合共识通过选举委员会来代替全网节点完成区块验证, 可有效加快共识速度, 提高吞吐量, 但恶意攻击和收买易导致委员会发生腐败问题, 严重时将影响共识结果甚至造成系统瘫痪. 现有工作虽引入信誉机制降低委员会节点腐败的可能性, 但开销大、可信度低且无法降低腐败问题对系统的影响. 提出一种带有预验证机制的区块链动态共识算法(DBCP), 通过预验证机制在较小开销的前提下对委员会进行可靠的信誉评估, 及时淘汰委员会中的恶意节点. 若腐败问题已影响到共识结果, DBCP会通过动态共识将区块验证权转移到全网节点, 并淘汰给出错误意见的委员会节点, 避免系统瘫痪. 若委员会通过迭代达到高可信状态, 则DBCP会将区块验证权交由委员会, 全网节点将认同委员会的共识结果, 并不再对区块进行验证, 进而加快共识速度. 经实验验证, DBCP的吞吐量与比特币相比提升了两个数量级, 且与Byzcoin相近, 可在一个出块周期内快速应对委员会腐败问题, 安全性优于Byzcoin.     

寒冷地区新农村村民委员会建筑设计原则研究

通过对寒冷地区村民委员会建筑现状的分析和未来发展情况的展望,结合当前我国新农村建设过程中对村民委员会建筑相关的各项要求,对新农村建设过程中村民委员会建筑的环境、功能设计、技术性等方面提出了切实可行的原则,从而为寒冷地区村民委员会建筑的设计、使用提供宝贵的理论支持。
