| 摘 要： | 新时期的“三农”问题，是在我国农业和农村经济发展进入新阶段的历史背景下产生的，具有市场需求不足导致农民收入增长缓慢的新特点。解决三农问题要根据中央的新思路，统筹城乡经济社会发展，引导农村人口向城市集中，加快城镇化进程，加大对农业的支持力度，提高农民组织化程度。

| Abstract: | The problems of agriculture, farmers and the countryside in the new era arise with the historical background that the development of the agriculture and rural economy has entered a new stage.It is characterized by a shortage of market demand and the slow increase of farmers' avenue.The solutions to the problems must be based on the new policies of the central government.We must consider the social and economic development of both urban and rural areas, guide the farmers to be centralized into cities,quicken urbanization of towns,increase the support to agriculture and improve the degree of the organization of farmers. |
