| 摘 要： | 科技开发是高等院校的第三职能．它涉及到技术、经济、法律、工商、税务、贸易、管理等方面。既要得到政府部门的支持，又要有校内外环境的配合，是一个系统工程。做好科技开发工作，必须具有＂统一管理型＂的体制结构；正确处理高校对科技开发工作中的＂分流现象＂；积极开拓市场，使高校科技开发更好地为地方经济建设服务。

| Abstract: | The development of science and technogy is the third function in colleges and universities.It involves the thechnology, economy, law, industry and Commerce,tax,trade and management etc. It should be supported by the goverment as well as coorpeated by others of inner and ouside shool. Therefore it is a system engineer and should possess an unitary management for doing the development of science and techn. well. It is essential to deal with branches for the development of science and technology in colleges and universities and to enlarge the market in order to serve the economic construction well. |
