科技信息时代下构建我国水权交易制度推进水资源信息化管理

当前,我国水资源管理基础设施薄弱,监控手段缺乏,远不能满足水资源管理工作的需要,必须以各级水资源管理系统建设为抓手,全面推进水资源信息化,提高水资源管理能力与水平,落实最严格的水资源管理制度。为提高水资源利用效率、实现水资源经济价值,建立水权交易体系尤为必要。水权交易制度是以市场对水资源的使用权进行配置的制度,建立健全水权交易制度是实现水资源高效和持续利用的最佳途径。鉴于我国目前的水权制度的不足之处,建立水权交易制度应当遵循环境保护和可持续发展原则、宏观调控与市场调节相结合原则、平等自愿等原则。     

Industrial espionage

The rapid developments in micro-electronics technology have opened the way to an unprecedented increase in commercial and industrial espionage. Electronic devices are capable of eavesdropping on private conversation between people and people, people and computers, computer and computer. These devices are hard to detect thus resulting in an invasion of privacy and the theft of priviledged information.It is widely recognized that information is a resource with economic value. Information processing crimes highlight the need to accept the existence of these crimes, to analyze the risks, and to apply the techniques and technology available to combat industrial/commercial espionage and computer crime.

共性技术是基础科学研究和专有技术之间的桥梁,在技术结构中处于基础性的地位。共性技术的突破对产业结构提升意义重大。为了揭示共性技术的本质和发展规律,本文从经济学、技术学和哲学的学术视角对共性技术的属性进行了分析,并在此基础上对美国经济学家G.坦森的“以技术为基础的经济增长模型”在理论上作出了修正。本文还论述了共性技术的层次性和共性技术与专有技术相互转化原理,这对选择共性技术研发路线和政策框架设计都具有重要的现实意义。     

Standardization in IT — current developments and users'' response

The paper emphasises the importance of standards to users to enable them to communicate change or upgrade hardware and software incrementally and exercise real freedom of choice of supplier.

Whilst the Open Systems Interconnection architecture is a useful development it is argued that it covers only a part of the problem and even there a great deal of further work is needed if the objectives desired by users are to be achieved.

The General Motors MAP and Boeing TOP initiatives indicate the influence which can be exerted by large users but international co-operation among users is essential if the technical commercial and political pressures are to be properly co-ordinated to enable users to achieve the benefits which standardisation could provide.     

A systematic review of research on open source software in commercial software product development

Context

The popularity of the open source software development in the last decade, has brought about an increased interest from the industry on how to use open source components, participate in the open source community, build business models around this type of software development, and learn more about open source development methodologies. There is a need to understand the results of research in this area.

Objective

Since there is a need to understand conducted research, the aim of this study is to summarize the findings of research that has ben carried out on usage of open source components and development methodologies by the industry, as well as companies’ participation in the open source community.

Method

Systematic review through searches in library databases and manual identification of articles from the open source conference. The search was first carried out in May 2009 and then once again in May 2010.

Results

In 2009, 237 articles were first found, from which 19 were selected based on content and quality, and in 2010, 76 new articles were found from which four were selected. Twenty three articles were identified in total.

Conclusions

The articles could be divided into four categories: open source as part of component based software engineering, business models with open source in commercial organization, company participation in open source development communities, and usage of open source processes within a company.
