祁连山国家公园与其多族群社区的耦合共生：逻辑、困境与路径

祁连山国家公园试点改革已进入实质阶段。妥善解决生态保护、文化传承与经济发展问题，促进国家公园与民族社区的繁荣共建成为祁连山国家公园成功实施的关键。以“生命共同体”为学理基础，从历史、现实及理论角度梳理了祁连山与周边社区相依共存、相互制约、协同演进的耦合逻辑；总结出社区面临的多维困境：利益分配失衡，治理模式“不接地气”，规划科学性不足及居民能力有限；根据祁连山的多元民族特质,以价值共生为前提，从多元共治、规划共振、利益共享、能力共建等角度探析祁连山国家公园与多族群社区的融合共生路径，并提出以科普游憩主线串联典型民族社区、兼顾整体联动和民族社区个体差异的建设策略。

Coupling Symbiosis between Qilian MountainNational Park and Multi-Ethnic Communities: Logic,Dilemma and Paths

The pilot reform of Qilian Mountain National Parkhas entered a substantive stage. Properly solving the problemsof ecological protection, cultural inheritance and economicdevelopment, and promoting the prosperity and co-constructionof national parks and ethnic communities have become the focusfor the successful implementation of the Qilian Mountain NationalPark system construction. Based on the academic theory of "lifecommunity", the coupling logic of Qilian Mountain and surroundingcommunities'' interdependence, coexistence, mutual restriction, andcollaborative evolution was sorted out from the historical, realisticand theoretical perspectives; the paper also summarized the multidimensionaldilemmas faced by the communities: unbalanceddistribution of interests and unrealistic governance models, planningis not scientific enough, and residents have limited capabilities.This paper systematically analyzed the practical dilemmas andintegration and symbiosis paths faced by Qilian Mountain NationalPark and communities from the perspectives of cognition andability improvement, and proposes a construction strategy thatconnects typical ethnic communities with the main line of sciencepopularization and recreation, taking into account the overalllinkage and individual differences of ethnic communities.
