总结了一些国家的应急管理信息系统的结构特点，并结合我国实际情况，提出了我国的国家核应急管理信息系统的概念设计方案。提出的系统应具有以下4个基本特征：①直观的基于地理信息系统的显示与信息查询界面；②与核事故后果评价软件共享数据和结果：③包含完备的数据库；④能够通过网络接收数据，并能实时通过网络发布应急响应信息和指令。

介绍了几套从国外引进的干粉灭火系统的组成、主要技术指标、控制方式及使用、运行情况，并就各自特点进行了分析，可供我国消防产品开发、工程设计和管理人员参考借鉴。     

DISOPE distributed model predictive control of cascade systems with network communication

A novel distributed model predictive control scheme based on dynamic integrated system optimization and parameter estimation (DISOPE) was proposed for nonlinear cascade systems under net work environment.Under the distributed control structure ,online optimization of the cascade system was composed of several cascaded agents that can cooperate and exchange information via network communication.By iterating on modified distributed lin ear optimal control problems on the basis of est imating parameters at every iteration the correct op timal control action of the nonlinear model predicti ve control problem of the cascade system could b e obtained,assuming that the algorithm was convergen t.This approach avoids solving the complex nonlinear optimi zation problem and significantly reduces the computation al burden.The simulation results of the fossil f uel power unit are illustrated to verify the eff ectiveness and practicability of the proposed algorithm.     

On the conjunction practical stability and controllability of large-scale impulsive control systems

We studied the conjunction practical stability and controllability of large-scale impulsive control systems by using the comparison systems and vector Lyapunov functions. Then the less conservative sufficient conditions fo r conjunction practical stability and controllability of large-scale impulsive control system were obtained.     

论管理机制与创新

一个组织的管理效果在很大程度上取决于管理机制的好坏。因此，管理机制便成为了一个重要的研究课题。笔者就这一研究课题作些探讨，以供讨论参考。     

Design and performance analysis of tracking controller for uncertain nonlinear composite system using neural networks

Based on high order dyna mi c neural network, paper presents the tracking problem for uncertain nonlinear composite system,which contain s external disturbance,whose nonlinear ities are assumed to be unknown.A smooth contr oller is designed to guarantee a uniform ultimate boundedness property for the tracking error and a ll other signals in the closed loop.Certain meas ures are utilized to test its performance.No a priori knowledge of an upper bound on the “ optimal" weight and modeling error is required;the weights of neural networks are updated on-line.N umerical simulations performed on a simple example i llustrate and clarify the approach.     

新型住宅建筑结构抗震节能体系应用与研究

为适应我国墙体改革的要求 ,简要介绍了几种新型建筑结构抗震节能住宅体系的特点及应用研究现状。     

一种基于DCT系数重组的降参考3D视频质量评价方法

针对3D视频质量评价,提出了一种基于离散余弦变 换(DCT)系数重组的降参考质量评价方法。方法主要 包括4D数据集构造、DCT变换与重组和降参考(RR)质量评价3个阶段。在4D数据集构造阶段 ,通过联合视 频的空间域、视点域和时间域信息构造包含3D视频全部信息的4D数据集;在DCT变换与重 组阶段,首 先对数据集进行DCT变换,然后筛选复杂度较高的DCT系数进行重组,得到能够表征3D视 频质量的重 组系数集;在RR质量评价阶段,首先采用广义高斯分布(GGD)函数对重组后DCT系数集的每 个子带进行建模, 然后利用系数距离函数和频率比距离函数评估3D视频质量。实验结果表明,本文提出的方 法与主观评价结果有较好的相关性,符合人类视觉系统(HVS)。
