Evaluating Community Safety Programmes and Community Engagement: The Role of Qualitative Methods and Collaborative Approaches to Policy Research

This article explores the role of qualitative and collaborative methods when undertaking evaluation research into local community safety partnerships and neighbourhood strategies. It draws on recent examples of research and evaluation studies of regeneration and community safety programmes in a number of cities and towns in England. The discussion is set against the background of the major changes in policy relating to crime and community safety, particularly the introduction of Crime and Disorder Partnerships and their engagement with local communities. The value of qualitative methods in exploring some key questions is discussed, particularly within a collaborative approach to policy research.     

基于智能客户端的巡检系统设计与实现

针对健康检查中心医生外出进行健康检查作业时,健康检查系统无法离线使用的问题,本文应用智能客户端技术构建巡检系统。该巡检系统可以在离线状态完成健检系统功能,待系统连线以后,通过调用Web Service访问健康检查中心数据库进行数据上传和下载。对系统进行总体设计,给出体系结构图,并且详细介绍相关技术及实现。     

Business intelligence approach to supporting strategy-making of ISP service management

The recent deregulation of telecommunication industry by the Taiwanese government has brought about the acute competition for Internet Service Providers (ISP). Taiwan’s ISP industry is characterized by the heavy pressure for raising revenue after hefty capital investments of last decade and the lack of knowledge to develop competitive strategies. To attract subscribers, all ISP dealers are making an all-out effort to improve their service management. This study proposes a Business Intelligence process for ISP dealers in Taiwan to assist management in developing effective service management strategies. We explore the customers’ usage characteristics and preference knowledge through applying the attribute-oriented induction (AOI) method on IP traffic data of users. Using the self-organizing map (SOM) method, we are able to divide customers into clusters with different usage behavior patterns. We then apply RFM modeling to calibrate customers’ value of each cluster, which will enable the management to develop direct and effective marketing strategies. For network resource management, this research mines the facility utilization over various administrative districts of the region, which could assist management in planning for effective network facilities investment. With actual data from one major ISP, we develop a BI decision support system with visual presentation, which is well received by its management staff.

Impacts of Vegetation on the Intraseasonal Oscillation Simulated by the Community Atmosphere Model (CAM3)

The influences of vegetation on intraseasonal oscillation (ISO) were examined using the Community Atmosphere Model version 3 (CAM3). Two 15-year numerical experiments were completed: the first was performed with a realistic vegetation distribution (VEG run),and the second was identical to the VEG run except without land vegetation (NOVEG run). Generally speaking, CAM3 was able to reproduce the spatial distribution of the ISO, but the ISO intensity in the simulation was much weaker than that observed in nature: the ISO has a relatively much stronger signal. A comparison of the VEG run with the NOVEG run revealed that the presence of vegetation usually produces a weak ISO. The vegetation effects on ISO intensity were significant over West Africa and South Asia, especially in the summer half-year.Vegetation also plays an important role in modulating ISO propagation. The eastward propagation of the ISO in the VEG run was clearer than that in the NOVEG run over the West African and Maritime Continent regions. The northward propagation of the ISO in the VEG run was more consistent with observation than that in the NOVEG run.     

丁腈橡胶在燃气介质中的老化性能测试研究

基于烘箱热空气老化试验方法,建立了一种能让试验样品处于流通气氛冲刷的闭合试验装置,对橡胶材料进行燃气环境中老化性能测试。选用丁腈橡胶为试样,测试其在不同温度、不同气氛下的老化性能,预测其使用时间。测试结果显示,采用空气气氛方法进行丁腈橡胶加速老化试验,预测的使用时间结果与实际使用时间的偏差在80%以上;燃气气氛冲刷环境下,丁腈橡胶在老化速率是热空气老化的2倍左右,且燃气气氛下的加速老化使用时间的预测结果与实际的偏差在±20%之内。
