Developing social impact assessment guidelines in a pre-existing policy context

Few jurisdictions have translated internationally agreed social impact assessment (SIA) principles into statutory provisions. Governments and regulatory bodies tend to provide developers with high-level frameworks, or require that social impacts be ‘considered’, without specifying how this is to be done. In Australia, this lack of clarity leaves all parties uncertain about requirements for SIA. The New South Wales (NSW) Government’s 2017 release of the SIA guideline for State-significant mining, petroleum and extractive industry development represents an attempt to clarify requirements and provide guidance. In this paper, we describe the process of bringing this guideline to fruition from the perspective of being directly involved in its development, and highlight the challenges involved in integrating leading-practice principles into the state’s pre-existing policy framework. While the guideline represents a significant advance in policy-based SIA guidance, some aspects leave room for improvement. The real test of the guideline’s impact will lie in its influence on SIA practice in NSW, and ultimately in social outcomes for communities affected by resources projects.     

Nicholas Hobbs (1915–1983).

Presents an obituary for Nicholas Hobbs. Just at the end of his stellar career of public service through psychology, Nick Hobbs received very appropriate honors showing that psychologists and many others knew what a precious national resource his life had been. Only days before his death from cancer on January 23, 1983, he participated in the dedication of the Nicholas Hobbs Laboratory of Human Development of the Peabody College for Teachers of Vanderbilt University, part of the Kennedy Center for Research on Education and Human Development that he founded and directed at its beginning. Two years earlier, he had received two parallel American Psychological Association (APA) awards--one for Distinguished Contributions to Psychology in the Public Interest and another for Distinguished Professional Contributions "utilizing psychological knowledge in the public interest and social policy." As the citations and testimonials on these occasions variously noted, Nick gave creative, responsible, and effective service to the institutions that he helped administer, to the Southern region from which he sprang, to the APA, and to the profession of psychology, but above all to the nation's children and youth, especially those who grew up with disadvantage and difficulty. Pathway to health: Cluster-randomized trail to increase fruit and vegetable consumption among smokers in public housing.

Objectives: Examine the effectiveness of an intervention to increase fruits and vegetables (FV) consumption among smokers. Design: Cluster-randomized trial of 20 public housing developments; 10 randomly assigned to an FV intervention and 10 to a smoking cessation intervention. Main outcome measures: Usual (past 7 days) and past 30 days change in daily FV intake at 8 weeks and 6 months postbaseline. Results: Greater increases were seen in the FV group. At Week 8 and Month 6, the FV group had consumed 1.58 (p = .001) and 0.78 (p = .04), respectively, more daily FV servings in the past 7 days than the cessation group. At the same time points, the FV group had consumed 3.61 (p = .01) and 3.93 (p = .01), respectively, more FV servings in the past 30 days than the cessation group. Completing more motivational interviewing sessions (p = .02) and trying more recipes (p = .02) led to significantly greater increases at Month 6 among FV participants. Conclusions: Motivational interviewing counseling and lifestyle modification through trying out healthy recipes may be effective in helping a high-risk population increase their FV intake. 在现有方案的基础上,通过分析超椭圆曲线双线性对和基于身份的特点,给出了一个改进的基于身份的一次性盲公钥方案。该方案由用户和可信中心共同完成用户密钥的生成,克服了密钥托管问题,避免了由可信中心进行密钥管理所产生的安全隐患。新构造的方案能够抵抗伪造性攻击,具有不可欺骗性,又保证了一次性盲公钥的独立性,是安全可靠的。而且方案中用户在通讯时可以使用不同的公钥,解决了Internet通信中的匿名认证问题,实现了用户隐私的有效保护。
