浅谈新形势下油田企业如何强化新闻宣传工作

自媒体时代民间微公益现状及发展

自媒体时代下,以具参与性与公开性的微博为平台,民间微公益应运而生。民间微公益迅猛的发展得益于微博独特开放的传播特性,出现参与者众多的盛况,但同时,公益性信息管理的规范,草根大众对公益发起及运作的科学性,又成为民间微公益发展的重要掣肘。本文以免费午餐为个案,对其发展现状进行研究,并提出相关的解决对策。     

Interpreting Housing Allowance: The Norwegian Case

Housing allowances are part of both the housing policy and the general welfare policy. In order to understand fully how the housing allowances affect welfare and well-being, one needs to use multiple approaches. We propose to complement traditional analyses of marginal effects and short-run incentives with long-run perspectives taken from the new social investment literature and elements of self-esteem and fairness taken from the literature on universalism. A neo-liberal approach where analysts limit themselves to studies of marginal effects and short-run incentives both in the housing and in the labour market runs the risk of neglecting important aspects of the effects of housing allowances. Therefore, this may lead to retrenchment. The approach we propose is illustrated through a closer analysis of important elements of the housing allowance system in Norway as it is today, and the development of the system over time.

浅谈西班牙中型城市绿色基础设施战略如何为公众健康带来福祉：拉科鲁尼亚案例分析

绿色基础设施建设是一个强大的多尺度规划战略,它在全球范围内正以迅猛之势蓬勃发展,并形成了一个能够带来多种利益的复杂系统（法布士,1995;兹欧拉斯,2007,等）,包括公众的健康与福利。证据表明,它能提高生活质量,改善心理健康问题,增加幸福感。在这一战略中,绿色基础设施的选址、大小、质量以及可达性对于公众健康的改善有至关重要的作用。西班牙的拉科鲁尼亚市是一个高密度中型城市,这一案例值得人们关注。关于该市现状及新总体规划的研究阐明了应该如何通过运用景观生态原则来改善绿色规划、增加其带来的尤其是关于公众健康的利益。以SWOT研究为基础,本文将对该案例的不足进行解释说明,并思考其在绿色基础设施战略、实施过程以及设计方案中的影响。目前,已有众多研究突出了在类似于拉科鲁尼亚市的密集城市中整合与实施这些规划战略的必要性,因为它们能够改善公众健康,生活质量与景观,并作为一个有竞争力的全球优势发挥作用。本研究将阐述区域性规划在增强城市网络（西班牙北部）的空间连续性,继而将其开放至大西洋方面的必要性。     

Welfare Improvisation from the Receiving Waters of Urban Wastewater Systems in the Context of the Water Framework Directive

The compliance of wastewater authorities with the Water Framework Directive (WFD, 2000/60/EC) although may highly contribute to a “good” ecological status in aquatic ecosystems, is alleged to require disproportionally high costs in relevance to the anticipated benefits. This is mainly due to the limited yet research in the assessment of the economic welfare derived by the compliance with the WFD. In this light, the direct and indirect economic benefits emerged by the attaining of WFD are investigated. The wastewater treatment plant of Athens (Greece) is demonstrated as a comprehensive pilot case.     

The role of technological availability for the distributive impacts of climate change mitigation policy

The impacts of the availability of low-carbon technologies on the regional distribution of mitigation costs are analyzed in a global multi-regional integrated assessment model. Three effects on regional consumption losses are distinguished: domestic measures, trade of fossil energy carriers and trade of emission permits. Key results are: (i) GDP losses and a redirection of investments in the energy system towards capital-intensive technologies are major contributions to regional consumption losses. (ii) A devaluation of tradable fossil energy endowments contributes largely to the mitigation costs of fossil fuel exporters. (iii) In case of reduced availability of low-carbon technologies, the permit market volume and associated monetary redistributions increase. The results suggest that the availability of a broad portfolio of low-carbon technologies could facilitate negotiations on the permit allocation scheme in a global cap-and-trade system.     

University-based graduate training of community agency workers: A pilot collaboration project.

The 1996 Welfare to Work Mandate has had a significant impact on the lives of families that use public assistance. What role can university counseling and psychology training programs play in the facilitation of this mandate that is intended to return welfare recipients to work? The Welfare Reform Act is discussed in relation to an innovative program that provides graduate-level training for bachelor's-level social service workers to meet the challenges of new service-delivery mandates. Relevance of this collaborative effort to professional psychology is explored, and implications for training master's-level graduate students are discussed.
