Entry into force of the UN Watercourses Convention: why should it matter?

The United Nations Watercourses Convention entered into force on 17 August 2014, following a long and complex journey that dates back to 1970 when the UN referred the matter to its legal arm, the International Law Commission. This article follows the Convention through that long and turbulent road, examines its main provisions and analyses the reasons for the delay of its entry into force. It concludes by answering the question of why entry into force of the Convention should indeed matter.

WCDMA系统接口信令消息的描述与实现

WCDMA作为第三代移动通信系统的主流标准，能够提供多种类型的多媒体服务。为了实现各种用户平面数据的传输，系统会提前通过控制平面对所需的无线资源进行分配。由于配置过程是通过接口之间发送控制平面应用协议消息来实现的，因此能否正确有效地对信令消息进行编解码成为保证系统稳定工作的关键因素。3GPP标准中，ASN．1语言被用来描述接口信令消息。首先简要介绍了WCDMA系统结构以及主要接口协议，重点描述了ASN．1存在的意义及其编解码规则，最后给出了基于ASN．1的开发环境下应用层网络协议的开发流程。     

On the ontological expressiveness of information systems analysis and design grammars

Abstract. Information systems analysis and design (ISAD) methodologies provide facilities for describing existing or conceived real-world systems. These facilities are ontologically expressive if they are capable of describing all real-world phenomena completely and clearly. In this paper we formally examine the notion of the ontological expressiveness of a grammar and discuss some of its implications for the design and use of ISAD methodologies. We identify some generic ways in which ontological expressiveness may be undermined in a grammar and some potential consequences of these violations. We also examine ontological expressiveness within the context of some other desirable features that might be considered in the design of ISAD methodologies.

Conditions for the Acceptance of Deontic Conditionals.

Recent psychological research has investigated how people assess the probability of an indicative conditional. Most people give the conditional probability of q given p as the probability of if p then q. Asking about the probability of an indicative conditional, one is in effect asking about its acceptability. But on what basis are deontic conditionals judged to be acceptable or unacceptable? Using a decision theoretic analysis, we argue that a deontic conditional, of the form if p then must q or if p then may q, will be judged acceptable to the extent that the p & q possibility is preferred to the p & not-q possibility. Two experiments are reported in which this prediction was upheld. There was also evidence that the pragmatic suitability of permission rules is partly determined by evaluations of the not-p & q possibility. 一种固定阈值的毫米波图像边缘检测方法

文章提出了一种固定阈值的毫米波图像边缘检测方法。根据图像的统计特征确定出像素的标准梯度强度，并采用单阈值对图像进行边缘粗定位，然后施行非最大抑制处理和滤波，得到最终检测结果。由于该算法对各幅毫米波图像设置相同的阈值，故能实现自动检测，同时还具有计算量小的特点。实验结果表明该方法进行毫米波图像边缘检测的有效性和可行性。     

Manufacturing and structural safety evaluation of a composite train carbody

This paper explains the manufacturing process of a composite train carbody with a sandwich composite structure for bodyshell and a stainless steel structure for the under frame. In addition, the structural behavior and safety of the composite carbody of the Korean tilting train was investigated by the static load tests. From the test results, the stiffness of the composite carbody met the specified design. In the aspect of strength, the maximum stress of the composite bodyshell was of 12.2% of strength of CF1263 carbon/epoxy.     

模糊综合评判方法在碳酸盐岩油气勘探中的应用

详细地阐述了模糊综合评判方法的数学原理及其在油气勘探开发中的应用.根据某油田的生产层参数资料,运用MICROSOFT EXCEL软件,在对各参数进行统计研究并了解它们分布规律的基础上,合理地构造出一系列隶属函数,通过编制相应的计算机程序,完成综合评判.评判结果与勘探实际吻合较好.该方法有效地适用于碳酸盐岩油气藏的勘探开发.
