信息社会世界峰会及其筹备进程

信息社会世界峰会是根据ITU的相关决议，在ITU的大力倡导下，在联合国和其他国际组织、国际机构的支持和配合下促成的。峰会的目的旨在通过召开尽可能高级别的会议，就信息社会建设问题达成全球共识，通过利用信息通信技术潜力。推动实现联合国《千年宣言》所确定的目标，促进全人类的进步。峰会的整个进程分为两个阶段，第一阶段于2003年12月在日内瓦举行，第二阶段于2005年在突尼斯举行。目前，峰会的主要议题和安排已基本确定，各国，尤其是发达国家和发展中国家在对信息社会的认识和未来的一些做法上还存在明显分歧。     

Single display gamut size metric

To measure the relative gamut sizes of wide‐gamut displays, it is herein proposed that the CIE 1931 xy chromaticity diagram be used rather than the nominally perceptually uniform CIE 1976 u′v′ chromaticity diagram. High correlations were found between the area‐coverage ratios in the xy diagram and the volume‐coverage ratios in the CIE 1976 L^*a^*b^* color space for major standard wide‐gamut color spaces. It is also demonstrated herein that performing planimetry in the uniform u′v′ diagram does not yield accurate relative display gamut sizes, even though the large sizes obtained using the u′v′ diagram are often reported regardless of the fact that its uniformity is valid only when the luminance factor is constant. The single display gamut size metric using the xy diagram will facilitate the unbiased development of wide‐gamut displays.     

Design and realization of ad-hoc VoIP with embedded p-SIP server

In this paper we design and implement the pseudo session initiation protocol (p-SIP) server embedded in each mobile node to provide the ad-hoc voice over Internet protocol (VoIP) services. The implemented p-SIP server, being compatible with common VoIP user agents, integrates the standard SIP protocol with SIP presence to handle SIP signaling and discovery mechanism in the ad-hoc VoIP networks. The ad-hoc VoIP signaling and voice traffic performances are analyzed using E-model R rating value for up to six hops in the implemented test-bed. We also conduct the interference experiments to imitate the practical ad-hoc VoIP environment. The analyzed results demonstrate the realization of ad-hoc VoIP services by using p-SIP server.     

新型气象参数测试仪的研制

研制了一种新型气象参数测量仪器,介绍了仪器的组成及功能、电路工作原理、软件设计、测试结果等。该仪器使用了高准确度的ITU温湿度传感器、气压传感器、风向传感器、风速传感器,采用先进的电子线路设计,具有准确度高、集成度高、稳定性好、电路设计先进、可扩展性强、软件设计灵活、性能价格比高等特点,满足了环境监测部门的特殊要求。     

视频压缩编码国际标准综述

国际标准化组织和国际电信联盟制定了一系列视频压缩编码国际标准,有H.261,MPEG1,MPEG2, H.263, MPEG4和H.264等.该文分别对这些标准的技术特征和性能进行分析,并详细描述H.264中采用的视频编码新技术.

随着Internet的迅猛发展和多媒体技术的进步，IP网络视频会议系统受到了人们的广泛重视。在概述IP网络视频会议系统的基础上，重点讨论了IP网络视频会议系统的关键技术。     

The ITU-T Software Tool Library

The advancement of speech coding technology has led to new and improved standards. The Telecommunication Standardization Sector of the International Telecommunication Union (ITU-T) has been a leader in developing speech coding standards for telecommunications applications. To increase the efficiency of the coding standard selection process, a group called User's Group on Software Tools (UGST) was established in 1990 to produce a framework of speech coding-related software tools that would allow a common ground for activities across different organizations. Over the years, this group produced a high-quality software tool library (STL), which has been used in the definition of ITU and non-ITU standards, such as G.723.1, G.729, half-rate and enhanced full-rate GSM, among others. However, despite its usefulness, the ITU-T STL is largely unknown outside the telecommunications standards community. This paper introduces the ITU-T STL concepts and functionalities to the wider communications community.     

Internet能给发展中国 家带来什么？

在今年９月份日内瓦国际电联（ＩＴＵ）总部ＩＴＵ发展局的研究组会议上，“Ｉｎｔｅｒｎｅｔ对发展中国家意味着什么”这个问题成为与会代表关注的一个焦点。本文作者根据参会获得的一手资料，从ＩＴＵ的角度，概括介绍了Ｉｎｔｅｒｎｅｔ基础设施及其业务在全球特别是在发展中国家的发展状况，分析了发展中国家在这一新的信息化态势面前落后的原因，以及采取相应对策所应考虑的竞争关键问题。     

A survey of 5G technologies: regulatory,standardization and industrial perspectives

In recent years, there have been significant developments in the research on 5th Generation (5G) networks. Several enabling technologies are being explored for the 5G mobile system era. The aim is to evolve a cellular network that is intrinsically flexible and remarkably pushes forward the limits of legacy mobile systems across all dimensions of performance metrics. All the stakeholders, such as regulatory bodies, standardization authorities, industrial fora, mobile operators and vendors, must work in unison to bring 5G to fruition. In this paper, we aggregate the 5G-related information coming from the various stakeholders, in order to i) have a comprehensive overview of 5G and ii) to provide a survey of the envisioned 5G technologies; their development thus far from the perspective of those stakeholders will open up new frontiers of services and applications for next-generation wireless networks.     

ITU和FCC对NGSO卫星的功率通量密度限值研究

文章梳理了《无线电规则》和美国联邦法规之卫星通信中关于功率通量密度的使用条件和范围,对比国际电信联盟和美国联邦通信委员会对不同频段的具体规定,掌握功率通量密度相关规则的适用条件和适用对象。结合典型的非静止轨道星座系统,分析相关操作者对规则的遵守情况,以促进我国空间业务系统与美国相关系统的协调。
