黑龙江省节水增粮行动(2012—2015年)实施方案

文章通过对黑龙江省高效节水现状,存在问题的分析,结合黑龙江省高效节水发展的支撑能力,阐述黑龙江省节水增粮目标、任务及总体布局,为黑龙江省2012—2015年节水增粮实施提供依据。     

Marginal cost and congestion in the Italian electricity market: An indirect estimation approach

In this paper we construct an indirect measure of the supply marginal cost function for the main generators from the observed bid data in the Italian electricity market in the period 2004–2007. We compute the residual demand function for each generator, taking explicitly into account the issue of transmission line congestion. This procedure allows recovering correct zonal Lerner index and the implied measure of the marginal cost function. We find evidence of a stable U-shaped marginal cost function for three main Italian generators, but a flat function for ENEL, the former national monopolist. The policy relevance of our approach lies in the possibility to offer some empirical knowledge of the marginal cost function of each generator to the regulator to design appropriate policy measures geared to the promotion of competitive market conditions. We propose a new market surveillance mechanism, which is based on the principle of sanctioning excessive deviations from the estimated measure of the marginal cost function presented in this work.     

500kW／380V国产大功率变频器在钻机上的应用

针对国外变频器价格昂贵、调试周期和维修周期长等特点，我公司自主研发了可替代进口机的高性能钻机国产专用变频器。该变频器能够从零开始调速。当钻井卡钻时，能及时断开电动机，在低速提升时，能最大限度地发挥电动机的动力特性，提供220％的转矩输出。变频器具有易安装、调试、维护，性能稳定。应用中据实测数据显示，采用变频改造后，打1口井可节省柴油15t。     

RFCCU反再系统防结焦措施的应用及技术分析

介绍了济南分公司140万t／a RFCCU两个周期运行后反再系统的结焦情况，详细介绍了防治结焦所采取的措施，并进行了技术分析。两次停工后的设备检查，证明所采取的防治措施是十分有效的。     

丙烯腈－苯乙烯共聚物水解磺化产物对泥浆的稳定作用

在实验室条件下对用丙烯腈－苯乙烯共聚物在硫酸存在下的水解磺化产物（ＨＳＡＳ）处理的泥浆性能进行了评定。ＨＳＡＳ处理的泥浆有较小的滤失性，较好的耐盐和抗高温性。     

Artificial neural networks for coordination and control: The portability of experiential representations

It is time to locate connectionist representation theory in the new wave of robotics research. The utility of representations developed in artificial neural networks (ANNs) during learning has been demonstrated in cognitive science research since the 1980s. The research reported here puts learned representations to work in a decentered control task, the disembodied arm problem, in which a mobile robot operates an arm fixed to a table to pick up objects. There is no physical linkage between the arm and the robot and so the robot's point of view must be decentered. This is done by developing a modular Artificial Neural Net system in three stages: (i) a classifier net is trained with laser scan data to output transformationally invariant position classes; (ii) an arm net is trained for picking up objects; (iii) an inter net is trained to communicate and coordinate the sensing and acting. The completed system is shown to create new nonsymbolic transformationally invariant representations in order to perform the effective generalization of decentered viewpoints.     

抗洪抢险措施及效果

结合“９８”抗洪抢险实例，对多种险情作了具体分析，通过汛后调查，对抗洪抢险消险措施和效果进行了总结，为今后进一步做好防洪消险工作提供了经验。
