Few jurisdictions have translated internationally agreed social impact assessment (SIA) principles into statutory provisions. Governments and regulatory bodies tend to provide developers with high-level frameworks, or require that social impacts be ‘considered’, without specifying how this is to be done. In Australia, this lack of clarity leaves all parties uncertain about requirements for SIA. The New South Wales (NSW) Government’s 2017 release of the SIA guideline for State-significant mining, petroleum and extractive industry development represents an attempt to clarify requirements and provide guidance. In this paper, we describe the process of bringing this guideline to fruition from the perspective of being directly involved in its development, and highlight the challenges involved in integrating leading-practice principles into the state’s pre-existing policy framework. While the guideline represents a significant advance in policy-based SIA guidance, some aspects leave room for improvement. The real test of the guideline’s impact will lie in its influence on SIA practice in NSW, and ultimately in social outcomes for communities affected by resources projects.  相似文献

This study prospectively examined the relationship between religious attendance, interleukin-6 (IL-6) levels, and mortality rates in a community-based sample of 557 older adults. Today, the analysis of renewable energy places the emphasis on the technological and economic attributes with social and environmental impact assessment providing for a rather static, narrow frame of analysis. The participation and response of social actors and other stakeholders is usually of a traditional type, with consultation documents and public meetings, collection of complaints and suggestion schemes. This often encourages parochialism and an over-concentration on relatively trivial issues. It is, therefore, imperative to establish a new participatory planning platform to incorporate the wider socio-economic aspects of renewable energy systems and to provide for an operational analytical decomposition of them. In this work the issue of decomposition analysis is clarified, and a new agenda for the societal and technological decomposition analysis of renewable energy systems is developed. A case study is disclosed to present the relevance of the established platform for integrated (renewable) energy systems planning. Innovative aspects comprise of the simultaneous inclusion of decision analysis and social acceptance methods and tools in concert with the related public participation techniques.  相似文献

Participatory design strategies have placed the user at the center of the design process, leaving computer software designers without guidelines for how to design and implement the software system. This paper aims to bring the designer back to the center of the design process. and the way of doing it is to consider computer software as text. Three different text theories are presented in order to explain what is meant by text, namely pragmatics, structuralism and deconstructivism. Social media are often argued to change political communication, decreasing the distance between politicians and citizens, and increasing citizens' influence on policymaking. This paper presents findings from a study of how the Norwegian Labour Party uses social media, focusing on the community platform MyLabourParty. Interviews with politicians and a survey with citizens as respondents were conducted to examine the experiences of online political discussions. Findings show that citizens and politicians expect MyLabourParty to strengthen citizen participation. Yet, citizens still experience communication asymmetry and politicians may find it challenging to participate to the extent citizens expect. Means for bridging the gap between expectations and experiences are called for, in particular redefinition of the offering, changes of user‐practices, and system improvements.  相似文献
