Hesitant Fuzzy Worth: An innovative ranking methodology for hesitant fuzzy subsets

We introduce a novel methodology for ranking hesitant fuzzy sets. It builds on a recent, theoretically sound contribution in Social Choice. In order to justify the applicability of such analysis, we develop two real implementations: (i) new metarankings of world academic institutions that build on real data from three reputed agencies, and (ii) a new procedure for improving teaching performance assessments which we illustrate with real data collected by ourselves.     

Numerical verification of the continuous calculation method for tip stress during the driving process of the dynamic penetration test

This paper presents a calculation method for obtaining the continuous variation in stress between the tip and the soil during dynamic penetration tests, particularly in the case of using the Panda 3® penetration testing device. The originality of the method is that the tip stress can be computed continuously throughout the driving process. For each impact of the hammer on the penetrometer, data are recorded by sensors located at the top of the apparatus. Then, the stress at the tip and the displacement of the apparatus are calculated with a method based on the propagation of waves in the device. A three-dimensional numerical model of the penetration test, based on the Panda 3® specifications and using the discrete element method (DEM), is proposed in this paper. The purpose of the simulations is to validate the calculation method by comparing the curves of the tip stress versus the penetration distance obtained in two different ways, the first being the distance directly observed at the tip and the second being the distance calculated from the data recorded at the top of the penetrometer, as with the experimental device. The entire apparatus is represented, including the hammer, the rod, and the tip, and is driven into the model soil. The calculation method is applied, and the results are compared to the actual response of the soil to the driving of the penetrometer directly at the tip, which can be obtained with the numerical model. The responses are found to be very similar, confirming the theoretical framework and its underlying assumptions. This method is applied to dynamic penetration tests and provides the opportunity to obtain mechanical parameters other than the tip resistance from the tests.

Barriers to sustainable economic development: The Dallas-Fort Worth experience

This article examines the scope of existing economic development activity and the motivations and perceptions of practitioners to shed light on the barriers to sustainable practice. In contrast to related fields like urban planning, the economic development literature has minimally examined how practitioners think about sustainable development and the extent to which sustainable development principles are adopted in practice. This omission is significant because economic development policies can have a notable impact on the sustainable development goals of environmental protection and social equity alongside economic growth. To capture the extent to which economic developers engage in sustainable development and the barriers that practitioners face, we study fifteen cities in the Dallas-Fort Worth region. We find that six key barriers - a conventional economic development mindset, incentive-based practice, a lack of resources, ad hoc planning, inter-regional competition, and a lack of coordinated regional planning - impede sustainable economic development in the region.     

Implementation of computing standards

The F-16 avionics implements what is likely the broadest application of standards of any USAF weapon system. Standards available in 1976 were applied which consisted of the MIL-STD-1553 Multiplex Data Bus, JOVIAL J3B which was the defacto software and precursor to JOVIAL J73 dialect and the MIL-STD-490 software documentation standard. These standards were instrumental in making the F-16 a very successful program. The F-16 avionic system is now being greatly expanded to accommodate advanced sensors and weapons currently in USAF funded development. Once again the F-16 is at the forefront in implementing the latest USAF standards. A key feature of the enhanced avionics is the application of JOVIAL J73 (MIL-STD-1589B) for all subsystems, the MIL-STD-1553B Multiplex Data Bus, the MIL-STD-1750A Computer Instruction Set Architecture, and the MIL-STD-1760 Stores Interface. Both the implementation of standards in the current F-16 avionics and also in the enhanced F-16 avionics now in development are described.
