How many Enrons? Mark-ups in the stated capital cost of independent power producers' (IPPs') power projects in developing countries

I analyze the determinants of the stated capital cost of IPPs' power projects which significantly influences their price of power. I show that IPPs face a strong incentive to overstate their capital cost and argue that effective competition or regulatory scrutiny will limit the extent of the same. I analyze the stated capital costs of combined cycle gas turbine (CCGT) IPP projects in eight developing countries which became operational during 1990–2006 and find that the stated capital cost of projects selected without competitive bidding is 44–56% higher than those selected with competitive bidding, even after controlling for the effect of cost differences among projects. The extent to which the stated capital costs of projects selected without competitive bidding are higher compared those selected with competitive bidding, is a lower bound on the extent to which they are overstated. My results indicate the drawbacks associated with a policy of promoting private sector participation without an adequate focus on improving competition or regulation.

Firms’ involvement in Open Source projects: A trade-off between software structural quality and popularity

Open Source (OS) was born as a pragmatic alternative to the ideology of Free Software and it is now increasingly seen by companies as a new approach to developing and making business upon software. Whereas the role of firms is clear for commercial OS projects, it still needs investigation for projects based on communities. This paper analyses the impact of firms’ participation on popularity and internal software design quality for 643 SourceForge.net projects. Results show that firms’ involvement improves the ranking of OS projects, but, on the other hand, puts corporate constraints to OS developing practices, thus leading to lower structural software design quality.

浅谈信息系统项目的风险管理

随着信息技术的高速发展,各种信息系统项目发展迅速。然而,类似建设工程项目一样,信息系统项目也存在各种不确定因素。在项目实施过程中,随时都有可能出现风险,从而产生各种问题。所以,我们需要做好信息系统项目的风险管理。在经过风险管理计划的编制、风险识别、定性和定量风险分析之后,笔者认为项目实施中最主要的风险有:项目频繁变更、系统功能和质量达不到要求、团队效率低下等,需要对其进行重点管理,采取相应的应对措施。对于其他相对次要的风险,也要给予一定的关注。最后,做好风险监督与控制。鉴于风险管理的重要性,我们必须高度重视,做到理论与实际相结合,真正做好信息系统项目的风险管理。     

有效利用XP解决大型软件项目中的需求变更问题

极限编程(Extreme Programming,XP)是一种敏捷开发方法,适用于中小开发团队开发需求变更快的项目,现已成功地运用于中小型软件企业.本文在文献[4]的基础上,尝试在传统开发方法框架下,将XP应用于大型软件开发项目中.以期更为有效地解决大型软件项目中因需求不明确、变更过快而造成的项目失败等问题.
