This paper explores how theories of the planning fallacy and the outside view may be used to conduct quality control and due diligence in project management. First, a much-neglected issue in project management is identified, namely that the front-end estimates of costs and benefits – used in the business cases, cost–benefit analyses, and social and environmental impact assessments that typically support decisions on projects – are commonly significantly different from actual ex post costs and benefits, and are therefore poor predictors of the actual value and viability of projects. Second, it is discussed how Kahneman and Tversky's theories of the planning fallacy and the outside view may help explain and remedy this situation through quality control of decisions. Third, it is described what quality control and due diligence are in the context of project management, and an eight-step procedure is outlined for due diligence based on the outside view. Fourth, the procedure is tested on a real-life, multibillion-dollar project, organized as a public–private partnership. Finally, Akerlof and Shiller's recent discussion in economics of “firing the forecaster” is discussed together with its relevance to project management. In sum, the paper demonstrates the need, the theoretical basis, a practical methodology, and a real-life example for how to de-bias project management using quality control and due diligence based on the outside view. 相似文献

In this article, an encoder Application Specific Integrated Circuit (ASIC) for high-speed serial data transmission is presented. The ASIC implements a low-latency and low-overhead line code and is fabricated with a commercial 0.25-µm Silicon-on-Sapphire CMOS technology. The ASIC operates at 640 MHz with a latency of no greater than 6.25 ns and the overhead of 14.3%. The encoder will be integrated with a serialiser and will be used in the A Toroidal LHC ApparatuS Liquid Argon (LAr) calorimeter Phase-I trigger upgrade. 相似文献

Factory information systems (FISs) have grown in acceptance largely because of the successful integration of a variety of
data-collection, entry and display devices. The traditional factory computer system by and large ignored the moment-by-moment
consequences of production processes, and focused instead on the assistance offered by automated shift-end counting and scheduling
procedures. Separate systems handled the various functions (e.g. orders, raw materials, inventory, scheduling, etc.) and the
assessment of productivity was left to the findings of endless meetings, negotiations and the interpretation of aged data
reports. The data under consideration, however carefully collected, was so much after the event that problems forced the factory
into a crisis-management mode in the hope that some restitution could be made.
Real-time data is normally available in the process itself but is difficult to condense into a form that is useful for scheduling
and FIS functions. Such data contains vital information as to the actual rela-time machine performance on the shop floor,
and if processed correctly can be used to indicate and forecast production problems so that calm, yet timely, adjustments
to schedules, etc. can be made.
This paper describes how a PLC (programmable logic controller) was used to collect, pre-process and pass summary results to
a low-cost supermicro computer for production monitoring and FIS purposes. This work was undertaken in response to an industry
need for low-cost systems that could be retrofitted to factories with minimal disturbance to their day-to-day operations.

Many ultra-wideband (UWB) systems are challenged by strong jammers and narrowband interferers. Using two antennas, we demonstrate
a robust UWB radio frequency (RF) front-end design in a 0.25 μm mixed-signal complementary metal oxide semiconductor (CMOS)
technology. The proposed realization is capable of adaptively removing a high-power, narrowband interferer early in the receiver
chain avoiding front-end saturation and preserving UWB signal power. The early interferer removal resulting in interferer-free
demodulation is based on the least mean squares (LMS) algorithm and achieved through a novel combiner low-noise amplifier
and noise optimized filtering. Circuit level RF simulations of the proposed circuitry indicate a maximum improvement in signal-to-interference

针对传统多媒体网络视频监控前端数据集成方法存在数据交互时间过长的问题,提出一种多媒体网络视频监控前端数据动态集成方法。划分数据集中的数据流,并对多媒体网络视频监控前端数据集进行分组,并行处理数据流,并将结果进行合并处理,完成数据的动态聚合处理,根据数据的动态聚合处理结果建立监控前端数据动态集成模型,实现监控前端数据的动态集成。采用对比实验的方式,将三种不同的传统多媒体网络视频监控前端数据集成方法与所提方法进行对比,实验结果证明,上述集成方法的数据交互时间最短,在前端数据的动态集成方面更具有优越性。 相似文献
