On-demand Virtual Neonatal Intensive Care units supporting rural, remote and urban healthcare with Bush Babies Broadband

Premature and ill term babies born in regional Australia must be moved to another hospital with Neonatal Intensive Care Unit (NICU) facilities. Transferred pre-term and critically ill term babies have higher mortality rates and much higher rates of long term disability than similar babies born in hospitals with NICU facilities. This paper details the Bush Babies Broadband project that aims to significantly improve the quality of treatment for babies born in rural, remote as well as urban areas by providing the first on-demand virtual NICU architecture in Australia. Real-time data collected from medical monitors and ventilators attached to the baby, audiovisual streams and static physiological data such as X-ray images are transmitted to the consulting Neonatologist to gain a better picture of the patient's condition than is currently available. The key contribution of this significant research is the infrastructure providing a mechanism for Neonatologists to receive information directly from a regional hospital, thereby preventing, in some cases, the immediate need to move the baby. A key benefit of this framework is that it is available to link regional hospitals with the supporting NICU Neonatologist ‘on demand’ eliminating the need to establish permanent point to point connections. This paper further describes the application of that architecture to a specific pilot connecting the Bathurst regional hospital with Neonatologists within the NICU at Nepean Hospital, Penrith Australia.

多周期家庭护理的路径规划与调度算法

在家庭护理服务质量方面,现有研究大多考虑老人的服务需求是否得到满足、服务是否及时、老人对服务是否满意等因素,忽略了老人在选择护工上的偏好习惯。提出带服务约束的多周期家庭护理路径规划与调度问题,并将其归约为多车场车辆路径优化问题,证明该问题的NP难解性。为了在老人提供的黑名单、必选服务技能、服务价格等约束下最优化家庭护理机构的服务质量,提出贪心算法,优先为服务开始时间早的老人提供服务,为老人安排最高服务质量的护工。以贪心算法求得的结果作为初始解,并针对该问题的多周期性质,定制一个遗传算法对初始解进行优化,以获得更优的多周期护工路径规划方案。在3组不同规模的开源数据集上进行实验,结果表明,与基准算法和随机算法相比,所提出的贪心算法将服务质量分别提高了31.7%和79.8%,定制的遗传算法将服务质量分别提高了65.7%和126.3%。

基于IEEE 11073标准的脉搏信息远程监测系统实现

随着医疗科技的迅猛进步,病人可以在家中进行重点监护.医疗器械种类繁多,各自有不同的连接方式.为了改善此状沉ISO、IEEE及CEN等标准组织分别对医疗器械提出标准.本研究遵循医疗仪器间的互相通讯的标准ISO/IEEE11073-20601,致力于实现遵循统一标准的远程医疗监测系统.     

基于移动IPv6的选播路由协议研究

提出了一个简洁的基于IPv6的报文结构模型，该模型通过对现有IPv6中ICMP路由器发现报文的改进，实现了对网络性能的改善。在该模型中，移动节点到达一个新的子网时，获得转交地址和申请选播服务的实现不必经过以往的两次报文发送—接收过程，而只需一次。该模型对网络性能的改善体现在：缩短转交地址获得和选播服务确定的时间，简化ICMP报文的类型，节约网络带宽资源。     

一种对MBG的路由改进策略

切换时延是终端移动的关键之一。业界已提出多种策略，但需要修改移动IP协议栈。基于MBG的移动IP路由优化策略在预知网络结构的前提下，能有效缩短切换时的通信中断时延。文章最后给出了仿真结果。     

Misinformed About the Affordable Care Act? Leveraging Certainty to Assess the Prevalence of Misperceptions

According to some recent research, Americans hold a great deal of misinformation about important political issues. However, such investigations treat incorrect answers to quiz questions measuring knowledge as evidence of misinformation. This study instead defines misperceptions as incorrect answers that respondents are confident are correct. Two surveys of representative samples of American adults on the Affordable Care Act reveal that most people were uncertain about the provisions in the law. Confidently held incorrect beliefs were far less common than incorrect answers. Misperceptions were most prevalent on aspects of the law on which elites prominently and persistently made incorrect claims. Furthermore, although Americans appear to have learned about the law between 2010 and 2012, misperceptions on many provisions of the law persisted.
