Optimal Structural Reform in Australian Local Government: An Empirical Analysis of Economies of Scale by Council Function in New South Wales

Amalgamation has always been the preferred means of improving the operational efficiency of Australian local government through structural reform. However, its implicit assumption that 'bigger is better' has scant empirical support, especially regarding the question of economies of scale. This article considers the results of a survey of general managers in New South Wales that sought to solicit opinion on which services should be provided locally and which services should be provided on a regional basis. The results of the survey suggest that respondents felt that only some services would benefit from regional provision thereby not undermining only weakening the argument for amalgamation as a panacea, but also implicitly rejecting the view that economies of scale are ubiquitous across all services.     

Catalytic glucose oxidation on a polycrystalline gold electrode with an amalgamation treatment (TM 05092)

Different behaviors in the glucose electrooxidations on polycrystalline gold electrodes, after various treatments including annealing, alumina polishing, and amalgamation, were compared. On a gold electrode after the amalgamation treatment, in comparison to the commonly used alumina polished electrode, a catalytic effect was observed. Two oxidation waves at 0.0 and 0.3 V (versus Ag|AgCl) were observed while only one wave at 0.3 V was shown on the latter electrode. Large current enhancement was also observed. The relationship of the current at 0.3 V versus the microscopic surface area showed a positive deviation from the linearity indicating the enhanced exposure of surface active sites for the glucose oxidation. The appearance of the new oxidation wave at 0.0 V implies the introduction of active sites of different surface structure on the electrode surface. We now suggest that the exposed active surface sites may be related to the low index single crystal structures based on their reported similar responses in the glucose oxidation. In the presence of Cl⁻ ions in the solution, the prominent inhibition effect was observed. The amalgamation treatment gave the effects of reducing the overpotential and increasing the currents for the glucose oxidation.     

机床整机结构建模中若干技术问题的研究

对复杂的机械结构进行建模分析,在图纸阶段预测机械结构的静动态特性是设计者进行创新设计的主要技术手段之一.本文论述了机床整机结构建模中三维模型与有限元模型之间的转换方法、结构简化原则、结合部特性参数的融合技术等.最后以某立式加工中心为例进行了相应的试验和建模计算,验证了本文方法的有效性.     

基于置乱与融合的数字图像隐藏技术及其应用

基于数字图像的置乱与融合,提出一种新数字图像隐藏方法.对多幅数字图像采用先融合后置乱的处理,然后再基于DCT变换把置乱后的混合图像嵌入到公开图像之中.数值实验表明,所给方法实现简便,并且具有一定程度的鲁棒性.
