Oregon’s Clean Electricity and Coal Transition Plan does not prohibit delivery of coal-fired electricity to retail loads. Coal-fired electricity cannot be excluded from retail delivery given the interconnected Western grid. It also mandates new renewable performance standards that are the costliest approach of the policies reviewed. Cost adders tied to carbon emissions from all thermal generation are an effective approach to carbon reduction.  相似文献

Relying almost entirely on energy from variable renewable resources such as wind and solar energy will require a transformation in the way power systems are planned and operated. This paper outlines the necessary steps in creating power systems with the flexibility needed to maintain stability and reliability while relying primarily on variable energy resources. These steps are provided in the form of a comprehensive overview of policies, technical changes, and institutional systems, organized in three development phases: an initial phase (penetration up to about 10%) characterized by relatively mild changes to conventional power system operations and structures; a dynamic middle phase (up to about 50% penetration) characterized by phasing out conventional generation and a concerted effort to wring flexibility from existing infrastructure; and the high penetration phase that inevitably addresses how power systems operate over longer periods of weeks or months when variable generation will be in either short supply, or in over-abundance. Although this transition is likely a decades-long and incremental process and depends on the specifics of each system, the needed policies, research, demonstration projects and institutional changes need to start now precisely because of the complexity of the transformation. The list of policy actions presented in this paper can serve as a guideline to policy makers on effectuating the transition and on tracking the preparedness of systems.  相似文献

The European Union is divided on the issue of electricity production. While there is consensus that generation technologies need to be low on greenhouse gas emissions, the question of whether to use renewables or nuclear to meet this power demand is highly controversial. Both options still require financial support and this is not going to change in the near future. This raises the question of where public money should be invested in order to achieve greater economic efficiency: into support for renewable energies (RE) or support for nuclear power plants?This paper sets out to answer this question. The detailed model-based prospective scenario assessment performed in this study provides the basis for estimating future cost developments. After discussing the existing support schemes for renewables, the paper compares these with a nuclear model. The comparison is conducted exemplarily for the United Kingdom (UK) at a country level and for the EU 28 overall. The recent state aid case for the construction of the Hinkley Point nuclear power plant (NPP) in the UK serves as the model for the nuclear option.  相似文献

Plants have been among the most important objects for civilized cultures. Soon plants will be not only nutrients but will form the basis for the production and supply of many objects needed in daily life. The processing of plants requires further developed skills in order to satisfy the growing demands. The use of separated plant components, mainly of fractions with selected constituents led to a further development of the knowledge of extraction. Advanced understanding of the materials sciences and mechanization allowed establish extraction processes which warrant continuous production of products of high quality. This period of time marks the beginning of the phytotechnology as an independent scientific and technical discipline of plant extraction.  相似文献

Given the widely acknowledged negative impacts of fossil fuels, both on human health and on potential climate change, it is of interest to compare the impacts of low carbon alternative energy sources such as nuclear energy, hydropower, solar, wind and biomass. In this paper, we review the literature in order to summarise the impacts of the different technologies in terms of their materials and energy requirements, their emissions during operation, their health effects during operation, the accident risks, and the associated waste streams. We follow up these comparisons with some more anecdotal evidence on selected impacts that are either particularly topical or are important but less commonly addressed. These include impacts of wind turbines on persons and on bird life, the underestimated problems with biomass, and concerns about biodiversity reduction. Finally we address the public attitudes towards both renewable energy technologies and to nuclear power. The conclusion is drawn that energy policies of many countries are perhaps more strongly influenced by public and political perceptions of available technologies than they are by rational assessment of the actual benefits and drawbacks. Policy recommendations follow from this conclusion.  相似文献

Why should renewables advocates care about the arcane business of multilateral climate negotiations? The answer is simple. Because these long-running and oft bogged-down talks have as their ultimate objective a goal with seismic implications for energy markets: substantial reductions in greenhouse gas emissions. Coming anywhere close to that goal would entail the creation of multi-hundred billion dollar markets in renewables in the years ahead. And in Kyoto last December, governments took a meaningful first step in that direction.This paper is a brief summary, and analysis of that first step. It concludes with some observations about immediate implications for the renewables industries.  相似文献

Bhutan's energy and environmental situation and approaches to development are reviewed and analyzed in this paper. Conservation of natural resources and human happiness have been placed as central strategic policy themes and have been given high priority in the national development plans of Bhutan. Bhutan's unique approach to development via Gross National Happiness (GNH) or the Middle Path of development is being facilitated by the Royal Government of Bhutan as a tool to balance poverty alleviation, environmental conservation and development. However, challenges exist due to the constraints of resources, good governance, legal frameworks, and human capacity. This paper reviews selected sustainable energy projects (e.g. energy from renewables or energy conservation) in Bhutan and finds that in fact, Bhutan's renewable energy resources (e.g. water and forests) which have proved to be indispensable for development are vulnerable due to the adverse impacts of climate change and environmental degradation. Appropriate measures in order to reduce potential environmental degradation and mitigate climate change impacts have been acknowledged globally and these have potential for application in Bhutan. For example, implementation of sustainable energy projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol could offer an opportunity for mitigating climate change impacts and also contributing to sustainable development.  相似文献

This study investigated factors influencing the adoption or intention to adopt renewable portfolio standards (RPS) by individual states in the United States (U.S). Theory of adoption of innovation was applied as a conceptual framework. A logistic model was used to achieve the task. Gross state product (GSP), growth rate of population (GRP), political party dominancy, education level, natural resources expenditure, and share of coal in electricity generation were used as explanatory variables. Results indicated that the model predicts the dependent variable (state's choice of adopting or not adopting RPS) 82 times correctly out of 100. Results also suggested that education followed by political party dominancy, GSP and GRP are shown to have large impacts on the probability of RPS adoption.  相似文献

The aim of this article is to discuss obstacles and success conditions for renewable energy sources in the EU-Accession States and to compare them with the framework in the EU-15. Besides the ten states which will join the EU in 2004, Bulgaria and Romania which will probably join in 2007 as well as Turkey are analysed. Most of these countries have had a century-long tradition in the utilisation of RES, primarily in biomass and hydropower. However, the communist regimes were convinced of the superiority of large-scale systems and converted the energy sectors into centralised units. Due to this dominating belief system more decentralised applications such as installations using renewable energies had to close.  相似文献

At least eight kinds of demand- and supply-side grid flexibility resources can complement and firm variable renewables (wind and photovoltaics) at generally lower cost than fossil-fuel backup or bulk electrical storage, supporting largely if not wholly renewable electricity without a battery revolution. Validating dozens of simulation studies, at least 10 nations with modest or no hydropower now reliably use many times the US variable and total renewable fraction with attractive economics and improved reliability.  相似文献
